BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF
MERIDIAN, ADA COUNTY, IDAHO:-
Section 1. That there is hereby assessed upon all the
taxable property within the limits of the City of Meridian, Ada
County, Idaho, for all purposes for the year October 1, 1977 to
September 30, 1978, the following amount: TWO HUNDRED TWENTY- .
SEVEN THOUSAND ONE HUNDRED FIFTY and NO/100 ($227,150.00) DOLLARS.

Section 2. WHEREAS, there is an emergency therefor, which

AN ORDINANCE MAKING AN APPROPRIATION OF MONEY FOR ALL THE
NECESSARY EXPESNES'AND LIABILITIES OF THE CITY OF MERIDIAN, ADA
COUNTY, IDAHO, FOBr THE FISCAL YEAR COMMENCING THE FIRST DAY OF
OCTOBER, 1977, AND ENDING THE THIRTIETH DAY OF SEPTEMBER, 1978,
THIS ORDINANCE BEING KNOWN AS THE ANNUAL APPROPRIATION BILL,
AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY
OF MERIDIAN, ADA COUNTY, IDAHO:-
Section 1. That the following is a statement of the proposed
revenues of the City of Meridian, Idaho, from all sources for the

Section 3. The amount of money derived from funds or sources
created by law for the specified purposes in this Ordinance
provided is hereby appropirated for such purposes and no other.
Section 4. The City Clerk of the City Qf Meridian is hereby
authorized, upon presentation of proper vouchers approved by the
Mayor and City Council of the said City of Meridian as provided
by law, to draw his warrant on the funds above stated and against
the appropriation as made in the preceding sections of this
Ordinance, in favor of the parties entitled thereto.
Section 5. That this Ordinance be, and the same is hereby
designated as "THE ANNUAL APPRORIATION BILL OF THE CITY OF
MERIDIAPd, ADA COUNTY, IDAHO, FOR TAE FISCAL YEAR OF 1978".

Meridian Flood Plain
This letter is to update and advise the City df Meridian in-
regard to the current status of the Meridian Flood Plain'determination
as is being made by the United States Corps of Engineers and .discuss '
policy in regard to allowing entities to alter natural drains through
sections of the City of Meridian. To our knowledge there still has not
been a final determination of the "Flood Hazard Boundary Map" for the
area within the corporate limits of Meridian to date. As you will re-
~ call, the preliminary Boundary Map of flood zones was not acceptable to
the City of Meridian. We have been verbally advised by the Department
of Housing and Urban Development (Flood Insurance Administration) in
.Seattle, Washington, that the said current Flood Hazard Boundary Map
will probably be rescinded. The probable nulification of the said Map.
was due to the extensive data and run-off analysis as we developed of k
the drainage areas and submitted to Michael Baker, Jr. for their con-'
sideration and analysis. Michael Baker, Jr. is a consultant to HUD
for .establishing Flood Hazard Boundary Maps. Let us emphasize the
determination of rescinding the Maps is not official and the City
should continue to monitor the status of the Maps with follow-up input
' from time to time.
The specific data we provided to Michael Baker, Jr. in addition
to our telephone conversations included area topographic maps of Fivemile ~- ~.;~
Dra~p and Ninemile Drain, stream charenel cross-sections and physical
characteristics for Fivemile Drain, -upper drainage area for Fivemile
Drain, and runoff gharacteristic information. We also provided Michael
Baker, Jr. with information concerning Ninemile Drain in regard to
channel restrictions and physical characteristics..
If all designated flood areas are rescinded it will be because
of data submitted concerning existing and programmed drainage facilities.
Therefore it is very important, in our opinion, that the City of Meridian
exercise extreme caution in allowing the tiling, piping or placing of any

It has been requested by J.U.B. Engineers that the Meridian City Council
authorize the following in order to complete the statis work so that the
plat fir Futur-Ida Sub, # 1 may be signed as everything else is approved.
J.U.B. Request #1. Double frontage lots are prohibited by ordinance
except is unusual conditions are encountered. This
should be a City Council Decision on variance. or not.
Futur-Ida Co. Explanation:
As stated in the restrictive covenants, the Lots
in Blocks 3 & 4 face Taylor Place and rear on T9. 1st
and 2nd Streets, and the Lots in Block 2 face N~ridian
Street and rear on W. 1st Street.
J.U.B. Reauest #2. It is recarQl~nded that a variance be granted for W. 2nd
Street without curb and gutter along the West side them...-of
and for Williams Street without curb and gutter along the
South side there--of. Twelve feet of pavement on those
sides is acceptable.
I am anxious to cwnplete this portion of our development plan and to record
our plat for Futur-Ida Sub. # 1 as soon as possible. Tf there is anything
further I may do to expidite this action, please do not hesitate to phone
me at 377-1421 and I shall get-right to it.
