Meridian City Council April 18, 1983
Regular meeting of the Meridian City Council called to order by Mayor Joseph Glaisyer.
Councilmen Present: Grant P. Kingsford; Ronald Tolsma; Bill Brewer
Councilman Absent: Rick Orton, Jr.
Others Present: Bruce Stuart; Roger Welker; Tina Couch; Rod Couch; Doug Nichols;
Susan Scott; Earl Ward; Gary Smith; R.C. Spencer; Coenraad Abas;
Wayne Crookston; Jack H. Niemann
Minutes of the previous meeting held April 4, 1983 were approved as written.
Item
1 Request to Hold Concert in City Park
Tina Couch was present representing the request to hold a concert in the Meridian
City Park after the St. Judes Bike-A-Thon to be held on May 21, 1983. Miss Couch
explained that the concert would be held from 1:00 p.m. to 3:00 p.m. following the
Bike-A-Thon, with approximately 50 students attending. Couch said that the concert
was to be held for the participants in the Bike-A-Thon only, and would not be open
to the public.
Police Chief Nichols stated that all rules must be enforced during the concert
including drinking and littering.
Miss Couch said that she was also in charge of clean-up.
The Motion was made by Kingsford and seconded by Brewer to allow a concert in the
Meridian City Park for the Bike-A-Thon entrants, of approximately 50 persons, between
the approximate hours of 1:00 p.m. to 3:00 p.m.
Motion Carried: Kingsford, yea; Tolsma, yea; Brewer, yea;
Mayor Glaisyer reminded Couch that all debris must be cleaned up.

2 Public Hearing: Crandlemire Annexation Request
Mayor Glaisyer: "At this time I will open the Public Hearing for the Crandlemire
Annexation Request. Is there anyone present that wishes to be heard either pro or
con on this annexation request?"
There was no response.
Mayor Glaisyer: "There being no response, I will close the Public Hearing."
Mayor Glaisyer: "Mr. Marsden, (Representing the Request) called the City Clerk today,
he is ill. He requested that we go ahead and hold the public hearing, and then we
table any action until the next meeting so that he can be present."
The Motion was made by Kingsford and seconded by Tolsma to table the Crandlemire
Annexation Request until the next meeting May 2, 1983.

3 Pre -Termination Hearing Water/Sewer/Trash Delinquencies
Mayor Glaisyer Read: "This is to inform you, if you choose to, you have the right to
a pre -termination hearing, at 7:30 p.m., April 18, 1983, before the Mayor and Council,
to appear in person to be judged on facts and defend the claim made by the City that
your water/sewer/trash bill is delinquent. You may retain counsel. This service will
be discontinued April 21st, 1983, unless payment is received in full."
Mayor Glaisyer: "The amount owing the City is $1,455.35."

Item 3 Pre -Termination Hearing Con't . . . .
Mayor Glaisyer: "Is there anyone present tonight that wishes a pre -termination
hearing before the Council?"
There was no response.
Mayor Glaisyer: "Due to their failure to pay their water bill or to present any valid
reason why the bill has not been paid, their water shall be turned off on April 21, 1983.
In order to have their water turned back on, there will be an additional fee of $10.00.
They are hereby informed that they may appeal or have the decision of the City reviewed
by the Fourth Judicial District Court, pursuant to Idaho Code. Even though they appeal
the water will be shut off."
The Motion was made by Kingsford and seconded by Tolsma to approve of the turn-offs.

Being there no other business to come before the Council . . .
The Motion was made by Kingsford and seconded by Brewer to adjourn at 7:38 p.m.
