Council called to order by President of the Council, Grant Kingsford at 7:30 p.m. Council Members Present: Ron Tolsma; Rick Orton Jr.; Bill Brewer Others Present: Earl Ward; R.C. Spencer; Marnell Chenowith; Michael Zuzel; Kenny Bowers; Greg Walker; Kevin Robertson; Gary Smith; C.L. Morgan; Wayne Crookston; Jack H. Niemann; Minutes of the previous meeting held July 18, 1983 were approved as written.. Item 1 Request by Clarence Morgan to allow a Septic Tank System Morgan was present representing his request to allow a septic tank system. Morgan explained that he would like to put a Mobile Home on his property for temporary use. Morgan wishes to live in the mobile home until such time as the property will be annexed into the City and developed. The Motion was made by Orton and seconded by Brewer to approve of a letter to Central District Health Department and to Ada County allowing a Septic Tank System, and requiring a deed restriction on the property stating that the Mobile Home be moved within 90 days after annexation. Motion Carried: Tolsma, yea; Orton, yea; Brewer, yea Item 2 PUBLIC HEARING - Federal Revenue Sharing Funds Kingsford explained that the expected Federal Revenue Sharing Funds will be the same as last years in the amount of $45,088.00. Kingsford said that these funds have not yet been approved by Congress, and if approved it is the intention of the City to use them in the general budget. Kingsford opened the Public Hearing for any comments. There was no response. Kingsford .closed the Public Hearing. Item 3 Ordinance No. 423 Kingsford read: "AN ORDINANCE AMENDING SECTION 4-103, TITLE IV, CHAPTER 1, REVISED AND COMPILED ORDINANCES OF THE CITY OF MERIDIAN, ADA COUNTY, IDAHO, ENTITLED PLANNING COMMISSION, OFFICERS: MEETINGS: RULES, TO REFLECT THAT THE TIME OF THE REGULAR MONTHLY MEETING SHALL BE 7:30 O'CLOCK P.M." Kingsford: "Is there anyone present that wishes Ordinance No. 423 read in its entirety?" There was no response. The Motion was made by Brewer and seconded by Tolsma that the rules and provisions of 50-9002 and all rules and provisions requiring that Ordinances be read on three different days be dispensed with and that Ordinance Number 423 as read be passed and approved. August 1, 1983 Item 4 Ordinance No. 424 Kingsford Read: "AN ORDINANCE AMENDING SECTION 1-1101, TITLE I, CHAPTER 11, REVISED AND COMPILED ORDINANCES OF THE CITY OF MERIDIAN, ADA COUNTY, IDAHO, ENTITLED ADMINISTRATIVE, SALARIES OF ELECTIVE OFFICERS, TO REFLECT CHANGES IN SALARIES OF THE MAYOR AND CITY COUNCIL OF THE CITY OF MERIDIAN, IDAHO." Kingsford: "Is there anyone present that wishes Ordinance NO. 424 read in its entirety?" There was no response. The Motion was made by Brewer and seconded by Tolsma that the rules and provisions of 50-9002 and all rules. and provisions requiring that Ordinances be read on three different days be dispensed with and that Ordinance Number 424 as read be passed and approved. Motion Carried: Tolsma, yea; Brewer, yea; Orton, nay; Item 5 Bills The bills were read. The Motion was made by Tolsma and seconded by Orton to approve the bills. Motion Carried: Tolsma, yea; Brewer, yea; Orton, yea; Item 6 Department Reports Councilman Tolsma discussed the calls. he has received concerning not having a Fire Chief to make decisions etc. Tolsma explained that Mr. Kenny Bowers has been performing the duties of the Fire Chief since the retirement of Roger Welker. The Motion was made by Tolsma and seconded by Orton that Mr. Kenny Bowers be appointed acting Fire Chief retroactive to the date of Welker's retirement at the salary of $225.00 per month from that date. Motion Carried: Tolsma, yea; Orton, yea; Brewer, yea c Councilman Tolsma also discussed the problem of dust and dirt at the end of East Idaho Street. Tolsma asked that the City Clerk contact Ada County Highway District to inquire if they would wash and clean up the street. City Clerk Jack Niemann responded that he would do so. Kingsford questioned the Members as to the necessity of a budget workshop. It was the concensus of the Members that a workshop was not necessary. Councilman Brewer announced that