BUDGET HEARING - MERIDIAN CITY COUNCIL SEPT. a. 1993
The Budget Hearing of the Meridian City Council was called to
order by Mayor Grant P. Kingsford at 7:30 P.M.:
Members Present: Ron Tolsma, Bob Giesler, Bob Corrie, Max
Yerrington:
Others Present: Jim Baker, Sheri Baker, Sandra Miller, Wayne S.
Forrey, Bill Gordon, Gary Smith, Will Berg:
Kingsford: The purpose of tonight meeting, as noticed in the
Valley News is to amend the 1992-93 budget and that is as a
result of additional revenue coming to the City in these areas.
Through the City's receiving additional funds from increase in
building, plumbing, electrical and related fees the City
collected impact fees for ACHD greater than was anticipated at
the budget last year. Additionally we received donations for the
Centennial Celebration of the City that were not budgeted or
anticipated and additional we received a block grant for downtown
Phase II Project. Those items needs to be budgeted. At this
time I'll open the Public Hearing on the budget amendment. The
amount of the budget amendment is $993,715.00. (Gave dollar
figures on this amendment - see tape)

The Motion was made by Tolsma and seconded by Giesler to approve
the Amended 1992-93 Budget.

Kingsford: I will now open the Public Hearing for the Proposed
93-94 Budget. (Notice Read) Is there anyone who would like to
offer testify on the budget?
James Baker, 1746 Jericho, was sworn in by the Mayor.
Baker: I have met with Mayor Kingsford and Councilman Corrie and
I've sent some letters that you may have got copies of those.
Basically my concern is to increase the funding for the Fire
Department. I'd like to answer a couple quick question if I
could get some clarification on the police department budget,
mainly just on the wages.
Chief Gordon: Administration we added the Lieutenant from the
Detective side to the Administrative side so that was all of his
wages. The increase patrol, everything was a straight 5% across
the board, but it was the increase in numbers from 19 to 20 sworn
officers.

Baker: So the $43,000 on top of the 5% is .just one officer?
Gordon: It's one officer plus the 5%.
Kingsford: Where are you at Mr. Baker with that?
Baker: Basically I took this here and you got your uniform
patrol wages at $278, you add 5% it's $292, $292 from $335 is
$43,008. Basically what I'm getting at is when you add after the
5% for all the wages - -
Kingsford: Your taking last years budget and this years budget?
Baker: Correct. To me it was like $43,000. additional wages
that we did not have last year.
Kingsford: That comes from moving guys around into different
positions.
Baker: Bottom line being is it looks like we have 381,000. of
additional wages over top of 5% when you put all the wage
categories in consideration and I was just trying to get a
breakdown of the 381,000., what does that include?
Kingsford: Well what's happening is we're adding one clerk over
there and one officer.
Gordon: That's true we're adding a half wage, we had one and a
half clerks and now we got two clerks so it is one and a half
people but only one is in patrol, the other half comes out of the
administration.
Baker: Obviously there's going to be extra money then for
additional share for the persons that we have now because
obviously the $43,000. is more than one wage.
Gordon: The one officers wage is $21,000. starting pay. I went
over those figure two or three times and I didn't come up with
$43, 000. extra.
Baker: Even the bottom line is we have five separate wage
categories, Administration, Criminal, Youth, Uniform, Animal, if
we take what last years budget amounts were for all five items
add 5% on top of that I come up with new base wages then I
subtract that from what we're showing the new wages and we're
showing $81,080.

Gordon: So your not just in patrol your in total. The
Narcotics granted again so we had to also pick up more of that.
My wages are included in that which are more than 5%, other than
Richard Donahue got $50.00 more than his 5%.
Baker: Of 3819000.00 how many
additional?
Gordon: One and a half.
actual people are we getting
Baker: $81,000. for one and a half people seems like a lot of
money.
Gordon: I'll go get that wage scale and let you look at that.
Baker: Okay. Do we know what the current population of Meridian
is?
Kingsford: I think our Planner could give us a best guest.
Forrey: At this point a best guess is approximately 17,500.
Baker: The actual city limits is probably less then.
Forrey: Probably closer to 16,000.
Baker: Okay thank you. I'm just trying to voice what I think is
the greatest needs and I clearly think it's the Fire Department.
I think obviously when you look at the facilities I think anybody
would agree that they need 24 hour capacity, they need a place
that can be equivalent to other stations around the area. I
think when you look at the funding disparity between the fire and
police it's obviously far greater than other cities in the area
and probably far greater than any national average that could be
come up with. The only reason I was asking about the additional
personnel, when I talked to the Mayor he acknowledged that it did
take a back seat somewhat and we'll see the spread starting to
improve but when you look at this years budget it's going to
opposite way. The Fire Department is getting a $39,000. in new
budget and the police is getting 381,000., that's a concern to
me. Obviously if you look at just manpower we do have two people
now and are trying to get two more this coming year. Look at
Cole Collister it's got about 15% more calls than we do but they
have two stations fully manned 24 hours. Whitney, they actual
have 20% less calls than we do and they have two stations fully
manned. I think when you do a comparison obviously manpower is
not up to other levels.

