Dear Mayor Storey:
As indicated in yesterday's phone conversation and in earlier
correspondence, it was pleasing to have a successful endorsement
by the Legislature of the Advance Refunding Legislation.
In introducing that legislation, I had in mind it mould be of
same benefit to your City in the form of a significant interest
savings resulting fram the strong current bond market and I
do heartily endorse your reviewing the prospect of advance
refunding of the referenced bond issue.
As there may be a conflict of interest: with regard to our acting
as year advance refunding financial consult because of Mr.
Williams' participation on your City Council, I. am happy to
endorse the employment of Bosworth & Sullivan. I will. be Lvall-
able at your call to aid in the final determinations of a profit-
able advance refunding procedure without a financial commitment
on behalf of. the Qty. Additionally, we will be prepared to

We have examined the financial statements of the various funds and
account groups of the City of Meridian for the year ended Ik•.cember 31,
1976, listed in the foregoing table of contents. Our examination was
made in accordance with generally accepted auditing standards and ex-
cept as to general fixed asset group of accounts, included such tests
of the accounting records and such other auditing procedures as we con-
sidered necessary in the circumstances.
The City has not maintained individual records of its generalfixed
assets. Because we were unable to satisfy ourselves by appropriate
audit tests or by other means as a result of such incomplete records,
we are unable to express an opinion on the accompanying financial. state-
ments of the general fixed assets.
In our opinion, the financial statements listed in the foregoing table
' of contents, other than the financial statements of the general fixed
assets, present fairly the financial position of the various funds and
account groups of the City of Meridian at December 31, 1976, and the re -
suits of operation of such funds for the year then ended, in conformity
with generally accepted accounting principles applied on a basis consis-
tent with that of the preceding year.

Note 1 Summary of Significant Accounting Policies
(1) The City maintains its financial records on a cash basis
adjusted to the accrual basis for statement purposes.
(2) For all funds other than the Water -Sewer Enterprise Fund,
the City expenses capital outlay at the time of payment in
accordance with generally accepted fund accounting princi-
ples but does not maintain detailed property records.
(3) The City has no inventories of material amount and there-
fore expenses the cost at the time of purchase as allowed
by generally accepted fund accounting principles.
Note 2 Cash in Depository
On ,lune 1, 1975 the City "called" all 1955 Water -Sewer Bonds
still outstanding. At December 31, 1976, coupons for $ 490
had not been redeemed. Therefore, the City reserved $ 490
with Idaho First National Bank for the redemption of this
interest.
Furthermore, pursuant to tl.e 1975 Water -Sewer Bond issue the
City was required to establish certain bank accounts and segre-
gate certain amounts of cash periodically. For further discus-
sion see Note 8 below.
Note 3 Investments and Securities
The City has a total of $ 1,750,000 of time certificates and
government obligations of which $ 10,000 is applicable to the
Recreation Fund and the balance to the Water -Sewer Enterprise
Fund. $ 240,000 applies to bond redemption while $ 1,525,000
is invested construction money to be cashed as necessary for
construction payments on the new water and sewer system.

The amount is spread by mill levy to the General, Fire and
Recreation Fund,
Collection Fee Receivable
An individual hauler has contracted for the City's sanitary
trash services. The City collects all customer billings for
the company and in turn receives a l07. collection fee. The
amount listed is for the month of December, 1976.
Fixed Assets
General fixed assets of $ 414,631 were transferred from general
fixed assets to the Water -Sewer Enterprise Fund. Since no de-
tailed records ,are kept these assets were set up with a (30)
thirty year file and 15 years depreciation taken with another
year of depreciation taken in 1976.
Note 7 Construction in Progress
The construction in progress as listed, represents engineering
costs associated with the new Water -Sewer facility. Since
construction is in the very early stages no attempt has been
made to amortize the engineering costs. Generally accepted fund
accounting principles dictate that these costs should be capital-
ized and amortized over the revenue producing life of the facility.
The City anticipates construction will be completed in mid 1978,
and will then begin the amortization of the above costs.

Retained Earnings
As required by Bond Ordinance No. 283, the City has established
a bond redemption reserve with quarterly installments of at least
$ 10,200 paid in until the reserve equals $ 204,000. Furthermore,
the City placed in the bond redemption bank account monthly, cash
equalling 1/12 of the principle and 1/6 of the interest require-
ment for the next payment date. The funds held for the above stated
purpose have been restricted to that use.
Note 10 Prior Period Adjustments
Pursuant tothe issuance of the "Audit Guide for State and Local
Governmental Units" effective January 1, 1975, and the "State-
ment of Position on Accrual of Revenues and Expenditures by
State and Local Governmental Units" effective July 31, 1975,
generally accepted fund accounting principles dictate that rev-
enues applicable to the year under audit but not received until
after the end of that year must be "both measurable and available
in order to be accrued at year end." The amounts as listed repre-
sent adjustments for revenues presented as receivable at December
31, 1975, which do not meet the criteria.

'Separate sealed Bids for Interceptor Sewer Line Construction for the 1977-78
Sewerage Project, Phase I will be received by the City of Meridian, Ada County,
Idaho, at the office of the Meridian City Hall located at 728 MeridianStreet,

The work contemplated under this Project can be summarized as consisting
of the following approximate quantities to be Constructed:

The 1977 Sewer Rehabilitation Project consists of the following approxi-

ADVERTISEMENT FOR BIDS
Separate sealed Bids for the 1977 Domestic Water Supply Wells No. 9 and 10
Pump and Pumphouse Construction Project will be received by the City; of Meridian
Ada County, Idaho, at the Meridian City Hall located at 728 Meridian Street,
until 8:00 o'clock p.m., M.S.T., Na,g,u 11 , 1977, and then at said
office publicly opened and read aloud.
The work contemplated under this Project can be summarized as consisting of
the following approximate quantities to be constructed:
Two (2) wood frame pumphouse buildings (approximately 190 square feet
each).
Furnishing and installing two (2) water lubricated deep well turbine pumps,
motors, column assemblies, suction nozzles and bowl assemblies (approximately
1,000'gpm capacity each).
Furnishing and "installing face piping for each pumping facility.
Furnishing and installing yard piping for each pumping facility.
Site work including leveling, graveling, asphalting, and curb and gutter.
Electrical work including modifications of existing pump controls, installa-
tion of new pump controls, pump hookup, installation of floats and controls
at the elevated storage tank, miscellaneous heating and lighting, and a new >: -
central pump control system.
and all other related work.
