Meridian City Council August 25, 1983
Special Meeting of the Meridian City Council was called to order by Mayor
Joseph Glaisyer at 4:30 p.m.
Council Members Present: Grant Kingsford; Rick Orton; Ron Rolsma; Bill Brewer
Others Present: Jay Amyx; Carl Raasch; John Redding; Jack H. Niemann;
The Special Meeting of the Meridian City Council was called to discuss the uses
of the Meridian Creamery Building. At the previous regular Council Meeting held
on August 15, 1983, City Building Inspector Vern Schoen told the Council that
there were several problems concerning the building. (See minutes of August
15, 1983 - On File in City Clerk's Office.)
Jay Amyx explained to the Council that the transaction of the property was not
yet completed, and he has "not been doing much until the deal is completed."
At a previous Council meeting the City Council agreed to let Amyx have a
reasonable time frame to bring occupied parts of the building up to code.
At that time, Amyx agreed to keep.the Council informed each step of the way.
Amyx said that he is hoping that he can develop something similar to 8th Street
Marketplace in Boise, catering to the small business operations. Amyx said that
he will design a particular portion of the building to suit the needs of the
business. He said that the building can be sectioned off for office space, shops
or industrial use, depending on the requirements of the tenants. Amyx said
as tenants move into various portions of the building those areas will be
brought up to code. Amyx said that he has had several inquiries from prospective
tenants.
Councilman Kingsford said that he is concerned that some of the prospective
uses may not be compatible in the same area.
Kingsford: "Where do we stand on the well?"
Amyx: "We have opened it up. It is running out and dropping down into the sump."
"In the botton of a 6' pipe it is running 3/4" deep. It might fill an 1 1/2"
pipe." "Carl (Raasch) is going to take the 6' pipe that came out . ." "He is going
to weld a piece of steel over the end of it and set a nipple- a 2" nipple - in it
and we are going to tie a hose on it and try to take it around the corner of the
building into the storm drain."
Raasch: "What we are trying to do is attempting to divert it." Raasch said that
he felt it can be controlled "kind of easy like."
Councilman Brewer said that he felt problems between Amyx and the Building Department
and Fire Department were caused because of lack of communcation. He went on to say
that the Building Inspector has no idea what tenants are in there or what is going
on. Brewer said that he would "like to stay away from that happening again."
Mayor Glaisyer pointed out that the orginal agreement was to keep in communcation
or who is in and out of the building and work up the plan on how to come up to
Code then - depending on what was finally decided on. Glaisyer: "All you have to
do is give us a call and say what your intentions are."
Amyx said that he felt prospective tenants had been "run off" by the Building
Inspector when finding out what was required to bring a portion of the building
up to code.
Glaisyer told Amyx that the Council has agreed to grant a time frame to bring the
building or portions of the building up to code, depending on what is going to
go in there.
Amyx said that the reason he had not -told the Council or Building Inspector of
the latest tenant was because he felt it "fell right in line with the; -.proposed
use that I presented to you."

Councilman Brewer said that the Council would be fair and reasonable when
considering tenants, and the time frame of the Codes.
The Council decided to let Amyx continue with his ideas as long as he keeps
the Council and the City Departments Heads informed each step of the way.
Jack H. Niemann, City Clerk, was appointed as the liaison between Amyx and
the Building Inspector, Fire Chief, Fire Marshall, and Water and Wastewater
Sup't.
The Motion was made by Kingsford and Seconded by Brewer to adjourn at 5:10 p.m.
