You have retained my services as a traffic engineer with Stanley Consultants to evaluate the proposed
access driveways for the above-referenced commercial development, located on the southeast corner of
Victory and Eagle Roads. This letter provides you with my conclusions.
I have reviewed the September 28, 2007 Ada County Highway District (ACRD) Plans for the Victory
Road and Eagle Road Intersection (Project Number 3030141N277), and find that these plans depict two
driveways on Victory Road (Sta. 22+52 and 22+70) and two driveways on Eagle Road (Sta.. 45+06 and
47+30) to service the property at the southeast corner of this intersection. I understand that in the above-
referenced applications, you propose to develop this property with all four of the planned driveways.
I also have reviewed the ACRD approval dated July 17, 2008 in which ACRD approved the use of the
four driveways, subject to the following conditions, which you agree to implement:
if the applicant chooses to move forward with the 4-driveways as proposed, then the
driveway located 220.feet from north property line on Eagle Road and 215-feet from the
west property line on Victory Road will be immediately restricted to right-in/right-out.
The applicant will be required to install a 6-inch raised median from the intersection back
50-feet beyond the. driveways to resriict the turn movements. Coordinate the design and
ultimate location of the raised median with District Development Review and Traffic
Services staff. The applicant will be required to pave the driveways their full widths and at
least 30.feet into the site beyond the edge of pavement of the roadway and install
pavement tapers with 15-foot radii abutting the existing roadway edge. Commercial
driveways are restricted to a width of 36-feet. (ACRD Approval, pp. 4-5)
I understand that the Planning and Zoning Commission, in a public hearing on July 17, 2008,
recommended approval of both proposed driveways on Victory Road but only one full-access driveway
on Eagle Road.

Based on my experience as a Professional Transportation Engineer, my review of the ACRD Plans for the
Victory Road and Eagle Intersection, and implementation ofthe ACRD conditions (including limitation
to right-in-right-outs of the two closer driveways to the intersection and installation of the raised
medians), I concur with ACRD and their Design Engineer (Six Mile Engineering,) that the four driveways
proposed to service the southeast corner property will safely accommodate the traffic proposed for that
site and meet current ACRD access and spacing policy.