Kingsford: When you say fully manned?
Baker: Paid personnel.
Kingsford: Two paid personnel on a shift supplemented with
volunteers.
Baker: Correct. The most important part I think is response
time. I talked to Wayne originally about my concerns he had said
told the City that we were doing response within the City limits
under five and that he was told that we could do it in four. Do
you remember telling me that sir?
Forrey: The conversation we had was regarding the Comprehensive
Plan and not specific to the Fire Department.
Baker: It was in the comprehensive plan but I made question that
I thought some of the response times were high, I gave you just a
couple random examples and you said well we told by the Chief had
said they were doing it in five, you can do it in four. You'd
asked them if they can do it in three and you told we that was
unrealistic.
Forrey: The Comprehensive Plan does have a policy in it which
states four minute.
Baker: I was told we were doing it in five, we could do it in
four and that's just not the facts. I've met with the Chief and
requested copies of the response time cards and I spent the last
weekend compiling them and actually if you take a radius of the
City limits total paid and volunteers we average about b min. 45
sec. per run from the Fire Department and I think that's high. I
think what's even worse, if you take a look at the different paid
men we have there in the day we average four minute and 17 sec.,
that's very respectable, very good. I think that's within
acceptable limits. You take just the volunteers response at
night, it's eight minutes and fifteen seconds within the three
and a half mile radius of the City limits. Obviously I don't
think anybody would agree that IS min. and 15 second average is
acceptable. I think the only way we're going to do it is to get
more funding 24 hour capacity. I'm not in no way trying to put
blame on the volunteers, I think they are being asked to do more
than they should. I think we have a fairly adequate police
force. When I talked to the Mayor, I',d mentioned just. a nine
minute time that was just a random slot and you'd told me that
you had reviewed the times and --

Kingsford: No I didn't say I'd reviewed them, I'd told you I'd
never heard of them being that high.
Baker: You told me that you personally reviewed them.
Kingsford: No I didn't.
Baker: Well I hope your under oath as well as I am.
Kingsford: I appreciate you calling me a liar but that's not
what I said.
Baker: You had said that you personally reviewed the time cards
and a nine minute response is very seldom, that was your exact
words. I did review the time cards and a nine minutes response
time happens 25% of the time, I don't consider that very seldom.
That 25% of the time is average distance from the City of 2.3
miles from the station. I think when you look at those
statistics and I've shown these to the Chief and but it was no
surprise to him. Obviously there's a lack of funding which gives
him the manpower to do that. Even with bringing two more guys on
we're still going to be obviously overnight, late in the night,
early in the mornings and the weekends still not have coverage
which still accounts for 40% of our calls. I'd like to see them
get some more money. Overnight times are 11 minutes and I
certainly don't think those should be acceptable levels. I think
we're not that far off on funding to at least get two guys there.
Forrey: I'd like to clarify the Comp. Plan Policy, having a
response time is simply a target or a goal. It doesn't mean a
fire department is good or bad. If you take five minutes and we
have a policy or goal of four minutes, that's ,just that it's a
goal to shoot for.
Tolsma: I spent fifteen years on the department and two years
ago our response times during the day time before we had full
time personnel were roughly one minute less then Cole Collister
and Whitney. We still had our classification as the best
volunteer fire department in the State, the only way you can get
a better fire rating at that particular time was to be full time,
24 hours a day. Our response time at night was about 25% longer,
this is two and three in the morning on fire calls, not an
ambulance assisted call, fire call. To make an honest comparison
of this you need to get their records, see what their response
times are.

