We have also commissioned J -U -B Engineers to provide an "as built" drawing of the site work now completed on this project. These drawings are intended to suplement existing drawings on file in City Hall and will be presented to the City Council on their next regular meeting of February 4, 1974. In the meantime, we would like to continue with construction of the apartment buildings already under construction. This will require that the city water supply be turned on and that we be allowed to use the sewer. Consequently, we respectfully request that these amenities be allowed by the City. We would also request that we be allowed to meet with the Council and it's Engineer prior to the regular meeting. As preface to further comment, we should explain that the City of Meridian has been laced with extreme growth, approximately a 50 percent increase in a 33 -month period from,,U,,S. Census in 1970 to a special U.S. Census in September, 1973. In view of that growth, City officials have found it necessary to adopt Some policies pertinent to development that require more from developers than was experienced in�6* past. These policies affect things such as water line size, sewer facil- 4s and Line rise. and other miscellaneous construction items. in the specific case of the Washington Square Apartments, Phase II pro- p ject, several requirements stipulated by the City of Meridian that could be classed as unexpected as a result of the above mentioned growth trend are as follows; Sewer Facilities The City determined that an existing sewage lift station location on last Fourth Street was not adequate to handle flows expected from the proposed development and subsequently required that additional pumping facilities be in- st#lled. Water service to the two nearly complete twelve-plex apartment buildings bas been provided by two service eonmections to the existing four inch water line in Washington Avenue, both of the connections are of two Inch pipe with gates valves and testers located near the property line.
