Meridian City Council October 17, 1983 Regular meeting of the Meridian City Council called to order by Mayor Joseph Glaisyer at 7:30 p.m. Council Menbers Present: Grant Kingsford; Ron Tolsma; Rick Orton Jr.; Bill Brewer; Others Present: Bruce Stuart; Vern Schoen; Doug Nichols; Kenny W. Bowers; R.C. Spencer; Michael Zuzel; Wayne Crookston; Earl Ward; Gary Smith; Jack Niemann; Bruce Carnahan; Minutes of the Special Public Hearing concerning the Block Grant held on October 3, 1983, were approved as written. Minutes of the previous meeting held October 3, 1983 were approved as written. It~n. 1 Bruce Carnahan; Save-A-Lot Cement Bruce Carnahan was present and explained to the co~cil his wishes to operate a business at 605 Franklin. Carnahan said that the business will be operating out of the barn in back of the house. The object is to operate a mobile transit cement m;x;ng business. Carnahan explained that this would be a cement mixer on wheels. Carnahan said that he is uable to get a long term lease on the property, and is there on a mr~nth-to-month basis. Because of this arrangenent Carahan said it is not feasiable to "stick alot of money into the place." Carnahan told the Council Met~bers that a cheni.cal toliet will be used, as just the house is on City water. ~ expressed his desire to "operate in a business like manner," and to work with the City Fathers. Carnahan is wanting to get into business yet this fall, and said-that when the business reaches its goal, will be using about 4,000 gallons of water per month. Councilman Orton approached the question of hook-up fees for Water & Sewer Services. Orton said that he supported the idea of allowing the one user equivalency to stand for a certain period of time, and with agreement of the users, if they are still in it after this period of time, re-rate then based on their water use at that time. Councilman Kingsford concured with Orton on this idea concerning the Sewer Services also. The Motion was made by Orton and seconded by Brewer to allofa the proposal by Bruce Carnahan, Save-A-Lot Cement, to utalize a conanercial laboratorial systen and to utalize City Water at a one water hook-up equivalency minitrnun rate, and that on May 15, 1984, to be re-evaluated to determine if there should be a Water and Sewer hook-up charge. Motion Carried: Kingsford, yea; Tolsma, yea; Orton, yea; Brewer, yea; Itett 2 Departrnent Reports Fire Chief Kenny Bowers announed that on October 29, 1983 at 9:00 AM, the Meridian Rural Fire Department will hold a joint house burn with Whitney Fire Department as a tra;n;r,g exercise. Bowers invited all to observe the Department in action. • • • • Meridian Ci Council 2. October 17, 1983 Item 2 Department Reports Cont'd . Bruce Stuart, Works Supt told the council that the temporary water service problem at Lot 6, Block 6, Cherry Lane Village has not yet been solved. There has been no response to the d~iand letter written requesting that the contrator activate the service. Counci]man Rick Orton Jr. said that if the City were to fix the service it would take approximately 4 hours work time and about $300.00 in materials. Orton recomm+erided that the service be fixed with our (City) own forces and try to get some sort of recourse for the fees. City Attorney Wayne Crookston told the Council that the recourse would have to be toward the Contractor or Developer not the property owner. There was discussion. (Tape on File - City Clerk's Office - Meridian City Hall) It was decided that the City would fix the service at its awn cost, and let the matter of recourse drop. Councilman Brewer told the Council that there have been more complaints on Mr. Steve Nesmith, specifically the property on the corner of King Street and Meridian Street, as he is operating what appears to be a used junk car lot. Brewer asked that Police Chief Nichols elaborate. Chief Nichols told the Council that there are several cars on the properly mentioned that are in no way in working condition. Nichols went on to say that he has spoken with the City Attorney concerning the procedure that should be taken. City Attorney Crookston said that the Criminal Suit is difficult to enforce because of the 30 day time limit. There was discussion concerning the possibility of a violation to City Zoning Ordinances. (Tape on File - City Clerk's Office - Meridian City Hall) Councilman Brewer rded that the City do something about the problem and do it soon. Brewer pointed out that this is a re-occuring problem and he would like to see it solved scaneway. Councilman Orton also voiced that he would like to see this cleaned up. The Motion was made by Brewer and seconded by Orton to instruct the City Attorney to proceed with the legal due course in regard to used and junk car dealers through-out City of Meridian. Motion Carried: Kingsford, yea; Tolsma, yea; Orton, yea; Brewer, yea; Councilman Kingsford brought before the Council a request for the endorsement of a Resolution urging the re-construction of Horseshoe Bend Hill Road, sul~nitted by Lydia Justice Edwards the Representative from District 9. There was discussion. (Tape on File - City Clerk's Office - Meridian City Hall) The Motion was made by Kingsford and seconded by Brewer that the Mayor and City Council endorse the Resolution by Lydia Justice Edwards the Representative from Distict #9. Motion Carried: Kingsford, yea; Tolsma, yea; Orton, Yea.; Brewer, yea; Being there no other business to come before the Council . The Motion was made by Brewer and seconded by Kingsford to adjourn at 8:07 p.m. Motion Carried: Kingsford yea; Tolsma., yea; Orton, yea; Brewer, yea; Meeting Adjourned. Save-A-Lot Company 10539 K-Bar~T Boise, Idaho 83709 Wai.er Department Bruce Stewart Meridian, Idaho 83642 Dear Mr. Stewart: We would like to start a ready mig, U-haul type cement business near the existing bam located at 605 Franklin Road. We are facing three problems: 1. We ere able to rent this property only on a month to month basis. Along term lease is not available. 2. Time of year. If we are not in operation by October 24th there will not be enough revenue before winter begins to safely rnakc this investment. 3. Since we have limited capital to invest;'at this time, it would not be feasible to waste it unnecessarily. By spring of 1984 we will either have a long term lease on this property making it profitable to invest in property improvements, or we will be obtaining another property in Meridian tr~hich will better suit our needs. Our short team goals for this properly are as follows. We would like to obtain a sl-~rt tetin operating permit, expiring on May 15, 1984. We will clean up the property, making it more eye-appealing from the road. We t~ant to connect to the household water supply, and we anticipate using two to four thousand gallons bf water per month. We would like to rent a portable chemical toilet to satisfy our sanitation needs since we anticipate a limited demand for this service.