Baker: I would encourage that. I would certainly think if you
have two men on the station around the clock at night your
certainly not going to average eight minutes when most of your
calls are within two miles of the station. I don't think that
would be reasonable.
Tolsma: The problem is, is your still unclothed and your in bed
sound asleep and that alarm goes off. The only thing you have is
your travel time from the residence to the station that's the
differential. If you average 35-40 MPH, the differential time is
about one to two minutes.
Baker: I believe it's more than that.
Kingsford: This is a public hearing, it's alright to ask
questions back and forth but let's don't have it be an argument
back and forth please.
Baker: My goal is not to argue with anybody sir. My goal here
is to when we're looking at how we're spending increased tax
dollars that we're getting and I'm just saying let's go to where
the need is the most. I don't think anybody that would review
our situation wouldn't say the need of the most is the Fire
Department.
Kingsford: Thank you. Anyone else to testify? No response. I
will close the Public Hearing.
Corrie: Let me answer some of the questions that were brought
here. On response time, I believe did you not get the first
three months of 93? Did you have that or did you just get the
cards?
Baker: I had all the cards fro■ January to August 16th.
Corrie: The only read out I have here is the first three months
which is correlated and compared to last year where we did not
have the three full time people on. The average response time in
minutes, now you understand that's fro■ the time the call comes
to the station and they call it out until the time the fire truck
rolls up and says we're at the scene. Are you familiar with the
procedure down at the dispatch center? Okay so if they happen to
hit the clock one second off that's a minute added so that can go
either way. Right now from the average of all calls last year
was 6 minutes, the average call so far this year the first three

months is 6 minutes. The maximum is on rescue calls. I think
where we're running into some problems in response times, it can
happen on the clock, it can happen on what type of fire it is and
I will say that I'm pretty sure that as we add more fire people
to the Fire Department that response time will lower and we are
looking forward to perhaps getting it down to a four minute
response. We have four other sub -stations that we're wanting to
build and that's coming in with the builders fees. We are aware
of that and one of the things that you should be aware of too and
I'm not trying to cover for the police department but the fire
department where am is volunteer we only have approximately 140
calls total a year.
Baker: For the fire department you had 216 through August 16th.
Corrie: Last year we had approximately 140 for the year for City
and 144 for county or rural.
Baker: All I can say after that is that there was 216 calls that
the fire department ran through August 16th, of that 75% of them
if I remember right were in the City limits.
Corrie: Probably in next years budget you will see a
considerable change because of putting on firemen on a 24 hour
basis. I appreciate your input but the fire department is just a
little bit different than the police department and in this case
as you know we did get a new building and it will be somewhat
lop -sided.
Baker: It's my understanding that's the trouble we had, both of
you we had discrepancies with, my understanding the police
departments budget for the new building is not in the 1.2 millon
for the 93-94 budget. Is that correct or am I wrong on that?
Kingsford:- Part of it is.
Baker: I see about $20,000. which I would assume would be
maintenance and utilities and up -keep, not adding -
Kingsford: Moving over there, there was several light items that
go into this budget that are directly related to, telephone for
example that are directly related to that move.
Baker: But the actual lump sum of the dollars was from this
additional appropriations we just approved from excess.

Kingsford: No, some of it was. The bulk of it was. There are
some things associated in this budget with the move, for example
that building could probably be occupied but he can't move
because we haven't the dollars, we can't move until this budget
goes into place the first of October.
Baker: Like I said, my only concern was I think if we review
where the biggest need was, we obviously have 33509000.00 of
increased revenue this year to spend where we want to and when we
looked at the fire department getting thirty nine in wages and
the police getting eighty six. I think the police does a fine
job now, we certainly have a high profile presence I'd just like
to see them go where the best need is. I certainly apologize to
the Chief of Police, I'm certainly not trying to pick on him.
Kingsford: Your working those things out for him Chief?
Chief Gordon: Yes sir.
Corrie: I might add too that the fire department wages is
considerably more on the two fireman than 5%. We had to put them
into a bracket where at least I felt that was correctable.
Baker: You mean the two guys from fire are getting a bigger 5%?
Corrie: Right, they were running about $18,000. a year and I
felt that was a little low.
Baker: In that case the money is actually going to be less for
additional personnel.
Corrie: To some degree, not necessarily though.
Kingsford: Additionally, the rural district also budgets it in.
It is a distorted picture. You need to additionally look at
their budget.
I think Mr. Baker we all are aware that we're short in fire and
we appreciate you spelling those out.
Giesler: You know we're talking about response times and
everything and you can have someone on there full time and they
can get that truck to the scene but we're no different than Cole
Collister or Whitney until the rest of the fire fighters get
there they can't do anything with the equipment any how.

