annexed. He appreciated he developers putting thes par els together.
He stated that he felt t it t as some Piggy bacing-in on with
these annexation to get tie Gol Course annexed; and that he is concerned
about the Community 1 hatii being developed tha cou d be hindered in its
planning by these large areas o "A" Residential that mig t turn out to not
be this zoning. _
Annexing large parcels sh uld b held up until the c mmunty pl4n is developed.
Mr. Williams also felt that no ievelopmeat should be allo ed until this
plan is completed.
The Mayor remarked that h felt that these proposals were good 4evelopment

To Meridian City Planning and Zoning: Dated December 19, 1977.
The Sub -committee, charged with making recommendations regarding the
areas best suited for Industrial and Heavy Commercial Developement,
would like to voice their views as to the total impact area for Meridian.
We feel the boundaries should range in the approximations of the County
line on the Wes J Highway 20-26 on the North.Cloverdale on the East as
far South as the Freeway -Overland area, then including 5 Mile, 8 Mile,
and 10 Mile creek drainage but extending no farther East than Cole Road
or the New York canal whichever comes first, then returning West to the
County line in the general vicinity of the Rawson canal.
The Committee feels the surface and sub -surface water from the South -
East could affect Meridian, also prevailing weather'from the North-West
could affect the air in all these areas.
Meridian continuity has been very strong with the people in the area
through shopping and services rendered.

Section 3. This Ordinance shall be in full force and effect
from and after its passage, approval and publication as required
by law.

CITY OF MERIDIAN
WHEREAS the Mayor and City Council of the City of Meridian,
Idaho, hereby find, and said finding is hereby made that:
1. The City is required, pursuant to Section 67-6526,
Idaho Code, to adopt an Area of Impact by January 1, 1978.
2. The City has been unable to so adopt an area of impact
,under the normal of Chapter 65, Title 67, Idaho Code.
3. That if the City fails to designate by some lawful
means an area of impact the cities public health, safety or
welfare may be imminently imperiled.
4. That Section 67-6523, Idaho Code authorized a'means of
temporarily adopting an area of impact.

an area of impact which imperils the public health, safety, and

We have received a copy of a letter from Mr. W.W. Sacht, P.E,
of the State Department of Transportation, Division of Highways concerning
the Division of Highways acceptance of 'work done on the State Highway
System by Idaho Construction Company during the construction of your
recent Water Distribution System Improvement Project. The Division of
Highways acceptance of the work by Idaho Construction Company completes
the list of items noted in our final inspection of the project and to
the best of our knowledge Idaho Construction Company has completed all
work as called for in the plans and specifications for the project.
Between the time of our final inspection and the receipt of
the above referenced letter however, some settlement has occurred in the
trenches where water lines were laid. The Ada County Highway District
' has made temporary patches in some locations to reduce road hazards; but
these patches will need to be replaced by Idaho Construction Company at r
the appropriate time.
We are required by our contract with you to perform', an inspection
11 months after final completion. Under that agreement we would perform
the inspection in November of 1978. Unfortunately, because of the sold
weather prevailing at that time of year, it is difficult to construct thin
asphalt pavement patches such as will be required to rectify the settlement
problems. We would suggest that we perform final inspection of the pave-
ment patching during September of 1978 in order to allow Idaho Construction
Company to _do the required patching during warmer weather. We'would `then
complete our inspection of other items of work in November of 1978 as
required. In the meantime, we have conducted an interim inspection of the
settlement problems and include a list of them as an attachment to this
letter.

The following list of deficiencies are a result of an interim
inspection conducted December 2, 1977.
1. The pavement is not smooth with an abrupt edge crossing
East 2nd Street at East 2nd Street and Carlton Avenue. Also, settlement
has occurred in front of a fire hydrant on East 2nd Street.
2. Settlement has occurred around the valve at Meridian Street
and Gem Avenue.
3. The trench area has settled and the asphalt has broken up at
Meridian Street and King Street on the North side.
4. The pavement has broken up at Meridian Street and Taylor
Avenue.
5. The trench has settled around the gate valve at Meridian
Street and Broadway Avenue.
6. Settlement has occurred around valve boxes at West 4th
Street and Pine Street.

Dear Engineers:
If and when we exercise our option and do purchase/build in
Meridian's Crestwood 1 or Crestwood 2 Industrial Park, will
it be possible to install, at some later date, a water line
in the city sewer easement that will run east and west,
paralleling the south side of the Union Pacific Railroad
right of way?
Should we have to sprinkle, it will be advantageous to us to
install a loop feed system. The seller will be providing a
10" water line connection along Taylor Avenue and S. W. 10th
Street. The water for this will comefrom the south. There is
another north -south line that is running northward along the
west boundary of the Nuico property. The best water supply
loop we can imagine would be a connection at the point the
water line crosses the sewer easement. We could then run
westward using the city sewer easement. Of course, all this
depends upon the codes for sewer and water, plus the initial
construction design and details.
Please keep the above in mind. If such suggestion is contrary
to the best interests of the city of Meridian, drop the idea
and advise us to do something else.
