MERIDIAN COMPREHENSIVE PLAN ~~_~
A PROPOSAL
This proposal has been prepared by the staff of the Ada Planning Association
for consideration by the City of Meridian. The Board of the Ada Planning
Association has'not reviewed the proposal. If the. City Council wishes to
follow the outline, as presented herein, such action would require Hoard
~' amendment of the Association's work program.
The proposal is based upon a physical area bounded by: aline parallel to
and 3/4 mile north of Ustick Road, a line parallel to and 1/4 mile west of
Black Cat Aoad, a line parallel to and 3/4 mile south of Overland Road and
aline parallel to and 1/2 mile east of Locust Grove Road.
Generally, the plan elements discussed in the proposal are established by the
Local Planning Act of 1975 (67-6508) . These elements include:

It is the intent of the work program to cover each of these plan elements. The
depth to which the elements will be discussed depends upon the desires of the
officials of Meridian and the extent to which the plan elements are ideptified as
a problem in Meridian.
We support citizen participation. as an essential element for the development of
any community plan. Currently, we use citizen committees, called steering
committees, which include elected officials, appointed offioials (planning
commission members) , non-planning staff members , and moat importattt a ,
cross section of the general population, including: elderly, youth, handl-
capped, women and minorities. A steering committee so constituted, provides
an excellent opportunity for representative democracy in action, but by no
means does such a committee preclude participation by non committee members
in discussion and decisions. We urge the formation of a plan steering committee
both to provide direction to the staff and to meet the planning objectives of
citizen participation.

Work Program
I. Steering Committee Formation

A. Selection and appointment by the City Council and others as necessary

B. Organizational Meeting: establish work and meeting schedule: by July 8, 1977:.
II. Identify Community Goals
A. Tour of City and Impact Area: most people think they know their community
quite well. However, people get in habits of movement through town and
consequently overlook existing conditions in the community. The purpose
of this activity is to have walking tours of Meridian and bus or automobile
tours of surrounding areas; these tours should refresh the committee members
perceptions of Meridian and provide the committee members with a common
base for decision making: by July 31, 1977.
B. Problem Identification: Purpose is to identify developmept problems. Action
is concurrent with tours and provides a commonality from which discussions
on goals and policies may begin: by August 31, 1977 r
C. Establish Community Goals: Purpose into put into writing the statements
of what the community wants to be in the future. Goal statements will be
needed for each planning element. The staff function is to prepare draft
alternative goal statements which are designated to stimulate discussion
by committee members as the goals are developed: by September 23, 1977.
A. Public Information Meeting: It is suggested that once the community goals
have been prepared the committee hold meetings in the community for
discussions of the goal/policies.
III . Inventory
A. Collect and Gather Information: Primarily a staff function the purpose of
which is to gather background material with regard to the plan elements;
such historical information is normally not collected for the years prior to
.:1865; also collects information on the current status of the city' in each
plan element. Naturally, the APA staff does not have all the information
and other resources--clerk, engineer, elected officials, SCS etc.--will be
used to complete the inventory: by August 15, 1977.

8. Inventory materials will be presented to committee ae necessary to
identify problems and for use in developing goals: by September 23, 1977.
IV. Research and Analysis
A. Research: Primarily a staff function to identify the methods and experiences
of other communities in the solution of problems similar to those of
Meridian: by September 30, 1977.
B . Analysis: Analyze the applicability of various plan solutions to problems
of Meridian in light of proposed community goals: by October 31, 1977.
V. Policy Statements
A. Preparation: Committee reviews staff draft materiels and puts into writing
those statements of how and where they want the community to develop
regulations which will accommodate the community development goals.
Staff function is to prepare draft alternative policy statements of the develop-
ment policies or guidelines. Staff materials are designed to stimulate die-
cusaion by committee members: by December 31, 1977.
B. ' Interpretation. Committee preparesa map(s) interpretation(s) of the goals
and policy statements. Staff function is to assist the committee as necessary:
by January 31, 1977.
VI. Plan Documents
A. Recommendation: Committee reviews final plan documents, .amends ae
necessary and recommends to the city council, planning aommfasion, and
general public. Staff prepares committee recommendations in a final Porm
for. presentation: by March 15 , 1977 .
B. Plan adoption process proceeds in accordance with Idaho Code 67-6609.
Staffing: We shall provide an Associate Planner for the project. This planner
will be under the direction of the Comprehensive Planning Director. The planner
will have a minimum of three years professional planning experience.: As much
as fifty percent (50$) of the planner's time will be assigned to this project. Other
staff expertise from the staff will be available as required. Assistance from non-
Associ:~tion staff will bo sought as necessary.

