in the near future, request that i:he Association conducrt their
Iand Ilse planning activities. There are several issue::; that
must he brought to your ati:ention prior to the Board to};ing

701 Planning for eight counties and some thirty cities, Ada
and Canyon County do not receive this service and do not pay
dues to the Association to match the ISUD funds. Ada County
receives ITiID 701. money from a special metro fund and is the
only cozml:y to receive these funds .in Idaho. Tho City of
Meridian does nog desire the Ada Planning Associatio~.z (<'~-C%OG)
to do i:hefr planning, eve=n though tha P_PA receives funds
presently i:o do so. If the Association were to agree to do the
c=ity°s pl.annincJ, I can foresee problems and herefits. The
Ada County Commissioners and the City of Boise do not desire
assistance from Ida-Ore for Meridian. Thev oontend that i.t
vrotl.ld he duplicative effort, impossible to coordinate eounty-
[~ri_.c'..c p7-ane and th~~l etesirc to give; the Ad.a Planning Association
snnport. If we were to agree to do the Pinnning, it is possible
alb other programs m=o administer would lose the support of
the Commissioners and [loise City, such as Aging, F1~A and
1?xcess ?';operty. This action, if followed, would 7eopordize
tlzn Association"s effectiveness and if fotiowed to the ultimate,
could raise the dues of all other members to offset the less of
F.da County's dues. I have been advised behind the scer~ that
the issue i.s very political and that if we move in an e icrt. to
<.ssist Meridian any suPPort we pace ~^~~ill be ?-ost, TLe other
side of the issue is the long standing policy that the Association
~~,~ a: girt its members and that each oounty and city should determine

It appears to me that no matter which way vre qo on this , someone

I tNOUld suggest that the Policy Committee meat with the City of
Meridian representative (Dick Williams) and then schedule a
meeting with Ada County Commissioners, City of Boise, and the
Chairman of the Ada Planning Assoeiati.on. IIopefully, this can
be done soon as the news media is requesting a formal statement
