As further discussed, this Continuing Care statement can also be addressed in the Development Agreernent so that the nature of the use and the essential practices remain clearly defined: "Regarding the "Conditions of Approva11.1.2b" prohibiting outpatient services on this site, the applicant would like to further explain the nature of our business. The therapeutic services offered at this location will be in support of the residential clinic and its clientele. During.theirstay, the residents will participate in individual and group therapy. Group therapy will include current residents, family members and previous residents. Following completion of our residential program, graduates will be required to attend follow-up therapeutic sessions on site as part of their continuing treatment. The post- residential treatment program will also include individuol and group therapy, and is vitally important to the success of our program. We are referring to this essential function as "continuing care" treotment since the graduating residents are no longer residing at the facility. For clarification, our program generally includes 30 days of residential treatment, but then emphasizes the importance of after care treatment by including two months of intensive "continuing care" treatment and up to three additional months of less intensive "continuing care" therapy-giving each resident approximately six months of residential/continuing core therapy at this site. Redmont Health Services is in the process of opening a separate "outpatient" facility at another location that is more suiiab/e for non-residential clientele. We expect and intend to put the outpatient facility at a site more convenient to clients who have not participated in the residential program, and we expect and intend to treat those clients at that separate facility. . In summary, the Applicant requests the City to allow Redmont Health Services to conduct this vitally important "continuing care" therapeutic service with current and post-residential clientele" Robin Hinkle, Redmont Health Seroices Item #2: With respect to Conditions of Approval #1.1.2g and 1.1.20 (privafie streets), we'll simply go on the record that we don't fully understand the rationale regarding the requirement for two private streets; however, as discussed with you, it appears that we can accept the condition of approval as required with one minor clarification. We can provide the cross access easement to the eastern property line; however, placing bollards at the 150' line will block off the backup/turn-around area and trash enclosure for the site. Certainly the private road legal description will not extend beyond 7/16/2008 Page 2 of 2 the 150' line (so that we remain in strict compliance) and asphalt striping and signage can then be placed in the backup/turn-around area so as to clearly identify it as a no parking area. We can then place bollards (if still deemed necessary) at the east side end of the turn-aro.und area. We trust that we can address this rninor issue at staff level. Item #3: Condition of Approval #1.1.2s states that the applicanL shall construct a 10' pathway along the north boundary. As you mentioned, since this is not a part of the parks and pathway system, as originally suggested, this 10' pathway is not required and we may reduce that width to a small/standard detached sidewalk. The client has reviewed all other conditions of approval and finds them acceptable. We ask the this information be presented as part of the public record and the conditions be modified as necessary and/or via the Development A~reement and that the item remain on the consent a~enda.