Cost: Total project cost about $12,000 based on a nine month work program.
Up to 2/3 ($6,000) of the total cost may be provided under the 701 Comprehensive
Planning Grant Program of the U.S. DepartmenYofHoueing and Urban Development:
The local share, not less than 1/3 ($4,000) , must be in cash, as the Association
has not applied for in kind funding. The local share may come from any single
or group of local governments. (Meridian should consult with Ada County about
sharing the costs, since part of the planning area is under the jurisdiction of
the County.) The project may also be funded entirely ($12,000) by the local
community for completion by the staff.
The 1977-78 "701" application (submitted May 20,.1977) can only be amended
with Board approval to include a Meridian Plan as a work element. Such an
amendment must occur not later than July 8, 1977

Gentlemen:
At the request of the Mayor, I am writing this letter
for the purpose of setting forth to both of the above bodies
the procedure to be followed in annexing and zoning apiece
of property to the City of Meridian.
The procedure is initiated by the party requesting
annexation and zoning to present to the City Clerk a request
in the form of a letter for annexation. This letter shall
contain an accurate legal description of the property for
which annexation is requested, together with a map with a
scale of 1" = 300 ft., again showing the property to be
annexed.
Upon receipt of the above, the Clerk shall then make
copies of the request and forward the same to each member
of the two above bodies and shall also forward a copy to the.
City Attorney for the purpose of preparation of Notice of
Proposed Annexation. This notice is then published in the
Valley News-Times, the first publication being at least 15
days prior to the Planning and Zoning Commission meeting.
Then, assuming that Planning and Zoning approves the
request, another Notice must be published in the Valley
News-Times for two publications, the first of which must
occur 15 days prior to the hearing before ,the City Council.
Then, assuming the plan receives favorable consideration
by the City Council, an Annexation and Zoning Ordinance is
drafted by the City Attorney and the property is annexed.

It should be noted that in this process, Planning and
Zoning or the City Council may table the plan and act on it
at a later meeting without the necessity of an additional
publication.
In addition, if, for example, Planning and Zoning act
unfavorably to the plan, the party requesting annexation may
appeal the decision to the City Council, but publication
as above set forth is necessary.
As a final matter, once the publication has run as it
relates to the particular body acting on the plan, a new
publication will not be necessary unless the acts proposed
by the body constitute a change in the plan.

As a result of our meeting held in your office on March 16, 1977, it was
determined that the sewer and water system at Cherry Plaza Shopping tenter
would become a public system at a future date. It was also determined
that these systems must meet city requirements, be approved by the Idaho
Department of Health and Welfare, and be located within easements.
We employed J.U.B. Engineers to prepare plans and easements for the water
system, which had not yet been installed, and prepare easement lines for
the sewer system which was already in place.
J.U.B. Engineers recently informed us that the sewer line was not installed
in a manner that would make it acceptable as a public system. We feel that
the sewer should remain a private system as it originally intended for the
following reasons:
The sewer system was planned and engineered by our office to be a
private system.

2. The plans showing this private system were submitted to the N•rldian
Fire Department, Public Works Department, and Building Department,
were approved, and a Building Permit was issued which allowed us to
construct the sewer system as shown.
3. The sewer line was installed as shown on the approved plans and
additional manholes were added as required by the Department of
Public Works. The sewer passed the standard air and daylight
test for sewer systems.
Since the City of Meridian did not determine that the sewer system would have
to become a public system until after it had been installed it should be
allowed to remain a private system.
We hereby request a meeting with the City of Meridian and the City Engineers
at your earliest convenience to discuss this public/private sower system further.
