As construction proceeded periodic spot inspections were made. Any .problems that were observed were brought to the immediate attention of the contractor, Ben Drake of Ben Drake Construction. Concurrently, Mr. Bruce Stuart, Work Superintendent for the City of Meridian, made periodic visits to the site. At various times throughout the project and particularly when major portions of the utilities were ready to be covered, Mr. Stuart and our representative conducted joint inspections of the utilities and observed inspection tests performed by Mr. Drake. As you are aware, the original development plan, see J-U-B ENGINEERS, Inc. Drawing No. N730329-01, was modified. slightly during construction. The major modifications include: 1. Ttiio sections of sewer line were added to the collection systems. The additional sections are on stubbed lines far future extension of the system; one of which .begins at the intersection of West 14th Street and Maple Avenue and rims Easterly paxa11e1 to the lot line between Lots 30 and 31 of Block 3, and the other begins at the intersection of West 14th Street and North Gate Avenue and runs Easterly parallel to the lot line between Lots 21 and 22 of Black 3. ~NOtN~1=RING-PLANNINQ~URV~YINQ ~J __ -w_ ! .,1-:_„1-B ENGINEERS, INC. 2a2 10th AVe. So. - Nampa, Idaho 83651 May 7, 1974 Mr. Stubblefield Page 2 2. The addition of a 6 inch gate valve with box and cover located on Linder Road near the intersection of Linder Road and North Gate Avenue. This addition was made at the request of Mr. Stuart. 3. Sections of the existing irrigation pipe were repaired and a temporary transfer structure provided at the inlet for the new irrigation pipe line to facilitate the use of the irrigation line. The above described modifications to the original plans do not alter the ability of any system to work properly, but rather, enhance future development. Ali these changes have been field verified and are shown on the attached revised J-U-B ENGINEERS, Inc. Drawing No. 730329-O1A. Sewer Lines All sewer lines have been constructed in accordance with the attached plans and have been properly tested for leakage. We would recommend that each manhole be rechecked after street con- struction is completed to insure proper. placement of grade rings and to verify that damage has not occurred since our inspection. Water System All water lines,- valves, hydrants and ties to existing water lines have been completed as shown on the attached plans. Please note that, due to a conflict with power services, the locations of some water service connections were changed. The changes are shown on the attached drawing. Also, please note that the water service lines have not yet been completed. The water services in their present condition now include a service line from the main water line to the property, a tee at the property line and a valve on each side of the tee. Mr. Stuart informs us that the above described configuration must be changed as per City of Meridian standard practices before the meter and meter box can be properly installed. The changes that Mr. Stuart indicated would be necessary include, first, removing the existing valves and extending each service connection approximately 3 feet from the existing tee and, theca, relocating the existing valve at the end of each 3 foot extension. J`'` -8 ENGINEERS, IN~2iz iotn ~a~e. So. - Nampa, Itlaho 83651 May 7, 1974 Mr. Stubblefield Page 3 At that point, the City of Meridian will