Beumeler, Colleen LeMay, Jim Johnson, Moe Alidjani, Jack Riddlemoser, Wayne Crookston, Bill Gordon: The Motion was made by Tolsma and seconded by Yerrington to approve the Minutes of the previous meeting held January 2, 1990 as written: Motion Carried: All Yea: ITEM #1: PUBLIC HEARING: PRELIMINARY & FINAL PLAT ON GOLF VIEW ESTATES: Kingsford: For the record, because of a conflict of interest, our attorney will step down and Mr. Jack Riddlemoser will be our counsel on this issue. At this time I will open the Public Hearing, if there is anyone present who wishes to testify please come forward state your name and be sworn. Dennis Marshall, 1921 Incline Way, was sworn by the Attorney. Marshall: I represent Golf View Estates, our goal is to provide Meridian with a first class subdivision. There will be lots that run 2z lots per acre, with a beautifully landscaped burm along Cherry Lane, the minimum square footage is 1700 sq. ft., the homes will start in price from $100,000. up to about $165,000. Kingsford: This is the second time we've heard this, the first time there was an error on behalf of the applicant, the members across Cherry Lane were not notified, so under the law we are having a second hearing. Tolsma: You don't have any problem with any of the comments made. Marshall: No. Kingsford: Being no further testimony to be given from the public the Public Hearing was closed. The Motion was made by Tolsma and seconded by Giesler to approve the Preliminary and Final Plat on Golf View Estates: Motion Carried: All Yea: ITEM #2: PUBLIC HEARING: PRELIMINARY PLAT ON MERIDIAN MANOR 6 & 7: Kingsford: At this time I will open the Public Hearing is there anyone present who wishes to testify, please come forward and be sworn. No response, the Public Hearing is now closed. Tolsma: Does the City Engineer have any comments on this. Engineer Smith: A lift station will need to be installed at the west end of the No.7 subdivision in order to get the sewage to our interceptor, it will have to pumped under MERIDIAN CITY COUNCIL • • JANUARY 16, 1990 PAGE #2 Five Mile Creek and over into No. 6 Subdivision. I am having the developer make provisions so that the lift station can be abandoned at a future time and the line can be extended to the west and into an interceptor that would be extended along the north side of Five Mile Creek. Kingsford: You didn't discuss with them about maintaining it? Smith: No. Apparently there has been something set for an agreement between the City and the developer to maintain and operate on a fee bases. Kingsford: It's been the posture of the council the last several years to try to avoid lift stations, and two to have a developer service those. I would encourage that south slough. Giesler: We don't have a representative here from this request? City Clerk: They didn't show up. Smith: Bill Briggs was in to talk about the development plans for NO. 6, which would be the part south of Five Mile Creek, it will, the sewer will drain into Willowbrook. I think they are going to do No. 6 first. The Motion was made by Tolsma and seconded by Yerrington to approve the Preliminary Plat for Meridian Manor No. 6 & No. 7. Motion Carried: All Yea: ITEM #3: DON RUBBLE, RUBBLE ENGINEERING: PROPOSED DEVELOPMENT ON NORTH SIDE OF FAIRVIEW AVENUE BETWEEN LOCUST GROVE AND EAGLE ROAD: Kingsford: Item #3 is cancelled from tonight's agenda. ITEM #4: JERRY NYMAN, ADA COUNTY HIGHWAY DISTRICT: IMPACT FEE: Nyman: Simply put the impact is intended to place to cost of expanding capital facilities upon those who create the need for expansion. Hopefully the Commission can consider the impact fee within the next two or three months. Our consultant will be here Jan. 25th at 9:30 for all Public Entity's, and one at 3:00 p.m. for the development industry, you are welcome to attend either meeting. Nyman read a brief summary of the impact fee we are proposing. Kingsford: Thanked Mr. Nyman for coming. ITEM #5: RESOLUTION #130: RESIDENTIAL ANTI-DISPLACEMENT & RELOCATION ASSISTANCE PLAN: Kingsford: Read RESIDENTIAL ANTI-DISPLACEMENT AND RELOCATION ASSISTANCE PLAN UNDER SECTION 104 (d) OF THE HOUSING & COMMUNITY DEVELOPMENT ACT OF 1974, AS AMENDED. What this is is a document required by the Federal Government for us to approve or to apply for the grant for the First Street Project. The Motion was made by Tolsma and seconded by Giesler to approve of Resolution #130. Motion Carried: All Yea: MERIDIAN CITY COUNCIL JANUARY 16, 1990 PAGE #3 ITEM #6: DEPARTMENT REPORTS: Chief Gordon: We opened the bids for the new Police Cars, we received three bids, Bob Rice Ford was the lowest bidder, one of the bidders was disqualified by not providing a bid bond. I would recommend Bob Rice Ford for the two Patrol Cars. Bob Rice was $25,942.00, Meridian Ford was $27,470.00, both with the same equipment. The Motion was made by Giesler and seconded by Yerrington to approve of the bid received by Bob Rice Ford for $25,942.00. Motion Carried: All Yea: Kingsford: Chairman Johnson if you have contact from Ada County Planning & Zoning Staff it is in reference to the Area of Impact Negotiations about doing away with their rural plan. Their staff was going to make up some proposals that you and Mr. Myers can review. Engineer Smith: Thursday morning the Highway District is going to be doing some sub-surface work on East 1st. Attorney Crookston: To bring the Council up to date on the City of Meridian vs. Tamera Perkins it's filed, the court did not issue the temporary restraining order, evidence in this case will be submitted on Feb. 5th at 9:00 a.m.: The Motion was made by Giesler and seconded by Yerrington to adjourn at 8:00 P.M.: Motion Carried: All Yea: (TAPE ON FILE OF THESE PROCEEDINGS) APPROVED: ~ ~~ RANT P. All replacement housing will be provided within three years o£ the commencement of the demolition or rehabilitation relating to conversion. Before obligating or expending funds that will directly result in such demolition or conversion, the City of Meridian will make public and submit to the Idaho Department o£ Commerce the Sollowinq information in writing: 1. A description of the proposed assisted activity; ~. The general location on a map and approximate number of dwelling units by size (number o£ bedrooms) that will be demolished or converted to a use other than as low/moderate income dwelling units as a direct result of the assisted activity; 3. A time schedule for the commencem ent and completion o£ the demolition or conversion; 4. The general location on a map and approximate number o£ dwelling units by size (number of bedrooms) that will be provided as replacement dwelling units; 5. The source of funding and a time schedule for the provision of replacement dwelling units; an d 5. The basis for concluding that eac h replacement dwelling unit will remain a lowlmoderate income dwelling unit for at least 10 years from the date o£ initial occupancy. The City of Meridian will provide relocation assistance, as described in 570.495atb)(2)* to each low/moderate income household displaced by the demolition of housing or by the conversion of a low/moderate income dwelling to another use a s a direct result of assisted activities.
