Regular Meeting of the Meridian City Council called to order by Mayor Grant Kingsford
at 7:30 p.m.:

The Motion was made by Myers and seconded by Tolsma to approve the ~:inutes of the
previous Meeting held April 18, 1989 as written:

Mayor Kingsford read a Proclamation designating May 8-12, 1989 as SPOTLIGHT OUR SCHOOLS
WEEK:
Mayor Kingsford read a Proclamation designating May 4, 1989 as National Day of Prayer.
Mayor Kingsford: We will take up at this time an item that was not on the agenda.
Giesler: Presented a placque to Roy Porter for the time he spent with the City and
wished him good luck.
Porter: The past four years have been a pleasure.
Mayor Kingsford: Item #l: Request for split of parcel by Rich Allison & Dedication of
well site for the City of Meridian: Rich do you want to address that issue.
Allison: Originally Jack Niemann asked me about working with the City and providing
a well site out on the property that was acquired by myself and the Seventh Day Adventist
Church. Since that time I went ahead and with an Engineer drafted the lot with a
legal easement as well as the legal parcels themselves it would be two specific parcels
which would be well lot north and well lot south with two 25' easements on the north
and south and would be described as separate parcels because they belong to separate
parties, myself and Seventh Day Adventist Church. They would be offering half and I
would be offering half. In addition to that based on the water and soforth being put
in I have also requested a lot split of the 1.6 acres that I aquired which would b2 a
25' easement going into parcel B as well as parcel B.
Kingsford: Any questions of the Council for Rich? There were none.
We appreciate your willingness and the church's willingness to proceed with this, it's
going to be a great help to us. I do have one question that the attorney brought up
today with regard to what kind of a deed are we looking at?
Allison: Either a warranty deed or a quick claim deed, it's inmaterial to us. The
legal's I provided Jack, if you haven't seen them.
Crookston: I'd like to get a warranty deed but do you have a recent title report on it?
Allison: I have one that's from October of last year, but that wouldn't be, that would
be for my property and for the church, it would be a separate policy of title insurance
for my property and then. one for the church.

Crookston: I would like to see the most recent title report and possibly the City
might be interested in a lot book report. Is the 50' going to be wide enough for a private
road?
Allison: The 50' is sufficient certainly for a private road but it's also wide enough
to dedicate at some point in the future. The only reason I really did it was that if
the church wants to later subdivide the property when sewer is_put in as far as that
back portion which would allow them to build a house for their minister and so forth.
Kingsford: I would entertain a motion be made.
The Motion was made by Tolsma and seconded by Morrow to approve of this lot split
and dedication by Rich Allison.

Item #2: Pre-termination Hearing: Water/Sewer/Trash Delinquencies:
Mayor Kingsford: You have been informed in writing, if your choose to, you have the
right to a pre-termination hearing before the Mayor & Council, to appear in person to
be judged on facts and defend the claim made by the City that your water, sewer & trash
~- bill is delinquent. You may retain Counc~el. Is there anyone in the audience who wishes
a pre-termination hearing? Would you please come forward and state your name.
Linda Owsley, I moved into my house in November, and my water bills were like $20.80
every month, and then my bill for March was $128.20 for one month. They've come out
and done all sorts of checks and there is no leak but they still say I have to pay
the $128.20.
Gary Smith: Since Linda was not there in January & February of 1988 they used the
average or the usage over that month of the previous owner. They billed her for
5,000 gallons in January and 4100 gallons in February, the meter was read in March,
we have done leak checks and checked the meter and there is no explanation for the
usage.
Giesler: How can it differ that much?
Myers: Have we had any others in that area that have had that problem?
Mayor Kingsford: We have had four or five of these that we have no explanation for.
With the approval of the Council I would like to ask you to allow Gary and I to review
this situation at a convenient time that you could come in and strike an agreement.
Myers made a motion to do this.
Kingsford: Is there anyone else who wishes a hearing? There was no response. Due to
their failure to pay their water bill or present any valid readon why the bill has not
been paid, their water shall be turned off on May 10, 1989. In order to have their
water turned back on, there will be an additional fee of $10.00: They are hereby informed
that they may appeal or have the decision of the City reviewed by the Fourth Judicial

District Court, pursuant to Idaho Code. Even though they appeal their water will be shut
off
The Motion was made by Myers and seconded by Tolsma to approve the turn off list
with exception of Linda Owsley:

Mayor Kingsford: The amount of delinquencies this month is $7,782.80:
Item #3: Approve the Bills:
The Motion was made by Tolsma and seconded by Myers to approve the payment of the bills:

Mayor Kingsford: Item #4 on the agenda is not ready for this meeting.
Crookston: Upon review of the Parking Ordinance, the example we were looking at was from
Boise City and there was some changes that needed to be made, we are also considering some
changes in the Abandon Vehicles which deals with the parking areas of the City. We
would anticipate that it would be ready by the next City Council meeting.
Mayor Kingsford: Item #5 Preliminary Plat on Glenfield Manor; Gary Lasher would you
please come forward and speak to that issue please?
Lasher: This is a request to honor the preliminary plat of Glennfield Manor, the Glenn
Nyborg propertylis off Cherry Lane and Linder Road. I am requesting this so that
Chateau and the other road locations would be in alignment with the roads in Sunnybrook
Subdivision. Also, the main sewer along with the manholes is installed on Sandalwood Dr.,
with the sewer stub outs installed according to the preliminary plat, if the plat was
changed it would mean going back in there and taking the stub outs on the main line and
digging them out and redoing them. The subdivision would be developed in approximately
30 to 40 lots at one time. The square footage of the houses we would be putting in there
would be 1300 square foot or more. If you have any questions, I'd be glad to answer them.
Tolsma: Where is the first 30 houses?
Lasher: It would be on Sandalwood Drive where the sewer is now.
Tolsma: Does that include Jeffery Court?
Lasher: Yes it would.
Giesler: If we make those necessary changes will that affect the lot sizes enough
that it puts them in an R-4 zone?
Mayor Kingsford: We have checked on that and it would still be real close to a
four units per acre, the culdsec changes those lots are larger, the smallest lots are
those you see in the 70 by 100 foot size. I think I heard you correctly 1300 square foot
n,;r,;n„m,, you would not be asking for the City's current allowance of the different
square footage sizes.
Lasher: No, they would all be 1300 square foot or larger:

City Clerk: Have you contacted ACID as yet?
Lacher: No, I have not, that will be the next thing:
Crookston: Is this a request for approval of the preliminary plat, the prel;m;na,v plat
has been approved hasn't it?
Mayor Kingsford: This is a plat that has long gone by the time frame of approval, it is
a re-endorsement of the prel~m;narv plat which really does not meet our minimiun lot size
on some of the lots today, so they are asking for reacclamation of this py~p,;~im;narv plat.
Again this is largely due to the fact the sewer is already in the one street and that it
would constitute a realigr~nent of the street to change the lot size, we have been very
anxious to get these streets connected to Sunnybrook Fazms Subdivision because of the
only one access into that subdivision.
City Attorney: Procedurely I think he would be required to have a Variance from the
Ordinance:
Mayor Kingsford: I question that since we have already approved this prior, I think we
could extend that approval, I think we can grant a continuation of an already approved
prel~minarv plat.
City Attorney: You mean as if they were requesting an extension, has that had periodically
been requested?
City Clerk: I do not think there was any time limit under the ald Ordinance was there?
City Attorney: I can not recall:
The Motion was made by Tolsma and seconded by Myers to approve an extension of the
Prelim;narv Plat of Glennfield Manor as orginally sukmi.tted and revised in 1979:

Department Reports:
City Engineer: Saturday May 6 which is this Saturday is kickoff, day for Governor Andrus
clean up the State of Idaho ca¢npaign and we have some groups that will be. meeting here
at City Hall at 9:00 a.m., Sanitary Service is providing dumpsters, we have garbage
sacks, it will be a couple hours or so and you are all invited, the Water Departrnent
is in the process of flushing the lines and the sewer and water lines are cc~npleted in
the Central Valley Corporate Park:
City Attorney: One thing, more of an Economic Development Corporation but it involves
the City, the bond closing for the Computrol Bonds is scheduled for May 4, at 9:00 A.M.:
Myers: At the last Council meeting you mentioned that if there were going to be any
changes in the salary of the Council and the Mayor it had to be proposed shortly because
of the election caning up and has to be in effect 120 days prior to the election, I
would like to make a proposal, the salaries that we do have and the time we put in
most of the fellows would agree, it is not one of those things we would do to retire
with and it is a rewarding job to do for the public more than anythi~~.g else but it
would be my suggestion that we at this point increase the salary of the Councilman
and the Mayor by $100.00 per month which would take effect January 1, 1990.

