Storey 728 Meridian Meridian, Idaho 83642 Re: Modification of Transportation Planning Boundary Dear Mayor Storey: --" At your last City Council meeting the Ada Planning Association Board had asked me to request the City of Meridian's consideration of expanding the planning boundary for transportation planning to all of Ada County. This modification is from a geographic planning area including just the City of Boise and surrounding unincorporated lands. Attached is a letter which was drafted for consideration by the City of Meridian. Because of the long agenda, the City Council was not able to take the • matter up. Subsequent to your last City Council meeting, Joy Buersmeyer, Richard Eardley, and Mike Silva met with the Idaho Transportation Board and requested a modification of the transportation boundary to all of Ada County. I would request that the City Council consider this matter and advise either Joy Buersmeyer or myself of your consideration and concurrence or noncon- currence. I will be available to discuss the matter with you and the Council when it is next considered. If objections are raised by either of these communities, the APA Board has agreed to expand the Transportation boundaries to the area shown on the attached map. I have requested time at your August %,1977 meeting to discuss with you =••the implications of including the City of Meridian in the boundaries established for theTransportation Planning process in Ada County, p, , There are several factors related to defining the boundaries for transportation planning in Ada County. The first factorinvolves the issue of funding both ;. for transportation improvements and for transportation planning. The Urban Area, within and surrounding Boise, requires a comprehensive transportation N Planning process to qualify for the expenditure of federal funds for transpor- tation improvements. These Urban "D" funds amount to $1,000,000 annually and are earmarked for the Boise Urban Area only. Federal planning funds on an 80-20'' matching ratio are also available to conduct transportation planning within " R the urban and urbanizing areas of Ada County. These funds are generally confined "to the transportation planning boundaries as determined by the local governments participating in the Ada Planning Association. The recent designation of Meridian R,. as an urban area over 5,000 population would also include the expenditure .• of e ` Urban "D" Funds. ' If the transportation planning boundaries were extended to " include Meridian, the expenditure of these Urban "D" funds would require a ' comprehensive transportation planning process. �,. Another factor involves the benefits of receiving transportation planning , support by the small communities. `-The Federal Guidelines require that the transportation planning process: a .'Develop a data base; b Include alternatives analysis; c :�uDevelop short and long range plans to be reviewed annually; d ,.Consider the land use and development goals of the -area; Pe ''Consider Social, Environment and Economic goals. f _Consider air quality impacts; g Consider energy conservation measures. In addition, transportation planning must include a Citizen's participatation effort,'involve the technical staffs of implementing agencies, and consider the r, special transportation needs of the elderly and handicapped. Y 4 An added benefit would be the involvement of elected officials from Meridian-ln ,=. z the transportation decision making process of APA and improved coordination on transportation matters. Further, Meridian would receive transportation planning support in the development of the Meridian Comprehensive Plan. Not all of the issues related to expanding the Transportation Planning boundaries for Ada County are positive. Applying the Urban Transportation Planning process i`',to the City of Meridian will' involve a more cumbersome (and thorough) process and,* requires more lead time to react, Transportation Planning support to Meridien x,;[would give.the APA and its staff'a greater role in transportation matters within . Meridian. In the past, this support has been the responsibility of the Ada County Highway District and the State. The final authority for approving transportation improvements lies with these implementing entities anyway. The expansion of Transportation Planning to Meridian will carry with it the Federal Certification review process, thereby requiring additional staff effort and funding. a, RH/EO/af r, Attachment To The Minutes Of �, 1977 J,2z� 0 The City Council has reviewed the intent of the service area limits as were established in the Sewerage Facility Plan as was sub- mitted to the City of May 17, 1976 and approved by the Environmental Protection Agency by Step 2 Grant Offer dated September 21, 1976. The City hereby reaffirms and verifies that the intent in approving the Facility Plan was to make the service area boundaries flexible so as to permit the planned, orderly development of the City within social, physical terrain and economic limitations without being restricted by finite boundaries. The City is now in the process of completing a comprehensive land use plan, with assistance from the Ada Planning Association. It is recognized by the City Council that a portion of the land south of and adjacent to Overland, as may be served within the limits of the design capacity of the said Sewerage Facilities Plan, will be incorporated in the comprehensive plan. The City is aware of the design capacity of the proposed Wastewater Treatment Facility to be constructed by the City and under- stands that effluent limitations from that Wastewater Treatment Facility have been established by permit as is issued by the State of Idaho and the U.S. Environmental Protection Agency. Therefore, acceptance by .the City, within design limitations, ofd developments south of the Interstate Highway I-80 will be and is compatible with the City of Meridian's Sewerage Facilities Plan.
