Regular meeting of the Meridian City Council called to order by President of Council,
Grant Kingsford~at 7:30 p.m.
Council Members Present: Grant Kingsford; Rick Orton Jr.; Ron Tolsma;
Council Members Absent: Mayor Josephs Glaisyer; Bill Brewer;

Minutes of the previous meeting held September 19, 1983 were approved as written.

1 PUBLIC HEARINGd Variance Request by ~ilma Blair to Construct Fence
Mrs. Blair was present to represent her request of variance to construct a 6 foot
fence. Blair told the Council that th',e fence would be constructed of decorative
brick. Blair said that all of her neiighbors within 300 feet had signed the petition
allowing the fence except for one.
Councilman Kingsford opened the Public Hearing for any comments pro or con to the
proposal.
There was no response.
Kingsford: "Being there no response, I will now close the Public Hearing."
Water Supt Bruce Stuart commented than the Blair can not fence the water meter in,
and that 2 feet all around the meter ajust be left free.
City Engineer, Gary Smith commented th'fat he felt the fence would be very restrictive
of vision, and that a person would not be able "to see through at all."
There was discussion.
Blair said that it would not be feasiable to move the fence back any further.
The Motion was made by Orton and seconded by Tolsma that the variance request for
a 6 foot fence by Wilma Blair be granted with the stipulation that the water meter
the be left outside of the fence with 2 foot space all the way around, and that
the fence be held off ACHD Road Way Right-of-Way.

The bills were read.
The Motion was made by Tolsma and secdnded by Orton that the bills be approved.

3 Approval of Judges & Clerks for City ~lection
City Clerk, Jack Niemann submitted a list of proposed Judges and Election Clerks
for approval by the Council.

The Motion was made by Tolsma and secdnded by Orton to approve of the list of
Judges and Election Clerks as submitted by the City Clerk.

4 Department Reports
Works Supt Bruce Stuart reported than the East Pine project has been started.
Council Member Orton commented that thjis project was part of last years buget.
Acting Fire Chief Kenny Bowers report d that the Fire Department is "still up in the
air" over dispatching procedures, but~aill be attending a meeting on Friday October
7, 1983, at which some decision should be reached. Kingsford asked that Bowers
keep the Council informed.
Council Member Ron Tolsma reported tha',t there have been several complaints concerning
the weeds and the irrigation water iniMeridian Manor Subdivision..
There was discussion. (Tape on File)
It was decided that the Street Commissioner (Ronald Tolsma) would work on the
problem contact the proper parties and keep the Council informed.
Being there no other business to comelbefore the Council .
The Motion was made by Tolsma, and secgnded by Orton to adjourn at 7:55 p.m.

NOTICE IS HEREBY GIVEN THAT THE CITY OF MERIDIAN, IDAHO, WILL HOLD A PUBLIC HEARING
ON OCTOBER 3, 1983, AT 7:00 P.M. AT THE MERIDIAN CITY HALL, 728 MERIDIAN STREET TO
ACCEPT PUBLIC IMPUT ON THE DRAFT APPLICATION FOR A COMMUNITY DEVELOPMENT BLOCK GRANT.
THE CITY OF MERIDIAN I5 ANTICIPATING FILING A COMMUNITY DEVELOPMENT BLOCK GRANT
APPLICATION TO FUND A NEW SENIOR CITIZENS CENTER AND PUBLIC COMMENT-WOULD BE
APPRECIATED. THE PUBLIC IS ENCOURAGED TO ATTEND THIS HEARING AND OFFER COMMENTS.

Wayne Forrey, spokesman for JUB Engineers, who will prepare the grant application
for the Meridian Project explained that during the coming year, the Idaho
Division of Economic and Community Affairs will dispense about $6 million in Federal
funds for community development projects to about a dozen towns and cities. Thus
far, Forrey said, 51 other towns have filed notices indicating they will apply for
funds. This year, the city hopes to have a better chance at winning funding for the
project by decreasing the amount of the gjrant request and seeking more private
donations, Forrey said. If funding were approved in December, construction could begin
by April 1984, and the center would be ready for use by the following September,
Forrey said. "There's no question that there is a terrific need for this project in
Meridian," he said.
Elizabeth Ryan, president of the Meridian Area Senior Citizens Committee, told the
Council the facility would provide the area with a center for government food end
financial programs, legal services and recreation and social programs. "I think it's
very visible in Meridian that we are very much in need for a senior citizen center,"
Ryan said.
Nancy Keppler, Central District Health Department nutritionist, said a center could
be used to serve some 200 seniors at one time. She said seniors now gather at a
local resturant. Keppler told the Council that the Meals on Wheels program serves
about 700 different Seniors in this area. "With a Senior building these meals could
be provided at a much lower cost," Keppler said.
Martha Berry also spoke to the need of a Senior Center in the Meridian Area.
Being there no other comment the Public Hearing was closed by Council Member Kingsford.
Council Member Orton told the audience that the Council is dedicated to the.' purpose
of getting a Senior Center in Meridian.
The Motion was made by Orton and seconded by Tolsma that a state block grant
application be filed by the City of Meridian for the purpose of seeking funds to build
a Senior Citizen Center in Meridian in the amount of $150,000.00.

Council Member Orton asked that the record read that out of a crowd of 35 - 40
there was no descension as to the proposed purpose of the grant money applied for.