The Motion was made by Myers and seconded by Tolsma to increase the salary of the
Mayor & Council $100.00 per month each:
Mayor Kingsford: It has been moved and seconded, is there any discussion?
Morrow: I would be opposed to this from the standpoint that I do not think the money
we receive now is basically reimbursement, we are not professionals and I think that
part of the concept is to keep the pay low enough that we do not become professionals
we should encourage participation by the citizens and the pay should not be high
enough that one has the tendency to want to stay because of the pay, our expenses are
being reimbursed and basically that is good enough I think.
Giesler: At this time I kind of feel the same way, at this point I would maybe look
into this scene, this is the first time it has been brought to my attention.I do not
think I could act on anything tonite. How soon does this have to be done?
Mayor Kingsford: It would have to be completed by the second meeting in June to meet
the 120 day requirement:
Myers: That is why I brought it up this early so we would have time to look into it, I
thought we needed to make a proposal and then discuss it:
Mayor Kingsford: There is a Motion on the floor, if there is no other discussion, I
would either entertain a withdrawal of the Motion and the second or go ahead with the
vote:
Myers: I would withdraw the Motion:
Tolsam: I withdraw the second:
It was the consensus of the Council to hold this item for further discussion at a later
date:
Mayor Kingsford: Counci]man Tolsma you mentioned Mr. Strough is here can you update
the Council and the audience on the Hoff noise problen?
Tolsma: I did not get ahold of Mr. Hoff but talked to the man down at the plant and
they hope to get all the material in here by this weekend, this includes the drawings
for the building and enclosure they are going to put up. there should be scenething by
the next Council Meeting: They are enclosing the whole thing and the pipe will go up
through the roof of the building. There was additional discussion on this:
Mayor Kingsford: I have two things I would like to bring up to the Council, first I
would like to attend with the Council's blessing workshop in Seattle on D7ay 24th, it
is on the revitalization of business districts in downtown, air fare if reserved by
this Friday is $254.00 if I drive the mileage reimbursement would be a little more
than that, the registration fee is $35.00:
The Motion was made by Morrow and seconded by Myers to authorize the Mayor to attend
the seminar in Seattle and pay his expenses:

Mayor Kingsford: The other item I would Like to bring up is in regards to the Chief of
Police, Counci]man Giesler and I have spent quite a bit of time over the last month

involved in .screening applications and interviewing and selecting a Chief of Police.
The decision is very difficultto ccgne up with and I will defer to Counci]man Giesler
who is Police Ccgr¢nissioner:
Giesler: At this time, the Mayor and I have agreed upon a gentleman frcen Blackfoot, his
name is Bill Gordon, he is a Chief Deputy frcan Bingham County, we were very impressed
with his interview, we interviewed-him in 1985 and he was very impressive and he was
much more this time, we would like your support in this decision, he would cxxne on
board on June 1, 1989, he has a number of items over there that he needs tc~finish up
and we respected that amount of time. This is our reccannendation and we would like the
Council's support.
Mayor Kingsford: With that I would like to offer his name for appointment as the new
C~ii.ef of Police:
The Motion was made by Morrow and seconded. by Tolsma to confirm the appointment of
Bill Gordon as the Chief of Police effective June 1, 1989:

Myers: This is the first I had heard about it and I do not know anything about the
applicant, it may be alright:
City Clerk: The AIC Convention is coming up, you need to be thinking about it, we need to
get the registrations in by the end of May to get the early registration fees also it
is that time of year when we need to be tlvnking and starting on the new budget.
Being no further business to cxene before the Council the Motion was made by Myers and
seconded by Tolsma to adjourn the meeting at 8:10 P. M.:

PROCLAMATION
WHEREAS, we see the nation as being in a time of much need -
spirtually, socially, economically, and in other ways; and
WHEREAS, by Joint Resolution of Congress approved in 1952, the
recognition of a particular day set aside each year as a National
Day of Prayer has become part of our unification as a great Nation.
This is a day on which the people of the United States are invited
to turn to God in prayer and meditation in places of worship or as
groups and individuals; and
WHEREAS, each President has proclaimed, annually, since 1952,
a Day of Prayer to the Nation, resuming the tradition started by
the Continental Congress.

WHEREAS, our children are the most important asset of our community and
they receive a great deal of their guidance during attendance at school; and
WHERF~P,S, the teachers and administration are responsible for much of
the guidance and instruction of our children and those teachers and administrators
give a great deal of their extra time to our children; and
WHEREAS Joint School District No. 2, our school district, is a major
employer in our community; and
WHERF~AS, the businesses of our community contribute greatly to our schools
and school activities in times moneys loan of employees and general support; and
WHEREAS, the schools, the teachers, the school administrators, and the
individuals and businesses who give so much to our schools are a significant
factor in providing the quality of life we and our children enjoy; and
WHEREAS, our schools and every person associated therewith, provide a
positive impact on our community; and
WHEREAS, it is important that the schools, teachers, administration, and
contributing individuals and businesses receive recognition for their effort;
I, Grant Kingsford, Mayor of the City of Meridian, do hereby proclaim
the week of May 8, through May 12, "SPOTLIGHT OUR SCHOOLS WEEK" and do hereby
call upon the officials of this City, and all citizens thereof to make them-
selves aware of the impact and contribution Joint School District No. 2, its
teachers, its administration, the contributing individuals and businesses, have
on our children and our community.

corner of Meridian and Cherxy Lane. I have Mr. Hepper's permission
to use this property. (Southeast corner)
It will be up fran approximately Memorial Day weekend through
Labor Day Weekend.
The shacks meet Ada County Health cede. I will also have
adequate Liability Insurance.
My family and I have resided in Meridian for 16 years and
support the local schools and businesses. We would appreciate
your consideration on this matter.
