In introducing that legislation, I had in mind it mould be of same benefit to your City in the form of a significant interest savings resulting fram the strong current bond market and I do heartily endorse your reviewing the prospect of advance refunding of the referenced bond issue. Our examination was made in accordance with generally accepted auditing standards and ex- cept as to general fixed asset group of accounts, included such tests of the accounting records and such other auditing procedures as we con- sidered necessary in the circumstances. The City has not maintained individual records of its generalfixed assets. Because we were unable to satisfy ourselves by appropriate audit tests or by other means as a result of such incomplete records, we are unable to express an opinion on the accompanying financial. state- ments of the general fixed assets. (2) For all funds other than the Water -Sewer Enterprise Fund, the City expenses capital outlay at the time of payment in accordance with generally accepted fund accounting princi- ples but does not maintain detailed property records. (3) The City has no inventories of material amount and there- fore expenses the cost at the time of purchase as allowed by generally accepted fund accounting principles. Note 2 Cash in Depository On ,lune 1, 1975 the City "called" all 1955 Water -Sewer Bonds still outstanding. At December 31, 1976, coupons for $ 490 had not been redeemed. Therefore, the City reserved $ 490 with Idaho First National Bank for the redemption of this interest. Furthermore, pursuant to tl.e 1975 Water -Sewer Bond issue the City was required to establish certain bank accounts and segre- gate certain amounts of cash periodically. For further discus- sion see Note 8 below. Note 3 Investments and Securities The City has a total of $ 1,750,000 of time certificates and government obligations of which $ 10,000 is applicable to the Recreation Fund and the balance to the Water -Sewer Enterprise Fund. $ 240,000 applies to bond redemption while $ 1,525,000 is invested construction money to be cashed as necessary for construction payments on the new water and sewer system. The City collects all customer billings for the company and in turn receives a l07. collection fee. The amount listed is for the month of December, 1976. Fixed Assets General fixed assets of $ 414,631 were transferred from general fixed assets to the Water -Sewer Enterprise Fund. Since no de- tailed records ,are kept these assets were set up with a (30) thirty year file and 15 years depreciation taken with another year of depreciation taken in 1976. Note 7 Construction in Progress The construction in progress as listed, represents engineering costs associated with the new Water -Sewer facility. Since construction is in the very early stages no attempt has been made to amortize the engineering costs. Generally accepted fund accounting principles dictate that these costs should be capital- ized and amortized over the revenue producing life of the facility. The funds held for the above stated purpose have been restricted to that use.