Baker: Basically that's where we are right now with the first
truck coming out, if it's coming out whether it's -
Kingsford: Could you come back up again please.
Giesler: Because they roll, they can get the truck there a
little quicker but you still have to wait for those guys to get
there and they have to get out of bed just like our guys do to
get there.
Baker: I certainly agree if you have a large fire but one point
I'd like to make is the first unit that we're getting now there
at the time only has usually two men on it so they are still
waiting for the second unit to get there too. My concern is if
we get to a situation where the fire is not that large, two guys
can make a quick attack. If there needs to be a rescue attempt,
they can make a rescue attempt.
Giesler: They won't go in until they get the help to back the■
up.. One other thing is there's some statistics out to where
across the country there are a lot of communities of our size
that have been full time are going back to more volunteer and
cutting back on the full time cause the response times are not
that much different.
Kingsford: Thank you.

Tolsma: The impact fees that we're designing for parks and
things will this be back as an amended budget again?
Kingsford: Well I don't think there's any question because you
don't have a handle on what's cowing in. I foresee with the kind
of growth that we have it's conceivable that we will have to come
in and amend the budget. I asked the department heads to budget
a little bit conservatively. I have a real concern this year
that we won't meet the anticipated revenue in building,
electrical and plumbing. I don't see this kind of a growth
continuing. (Explained further - see tape)

Forrey: We did discuss those items but the Idaho Code
specifically prohibits salaries, it's capital expenditures only.
Kingsford: One thing I'd just like to pass on to Council, with
this growth we did have an increase in the City's assessed
valuation, I believe forty million dollars over last year. Very
significant but if you look at the building report we're talking
about ninety million dollars worth of services that we're
providing to people, fire, police and so on that won't be on
those tax rolls. We don't get the revenue aside from the
building permits until a year to eighteen months down the road so
growth is tough.
Giesler: What has ever happened to the ICETEA Program.
Kingsford: Generally speaking for Ada County, since we have a
Highway District that get's administered through ACHD and we
don't have a shot at that like most cities unless we go through
their budgeting process so it behooves this Council to lean on
ACHD to get a projects approved in Meridian.
Forrey: We have got preliminary word that Meridian is in line
for a grant, about $130,000 Icetea Grant and the matching funds
are in the budget you approved tonight for the Five Mile Creek
pathway between Meridian Road and Linder Road, which would link
up with Tulley Park. That's all we're able to get out of that
program.
Kingsford: Probably we'd not have gotten that money in the park
way had it not been for Mr. Forrey's efforts with Ada Planning
and with ACHD and Gary Smith.

Notice is hereby given that the CitY Council of Meridian, Idaho
will hold a public hearing for consideration of the proposed budget
for the fiscal period October 1, 2.993 - September 30,, 1994,,
pursuant to the provisions of Section 50-1002, I.C., said hearing
to be held at City hall, Meridian, Idaho at 7930 p.m., on September
8, 1993. at said hearing all interested persons may appear and
show cause,, if any they have, achy said proposed budget should not
be adopted.

the plat that only single-family dwellings shall be
allowed, and allow only single-family houses of at -least
1,500 square feet for single level homes and 1,800.00
square feet for double level homes; as agreed to by the
Applicant., within the subdivision.
2. Tile all ditches, canals and waterways, including those
that are property boundaries or only partially located on
the property.
3. Extend and construct water and sewer line extensions to
serve the property and connection to Meridian water and
sewer lines shall be made.
4. Construct streets to and within the property.
5. Dedicate the necessary land from the centerline of Ustick
and Locust Grove Roads for public right of way.
6. ,Allow only houses of at least 1,500 square feet for
single level houses and 1,800 square feet for double
level houses.
7. Pay any development fee or transfer fee adopted by the
City of Meridian.
B. Enter into a development agreement as authorized by 11-2-
416 L and 11-2-417 D; that the development agreement
shall address, but not be limited to, the inclusion into
the subdivision of the requirements of 11-9-605 C., G.,
H. 2, K., L. and the comments of the Planning Director,

