Giesler: The only question we need to discuss would be the time frame. Crookston: That is in the Ordinance. Tolswa: Commended City Attorney. Forrey: At the last City Council Meeting, last Tuesday, a Conceptual Schedule was presented outlining the steps required to update the Comprehensive Plan. Your staff and the City Employees have looked at that schedule and we think if you i~eplement the Findings of Fact that you've approved tonight we can still meet that schedule which would be lifting that Moratorium on September i4t, 1993, which would be a total of 118 day moratorium. Giesler: I thought at the last presentation it was eighty some days? Forrey: That was under the assumption that the Moratorium would start on June 1, today, but according to the City Attorney's Findings of Fact and Conclusions of Law he's recommending that it be back-dated to May 14th. Kingsford: So the 118 days he's talking about starts with May 14th. I might ask the City Attorney if he would consent on what development and so forth that is still in the hopper that would still be on-going and so on. Crookston: Applications that were filed with the City as of May 14, 1993 for residential, commercial or industrial would go forward and they would continue to be processed. Residential applications will cease. The City will no longer accept residential applications for subdivision. Anything to do with residential will be stopped as of May 14th. Commercial, industrial will continue to be accepted. In other words the Moratorium will affect only residential applications that were either filed or attempted to be filed now. The moratorium on residential applications starts May 15, 1993. Kingsford: Thank you. In as such as we changed the schedule on the Agenda, this Ordinance then would be 6~f~1. Who is going to maintain the tiled ditch and the storm run-off water? Gary Lee, JUB Engineers: Oakcrest, as was shown on the preliminary plat, there is a one acre in that southwest corner that is not under the ownership of either Monroe or Barker and at this time is not in the control of the developer. At such time that that particular piece of land develops is when Oakcrest will continue through the subdivision. There was some concerns brought up about the access to the site and it was pointed out that there are three planned accesses all together. The storm water issue will be handled in Hoch the same way that storm water has been handled through F4earney Subdivision. We will retain on site all that storm water above what's being discharged now. There will be some water allowed to discharge into an existing storm water facility. The irrigation ditch along the south boundary will be tiled in accordance with City of Meridian requirements and as stipulated by Idaho Code, the property owners of which that ditch crosses will have the maintenance responsibility. Tolsma: The ditch will be tiled basically to Nampa Meridian Irrigation District's specifications? Lee: Yes. We size those pipes to handle the water as suggested 6y Nampa Meridian Irrigation District. They give us a flow to use and then we accommodate any storm water run-off in addition to that. Tolsma: So if these pipes don't handle it then Nampa Meridian Irrigation District is at fault then. Lee: Well they'll give you the numbers that they know they have to deliver water and if we have an extra®ely wet year then there's always going to be some flooding proble®s. Giesler: Dixie Lane once it gets into Wingate Subdivision - ACHD is ~~equiring that street to be ioproved up to Wingate, the rest of Dixie Lane would be a part of the subdivision when you get into phase 4? Tolsma: Were they going to park behind the church? Forrey: At the side of it in the parking lot. They will move them on Sunday to allow regular church service and then after the service. they will move them back into the parking lot and continue construction. Eng. Smith: We do have access at the Sewer Plant for dumping R. V. vehicles. Giesler: This letter does state that they are requesting to hook up to temporary sewer and power. Eng. Smith: How many R. V.' s are we talking about? Kingsford: Five R. V.'s. Eng. Smith: Perhaps if we could see some kind of a sketch as to how they anticipate to hook these vehicles together to drain them into the sewer Explained - see tape) - Kingsford: I certainly agree with Mr. Smith that we need to see a plan that's acceptable to us. Corrie: Explained that he would like to see a plan before he approves anything. Giesler: May be better for them to use R.V. park. Kingsford: It would probably be appropriate to table this until there has been a further submittal. Corrie: If they want to start this in June I would suggest that they look at a R.V. lot to put them in. Motion Carried: All Yea: ~~ ~~ MERIDIAN CITY COUNCIL JUNE 1, 1993 PAGE 11 C. STATUS OF MAPPING PRIVATIZATION INTEREST Forrey: We put out a notice in the Valley News three weeks ago asking for consultants to express an interest to the City on their capability and ability to work with the Ada County Digital Base Map. These consultants could then develop accurate maps with a coning layer over top of the base map as well as water, sewer line placement and other types of information. As of deadline today we received seven letters indicating their interest and as you see here Ada Planning Association is the only one that cannot provide the full types of services that we had asked for but then again they are not an engineering firm. (Explained Further and reviewed handout given to Council - see tape Kingsford: Thank you. Forrey: This moratorium is very serious and it's i®portant to the City and to the Staff and I appreciate all of you commenting on staff time, making sure that staff had enough resources to get this done. Thank you. When I was hired as the Planning Director the Mayor was very kind and allowed me to continue two consulting projects that had just started before Jack passed away. One was a Comprehensive Plan Update for the City of Nampa and one was a Comprehensive Plan Update for the City of Post Falls. I was in Post Falls on Thursday and I really appreciate what the Council has done to look at extra help here at City Hall and I really felt bad when I was up in Post Falls. Here we were straddled with all this growth and I needed to be here and I was in Post Falls. You had done something very nice and that is authori`e a new City Clerk position so I told the Mayor and Council in Post Falls that I would not be able to work on their plan as much as I had anticipated before I took the Meridian position. In fact I shifted some other responsibilities to other consultants. They did understand that I just don't have the time to com®it to it. Also, I'm going to reduce my work load in Nampa, shift that to other consultants so when you ask the question, can the staff do it, I feel confident that we can and I'm going to be trimming back some of those other outside interests to make sure we've got enough evening time to get this done. I appreciate your support. ~~ i MERIDIAN CITY COUNCIL JUNE 1, 1993 IaAGE 1 ~ Eng. Smith: We test pumped our new well at 750 foot depth and we test pumped at at ~9 foot of draw down is all. That is estimated that it wi 11 run about 30~- g flow. We're down into some good water. to the lab but no results yet. last Thursday and we're X600 gallons per minute an artisan well and they allons a minute artisan Samples have been taken Also, as Wayne mentioned we do have a fairly new Consultant in town, Civil Survey Consultant and both of those guys come from Toothman-Orton Engineering in Boise and they are very good people. Tim Burgess is the P.E. and he'll be helping me on the design of the well house and the pumping facility. Kingsford: What's your time schedule on that? Eng. Smith: They wanted to start on it June 1st, today. Should be receiving the pumping data soon and we'll need to have that to finalise the selection of a pump. Kingsford: Were you able to do any further analysis on where that enters the main line and where we stand with that? Eng. Smith: No, that will be one thing that we'll look at right up front is to see how much water we can pump into our system as it exists right now. We're pumping into a 1I11" line and it has a certain capacity so we can't over pump it but we have plenty of water there. Tolsma: What was our hardness in the last well we drilled at Meridian Greens? I don't know whether that tile•might be partly plugged. It's an open ditch for probably about 151 feet and then it goes into an inlet structure and underground. That was running over. The dentist office was flooding, the parking lot was flooded, Cherry Lane was getting some water and then the big amount of the water was going through and into the subdivision over there. Gary could you check on t hat ? Eng. Smith: I did call the Highway District and told them there was water in the street. It's a very difficult situation there because before Deerfield was built that water crossed an open field and in an open ditch and basically they had horses out there graying in the grass and so if it overflowed the bank it wasn't a problem.