the annual Firemen's Salmon BBQ would be held on August 5, 1983 from 6 to 8 p.m. Being there no other business to come before the Council . HINRICHS Chairman 2onlnp b Plannlnp The City of Meridian, Idaho, will hold a public hearing at City Hall located at 728 Meridian Street, on August 1, 1983 at 7:30 p.m., for the purpose of obtaining written and oral corineent from the public on the proposed uses of revenue sharing funds in the upoaming budget for Fiscal Year 1983-84. All interested citizens' are encouraged to attend the hearing. Persons attending the hearing shall have the right to provide written and oral com~roents and suggestions regarding possible uses of revenue sharing funds. Amount of revenue sharing funds expected during FY 1983-84 contingent upon Legislative action to extend GRS Program $45,088.00. Jack Niemann City Clerk Pub: July 20, 1983 ~~~ • • O~2DINANCE NO. 423 AN ORDINANCE AMENDING SECTION 4-103, TITLE IV, CHAPTER 1, REVISED AND COMPILED ORDINANCES OF THE CITY OF MERIbIAN, ADA COUNTY, IDAHO, ENTITLED PLANNING COMMISSION, OFFICERS: MEETINGS: RULES, TO REFLECT THAT THE TIME OF THE REGULAR MONTHLX MEETING SHALL BE 7.:30 O'CLOCK P.M. WHEREAS, the City Council and the Mayor of the City of Meridian, Idaho have concluded that it is in the best interest of said City to amend Section 4-103, Title IV, Chapter 1, Planning Commission, Officers; Meetings; Rules, of the Revised and Compiled Ordinances of the City of Meridian, Ada County, Naha, changing the time of the regular monthly meeting of the Planning and Zoning Commission from 8:00 p.m. to 7:30 p.m. NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR OF THE CITY OF MERIDIAN•AND THE CITY COUNCIL OF THE CITY OF MERIDIAN, ADA COUNTY, IDAHO, Section 1. That Section 4-103 shall be amended and hereby is amended to read as follows: 4-103 OFFICERS; MEETING; RULES: The Coannission shall elect such officers as it may determine it requires. One regular meeting of the Commission shall be held each month, on the second Monday at 7:30 o'clock (7:30) p.m. A majority of the appointive members of the Commission shall be necessary to constitute a quorum at any meeting. All meetings shall be open to the public. Written rules for the conduct of the business of the Commission consistent with the laws of the State and City Ordinances for the transaction of the business~of the Coaanission shall be adopted by the Commission and a writ~ten~record shall be kept of the meetings, resolutions, findings and determinations of the Commission, which record shall be a public record. Section 2. W~iEREAS, there is an emergency therefor, which emergency is declared to exist, this Ordinance~~shall take effect and be in force and effect from and after its passage, approval and publication as required by law. SALARIES OF ELECTIVE OFFICERS, TO REFLECT CHANGES IN SALARIES OF THE MAYOR AND CITX COUNCIL OF THE CITY OF MERIDIAN, IDAHO. WHEREAS, the City Council and the Mayor of the City of MERIDIAN, IDAHO HAVE CONCLUDED•THAT IT IS IN THE BEST INTEREST OF SAID CITY TO AMEND SECTION 1-1101, TITLE I, CHAPTER 11, AbMINISTRA- TIVE, SALARIES,SALARIES OF ELECTIVE OFFICERS, CHANGING THE SALARIES OF THE MAYOR AND OF THE CITY COUNCIL MENIDERS, SUCH CHANGES TO BE EFFECTIVE JANUARY 1, 1984. NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR OF THE CITY OF MERIDIAN, AND THE CITY COUNCIL OF THE CITY OF MERIDIAN, ADA COUNTY, IDAHO, Section 1. That Section 1-1101 shall be amended and hereby is amended to read as follows effective January 1, 1984: ~~ 1-1101 SALARIES OF ELECTIVE OFFICERS: The salary of the Mayor shall be seven hundred dollars ($700.00) per month, payable monthly. The salary of each member of the Council shall be twa hundred dollars ($200.00) per month, payable monthly. The salary of the President of the Council, when acting in the capacity of the Mayor, shall be the same as the Mayor, payable monthly, prorated for the period of time he shall perform the duties of Mayor. Section 2. That this Ordinance shall take effect and be in force and effect from and after January 1, 1984, and its approval, passage and publication as required by--law.
