The construction time used is approximately fifty-five percent (55%). We have expressed concern to the Contractor that we feel his progress has not been adequate and at his present .rate he would .have difficulty complet- ing the project on time. An up-dated construction schedule along, with man-power andequipmentsubmittalswere requested from the Contractor in an effort to have him showhow'he expected to improve his progress rate so the project could be completed on schedule. After several meetings with the Contractor it was decided to give him two.(2) weeks to show improvement in the rate of progress and at that time. he would add additional man-power andequipment if his progress did not im- prove. In addition to the slow progress on the project, we reiterated again to the Contractor that the supervision has not been adequate and Chat good consistent supervisionis necessary for the project to he completed co r.rectly and on time. The Contractor was again advised of the continuing problem of poor follow-up to the pipe laying. Thepipe layingappears tobe progressing at an adequate rate, but the &>llow-up work of service connections, testing, and clean up. are progressing at a less than adequate rate. An attempt to remedy this problem has been made in the form of: the two (2) week period in which the Con- tractor is attempting to show an improvement in the rate of progress in. all the areas of the construction. Two(2) itemshave been requested in the latest change order. Special_ backfill is being placed in the areas where there are large rocks in the pipe zone. Only some areas have required the special backfill, therefore, the change orders have been submitted in 1000 L.F.. increments. We are unable to predict what special backfill might he required on the unexcavatedlines. The new water lines crossed three {3)'sewer lines within 18 inches, therefore, cast iron pipe was placed in the new lines in lieu of the PVC pipe. This was done in order to meet the State Health Department standards. Since approximately December 25, 1976, the weather has boon poor. ?de. received snow shortly after the first of the year, and we had a week of weather with temperatures ranging from -7.0°F.to +10° F. The next week the temperatures rose to the range of +1.5° F. to +35° P'. and have remained at this range to date. The Contractor did not work the caeek of the severe cold nor the week after. He has submitted requests for time extensions as the result of the cold weather and slow delivery of materials. Both of these requests have i~een submitted to the City for their consideration. s yo. 9 and No. 1.0 ide11 No. 10 has been completed and successfully test pumped. A final change order, No. 5, has been processed in order to balance the final quantit-ies on k'e1l tvo. 10. There appears to he no problems at this point associated with the construction of. the storage tank.
