Since that time several factors have come to light that the owners Chet W. and Lorraine M. Hosac were not aware of at the time the application was sub- mitted. As the owners representative, I have been asked by them to submit this letter clarifying the conditions upon which they would desire the annexation process to continue. The conditions are listed as follows: 1. That the owners be allowed to install as orig- inally designed and approved a central water system utilizing an on-site central well and that the well and water system can be owned, operated, and maintained by a "Homes Association" duly recorded with the County of Ada. (NOTE: The owners do not object to the project being immediately connected to the City of Meridian Central Water System once city water is available to the project. Availability is defined as city water being made available at either end of the "dry" water main installed at the owners expense in Overland Road.) 2. That the owners be allowed to install and utilize as originally designed and approved individual septic tank and leach field systems in the project. (NOTE: The owners do not object to the project being immediately connected to the City of Meridian sewer system once a city sewer lateral is avail- able at the project to connect to the sewer "dry" lines installed by the owner at his own expense.) 3. That the City of Meridian not assess any sewer or water hookup fees as a condition of obtaining building permits so long as city central utilities are not available to the project as defined above. If the above conditions are satisfactory to the City then Mr. and Mrs'. Hosac are desireous that the annexation procedings be finalized., If these conditions are not satisfactory to the City then they wish to withdraw their application and terminate the proceedings until such a time that the matter can be resolved.