install the meter yoke and meter. then, it is your responsibility to place .the 18" (dia.) °X 30" (length) meter box so that the top of the meter box is approximately 3" below the sidewalk elevation adjacent to the installation. After this work has been completed, the City of Meridian will then place a cover on the meter box. As we understand it, the City then charges $120.00 for its part of the installation. We have also investigated the possibility of complete installation by you as the Owner through a licensed plumber. We find that if you wish to pursue this method of meter installation, you must obtain Mayan and/or Council approval andmust also negotiate any reduction of the $120.00 fee for installation at that time. Irri ation S stem All irrigation pipe, diversion structures and .repair of existing lines have been completed as shown on the attached development plan. As is the noxmal situation, the Ada County Highway Aistrict will inspect and certify the road and storm sewer construction after it has been completed.. Please contact us if we can be of further assistance regarding this matter. Sincerely yours, J-U-B ENGINHERS, Inc. Ri~Pard~~ rto~,7r. ~~ i7 ; Summer M. ,7ohnso~i~/P. ~. STOREY: WE HAVE BEEN DEVELOPING A PROJECT IN MERIDIAN FOR OVER A YEAR NOW AND LIKE DOING BUSINESS HERE. WE HAVE ALSO MOVED OUR OFFICE INTO TOWN. THE PROJECT THAT I AM REFERRING TO IS NORTHGATE $UBIDVISION ON CINDER ROAD AND CHERRY LANE. WE SEEM TO HAVE A GOOD WORKING RELATIONSHIP WITH CITY PERSONNEL. FOR THE MOST PART THEY ARE VERY COOPERATIVE. HOWEVER, THERE SEEMS TO 8E A LACK OF COMMUNICATION OR SOME PROBLI~M WITH RESPECT TO OURSELVES AND THE PUBLIC WORKS DEPARTMENT. IT. IS NOT OUR INTENTION•TO CREATE PROBLEMS OR CAUSE ANYONE TROUBLE BUT IN ORDER TO MAINTAIN A SMOOTH OPERATION FROM BOTH STUBBLEFIELD DEVELOPMEN7~S AND THE'.CITY~S ,STANDPOINT, IT WOULD BE HELPFUL 70 SMp07H Up OUR COMMUNICATION SO THAT BOTH OF' US COULD WORK MORE EFFECTIVELY AND EFFICIENTLY. OUR PROBLEMS SEEM TO EVOLVE AROUND SERVICES SUCH AS WATER METERS, METER HOUSINGS, METER YOKES, AND THE LATEST IS THE SEWER LIFT STATION. I REALIZE THAT THE PEOPLE IN .THIS DEPARTMENT ARE VERY BUSY AND NEED PRIOR NOTIFICATION FOR SERVICES TO BE PERFORMED BUT WE LIKEWISE ARE. VERY BUSY AND NEED VERY. MUCH FOR THESE SERVICES TO BE PERFORMED IN ORDER THAT WE CAN FINISH OUR PRODUCT AND MAKE IT AVAILABLE TO THE PUBLIC, OR IN MOST GASES THE F PRODUCT IS SOLD AND WE MUST MAKE IT AVAILABLE FOR THE NEW OWNER TO OCCUPY. ~ ~~ I7 IS NECESSARY TO HEAT THE HOUSES IN ORDER TO INSTALL CERTAIN PHASES OF WORK AND, ALSO KEEP THE PIPES FROM FREEZING IN THE WINTER. IT IS ALSO NECESSARY TO HAVE WATER FOR CLEAN UP'AND CERTAIN JOBS THAT MUST BE PERFORMED. WITHOUT YOUR HELP _ AND COOPERATION WE CANNOT PERFORM EFFICIENTLY AND FOR THE MOST PART MUST STOP OR SEND CREWS ELSEWHERE TO WORK. WE HAVE BEEN REQUESTING FOR SOME TIME THAT A WATER METER BE INSTALLED ON LOT ~ BLOCK 3 OF NORTHGATE N0. 2 SUBDIVISION. AP- PARENTLY THERE 'IS A PROBLEM THAT I AM NOT AWARE OF THAT CAUSES THIS SERVICE TO BE DENIED. IF THERE I5 A PROBLEM IT WOULD BE GREATLY APPRECIATED IF YOU WOULD NOTIFY US BY RETURN MAIL OF THE pEFICIENCY ON OUR PART. I AM REQUESTING A WRITTEN. REPLY 50 THAT I CAN SHOW WHOMEVER THE PROBLEM IS CAUSED BY THE LETTER AND GET IT CORRECTED'IMMEDIATELY. I FEEL WRITTEN CORRESPONDENCE WOULD BE A,GOOD STEP IN' THE,f?IGHT DIRECTION FROM BOTH OUR STANDPOINTS AS SOMETIMES OUR MEMORY FAILS AND'WE'HAVE A RECORD TO REFER TO.
