HomeMy WebLinkAboutTask Order No. 0773 with Pharmer Engineering, LLC for WWTP Daft RetrofitTASK ORDER N0.0773 CITY OF MERIDIAN (OWNER) AND PHARMER ENGINEERING, LLC (ENGINEER) This Task Order is issued by Owner and accepted by the Engineer pursuant to the mutual promises, covenants and conditions contained in the Master Agreement between the above named parties dated August 26, 2008. CITY OF MERIDIAN WWTP DAFT RETROFIT PURPOSE The Engineer's scope of services, time of completion and compensation shall be as set forth herein. Services shall generally be described as Engineering Services relating to replacing the existing mechanical DAFT system with a replacement system similar to the newer DAFT the City currently operates. TASK 1 -Site Investigation and Preliminary D®sign Meetings Per the City's request, the Engineer will provide professional engineering services related to Site Investigation and attend Preliminary Design Meetings as outlined in °Exhibit A" Scope of Work, Task 1. The Not-To-Exceed amount for Task 1 is Three Thousand and 00/100 dollars ($3,000.00). TASK 2 -Lett®r Report Per the City's .request, the Engineer will provide professional engineering services related to Letter Reports as outlined in "Exhibit A" Scope of Work, Task 2. The Not-To- Exceed amount for Task 2 is One Thousand Seven Hundred Fifty and 00/100 dollars ($1,750.00). TASK 3 -Selection and Procurement of DAFT Equipment Per the City's request, the Engineer will provide professional engineering services related to Selection and Procurement of DAFT Equipment as outlined in °Exhibit A" Scope of Work, Task 3. The Not-To-Exceed amount for Task 3 is Eight Thousand Two Hundred Fifty and 00/100 dollars ($8,250.00). TASK 4 - Pr®paration of Installation and Improvement Drawings, Specifications and Contract Documents Per the City's request, the Engineer will provide professional engineering services related to Preparation of Installation and Improvement Drawings, Specifications and Contract Documents as outlined in "Exhibit As Scope of Work, Task 4. The Not-To- Exceed amount for Task 4 is Twenty Four Thousand Five Hundred and 00/100 dollars ($24,500.00). TASK 5 - Bld and Award Per the City's request, the Engineer will provide professional engineering services related to Bid and Award Preparation as outlined in "Exhibit A" Scope of Work, Task 5. The Not To-Exceed amount for Task 5 is One Thousand Two Hundred and 00/100 dollars ($1,200.00). TASK 6 - S®rvlces During Construction Per the City's request, the Engineer will provide professional engineering services related to Services During Construction as outlined in "Exhibit A" Scope of Work, Task 6. The Not-To-Exceed amount for Task 6 is Four Thousand Two Hundred Fifty and 00/100 dollars ($4,250.00). COMPENSATION The Not-To-Exceed amount for this Task Order No. 0773 is Forty Two Thousand Nine Hundred Fifty and 00/100 dollars ($42,950.00). Judith Lane Boise, Idaho 83705 Phone (208) 433-1900 Fax (208) 433-1901 www.pharmereng.com We have prepared a scope of work for the mechanical and electrical retrofit of the existing 20 ft diameter DAFT with a new similar replacement unit within the existing concrete structure and wthin the existing building with minimal structural modifications. The DAFT referenced as part of this scope of work is the existing EIMCO unit installed in the late 1970's. The purpose of the project is to replace the aging and deficient existing mechanical DAFT system with a replacement system similar to the newer DAFT the City currently operates. We propose to work on time and materials basis with a maximum not to exceed. We will invoice on a time and material basis per the rate schedule shown in Table 1.0. The proposed engineering team for this project consists of Dan Barbeau as your project manager and Carl Hipwell as your project engineer of Pharmer Engineering, with electrical, instrumentation and controls by Clay Bingham of DC Engineering. Bob Pharmer will provide quality control. Scope of Work: Task 1-Site Investigation and Preliminary Design Meeting Pharmer will inspect the existing DAFT system and measure and record pertinent design information necessary to prepare design and bidding documents for replacement of the existing DAFT system and miscellaneous improvements to the drainage valves. Pharmer will coordinate and facilitate a design meeting between the City and the Engineering team to discuss alternatives for retrofitting the existing unit. The City shall prepare the DAFT for inspection by the Engineering team by dewatering the existing unit and providing access to the facility. The City will participate in the design meeting with the engineers in discussion of design and implementation alternatives. Estimated PE labor costs $2,200 Electrtcal Engineering $700 Estimated direct expenses $100 Total estimated cost $3,000 Task 2 -Letter Report Pharmer will prepare a basic letter report to serve as the preliminary engineering report as required for any improvements by IDEA prior to implementation. The letter report will be submitted to IDEA for review and approval. The report will include an explanation of the project and related engineering design information necessary for IDEA to accept compliance with State regulations. Estimated PE labor costs $1,500 Electrical Engineering $p Estimated direct expenses $250 Total estimated cost $1,750 Task 3 -Selection and Procurement of DAFT Eautpment Pharmer will prepare preliminary (30%) design drawings and a procurement document for the DAFT equipment. The procurement documents will be EJCDC based standard documents and will be submitted to IDEQ for review and approval. Pharmer will assist the City in advertising of the procurement package and answer all questions as may arise during the procurement period. The engineering team will review the proposals from the respondents to the procurement and recommend award to the City. The procurement package will require the selected vendor to supply full shop drawings for the project, which will be reviewed for compliance with the project requirements and procurement specifications by Pharmer. Estimated PE labor costs $7,000 Electripl Engineerin $750 Estimated direct expenses $500 Total estimated cost $8,250 Task 4- Preparation of Installation and Improvement Drawinss Specifications and Contract Documents Pharmer will prepare final installation and improvement drawings, specifications and contract documents for replacement of the existing DAFT mechanical and electrical equipment as necessary to retrofit the selected vendor in Task 2 into the existing system. The package will include minor structural modifications as necessary. The package will include replacement of the two valves south of the DAFT and one or more of the valves to the east of the DAFT..The package will be sent to IDEQ for review and approval. Estimated PE labor costs $20,000 Electrical Engineerin $4,000 Estimated direct expenses $500 Total estimated cost $24,500 Task 5 -Bid and Award The engineering team will assist the City with bid and award for the installation of the DAFT retrofit and miscellaneous associated improvements. The team will answer bidding questions, issue addendum and hold apre-bid meeting at the site.