Section 3. That if applicant shall fail to meet the above
conditions the property shall be subject to de -annexation, which
conditions subsequent shall run with land and also.be personal to

Section 4. That the City Clerk shall cause one (1) copy of
the legal description, and map, which shall plainly and clearly
designate the boundaries of said property, to.be filed with the Ada
County Recorder, Ada County Assessor, and the State Tax Commission

NOVEMBER 2, 1993, DESIGNATING THE POLLING PLACES, DESIGNATING THE
REGISTRAR AND DEPUTY REGISTRARS, AND ORDERING THE CITY CLERK TO

BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF

Section 1. The general City election will be held in and for
the City of Meridian, on the 2nd day of November, at which time

serve for a term of four years, or until the election and
qualification of their successors.

AN ORDINANCE OF THE CITY OF MERIDIAN REPEALING SECTION 1-1101,
SALARIES, OF THE REVISED AND COMPILED ORDINANCES OF THE CITY OF
MERIDIAN; AND RE -ADOPTING SAID SECTION 1-1101, SALARIES, TO PROVIDE
AN INCREASE IN SALARIES OF THE MAYOR AND COUNCILMEN; AND PROVIDING
AN EFFECTIVE DATE.
WHEREAS, the Mayor and the City Council of the City of
Meridian, State of Idaho, have concluded that it is in the best
interest of the said City to repeal Section 1-1101 of the Revised
and Compiled ordinances of the City of Meridian and to re -adopt
said section to provide an increase in salary for the Mayor and
City Councilmen; that the Mayors salary should be increased to
$1,200.00 per month and the Councilmen salaries should be increased
to $500.00 per month; and whereas such increase make the salaries
commensurate with salaries in other cities in Ada County and the
Treasure Valley and the functions and duties performed by the Mayor
and City Councilmen.
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL
OF THE CITY OF MERIDIAN, ADA COUNTY, IDAHO:
Section 1. That Section 1-1101 of the Revised and Compiled
Ordinances of the City of Meridian is hereby repealed.
Section 2. That Section 1-1101 of the Revised and Compiled
Ordinance of the City of Meridian is hereby re-enacted and adopted
and which shall read as follows:
1-1101 SALARIES OF THE ELECTIVE OFFICERS: The salary of the
Mayor shall be one thousand two hundred dollars ($1,200.00)
per month, payable monthly.
The salary of each member of the Council shall be five hundred
dollars ($500.00) per month, payable monthly. The salary of
the President of the Council, when acting in the capacity of
the Mayor, shall be the same as the Mayor, payable monthly
. prorated for the period of time he shall perform the duties of
the Mayor.
Section 3. EFFECTIVE DATE. January 1, 1994.

single family dwelling units to be constructed on the parcel which

allowed in the R-4 Residential zone; that only single family
dwellings shall be built containing at least 1,700.00 square feet;
that the annexation and zoning is subject to the conditions
referenced in the Findings of Fact and Conclusions of Law as
adopted by the Meridian Council on the request for annexation and
zoning.

Section 2. That the property shall be subject to- de -
annexation if the owner shall not plat the property as submitted by
Applicant, designate on the plat that only single-family dwellings
shall be allowed with at least 1,700.00 square feet. The property
shall also be subject to de -annexation if the owner allows to be
constructed any duplexes, does not construct water and sewer line
extensions to serve the property with fire hydrants as designated
by the -city water department, does not construct streets to and
within the property, does not meet the requirements and conditions I
of the Findings of Fact and Conclusions of Law and of this
Ordinance.; if Applicant fails to meet these conditions the property '
shall be subject to de -annexation,. which conditions shall run with
land and also be personal to the owner.
Section 3. That the City Clerk shall cause one (1) copy of
the legal description, and map, which shall plainly and clearly
designate the boundaries of said property, to be filed with the Ada
County Recorder, Ada County Assessor, and the State Tax Commission
within ten (10) days following- the effective date. of this
ordinance.
Section 4. EFFECTIVE DATE: There being an emergency, which
emergency is declared to exist, -this ordinance shall be in full
force and effect from and after its passage and approval as
required by law.
PASSED by the City Council and approved by the Mayor of the
City of Meridian, Ada County, Idaho, this 17th day of August, 1993.
