RE: Transportation Planning Boundaries
At their August 4, 1977 meeting, the Ada Planning Association Board has agreed
to expand the transportation planning boundaries to include all of northern
Ada County, subject to the concurrence of Eagle and Meridian. If objections
are raised by either of these communities, the APA Board has agreed to expand
the Transportation boundaries to the area shown on the attached map.
I have requested time at your August 10,1977 meeting to discuss with you
the implications of including the City of Meridian in the boundaries established
for the Transportation Planning process in Ada County.
There are several factors related to defining the boundaries for transportation
planning in Ada County. The first factor involves the issue of funding both
for transportation improvements and for transportation planning. The Urban
Area, within and surrounding Boise, requires a comprehensive transportation
planning process to qualify for the expenditure of federal funds for transpor-
tation improvements. These Urban "D" funds amount to $1,000,000 annually and
are earmarked for the Boise Urban Area only. Federal planning funds on an 80-20
matching ratio are also available to conduct transportation planning within
the urban and urbanizing areas of Ada County. These funds are generally confined
to the transportation planning boundaries as determined by the local governments
participating in the Ada Planning Association. The recent designation of Meridian
as an urban area over 5,000 population would also include the expenditure of
Urban "D" Funds. If the transportation planning boundaries were extended to
include Meridian, the expenditure of these Urban "D" funds would require a
comprehensive transportation planning process.
Another factor involves the benefits of receiving transportation planning
support by the small communities. The Federal Guidelines require that the
transportation planning process:
a) Develop a data base;
b) Include alternatives analysis;
c) Develop short and long range plans to be reviewed annually;
d) Consider the land use and development goals of the area; ,
e) Consider Social, Environment and Economic goals.
f) Consider air quality impacts;
g) Consider energy conservation measures.

In addition, transportation planning must include a Citizen's participatation
effort, involve the technical staffs of implementing agencies, and consider the
special transportation needs of the elderly and handicapped.
An added benefit would be the involvement of elected officials from Meridian in
the .transportation decision making process of APA and improved coordination
on transportation matters. Further, Meridian would receive transportation planning
support in the development of the Meridian Comprehensive Plan.
Not all of the issues related to expanding the Transportation Planning boundaries
for Ada County are positive. Applying the Urban Transportation Planning process
to the City of Meridian will involve a more cumbersome '(and thorough) process and
requires more lead time to react. Transportation Planning support to Meridian
would give the APA and its staff a greater role in transportation matters within
Meridian. In the past, this support. has been the responsibility of the Ada County
Highway District and the State. The final authority for approving transportation
improvements lies with these implementing entities anyway. The expansion of
Transportation Planning to Meridian will carry with it the Federal Certification
review process, thereby requiring additional staff effort and funding.

I have enclosed a copy of our application form for the 701 Grant to HUD. You
will notice that this grant includes a work item 235 for the Meridian Comprehensive
Plan. I have been in contact with the HUD office and they do not expect a problem
in the approval of this application. Such approval may take some twenty-one (21)
days , and I will notify you when the approval is completed . I have also enclosed
copies of the work description for 545 Urban Area Planning Services.
In the interim time, we will begin our data collecting--first the land use information
and then public services and utilities data. At the time we get the approval of the
application, I would like to discuss with you and your planning commission chairman,
and discuss the outline of the work, time lines, and roles of citizens, elected offi-

The Ada Planning Association has recently completed. an agreement with the
City of Meridian to complete a comprehensive plan with funding assistance
through the 701 program. Consequently, we find it necessary to modify our
work program. We mentioned this possible modification in our letter of July 8,
1977.
The modifications include the addition of tho Meridian Comprehensive Plan its
the work program and extensive reallocation of funds to .support this program
addition. Some work program descriptions have been modified and many of
the reference numbers have been changed. A summary oY the change® follows.
(New reference numbers precede the title and old reference numbers. follow
the title in parenthesis. One set of numbers indicates no change. in the number.)
1. 230 Eagle Plan {475) : the scope of work ie unchanged; the dollar
reduction shows that some work has already been done by a local
citizens committee.
4. 435 Meridian Plan: the scope of work was forwarded on July 8th with
the OPD; project costa are now included for the 1877-78 work year.
3. 415 Ordinances: no change in the scope of work; additional local funds
to complete the protect have been reprogrammed and are included in
the totals for the 400'a Comprehensive.

Opportunity, Needs, Problems
The "Land lJse Ylmining~ Act of 1975" requires each city and county to revise or
adopt a comprehensive plan and ordinances to enforce the plan. After adoption
period, revisions to the plan and ordinances will be necessary to keep current
with changing conditions and attitudes. Concurrently, other implementation
techniques- capital improvement program, neighborhood plans, impact area
negotaitions, etc. -may be necessary to "flesh out" the comprehensive plans.
The "fleshing out" efforts may also include filling out. grant applications for
Federal and/or State financial assistance. The cities. of Nagle, Garden City,
I{una, and )Vlericlian are not staffed to perform these tasks.
Today, I{una is the only Ada County. city which has completed its comprehensive
plan and may need all of these services in 1977-78. Nevertheless, the capacity
to provide the impact area negotiations and grant application services may be
needed by each city, as a part of its planning and development program.
Goal
Provide assistance, on request, to member cities for the maintenance of adopted
plans and/or implementation elements.
Objectives:
1. Assist in the review and updating of comprehensive plans, as required.
2. Upon request assist in the development of work programs for implementation
tasks.
3. Assist in area of city impact negotiations.
4. Assist in the preparation of grant applications

235 MERIDIAN COMPREHENSIVE PLAN
Goal
Develop a comprehensive plan which meets local needs and the land use
planning requirements of the Idaho Local Planning Act of 1975.
Objectives and Methodology
1. Provide staff assistance to citizens, elected officials, planning
corrunissioners and city staff.
2. Assist in the establishment of a committee of citizens and officials.
3. Research and analysis of problems .and issues.
4. Identify existing conditions.
5. Statement of community problems.
6. Development of community goals.
