C] MERIDIAN CITY COUNCIL r~ u FEBRUARY 19, 1985 Regular meeting of the Meridian City Council called to order by Mayor Grant Kingsford at 7:30 p.m. Members Present: Bill Brewer, Ron Tolsma, Bert Myers, Bob Giesler. OtherG Present: Gary Schaffer, Earl Ward, Gary Smith, Kenny Bowers, Kevin- Robertson, Bob Mitich, Bob Spencer, Lee Roy Nelson, Lee Olson, Don Wolkins, Dick Yetke Lloyd Howe, George Wendt, Bill Barkell, Miriman Barr,. Bill Barkell, Wayne Crookston, Members of Scout Troop #89: Jack Blattner & Laura Hobbs Meridian FFA: Minutes of the previous meeting held February 4, 1985 were approved as written: Mayor Kingsford read a Proclamation delcaring the week of February 16- 23, 1985 as FFA Week. (Proclamation on file with these minutes) The Mayor presented this proclamation to Jack Blattner from the Meridian FFA who was in attendance at the meeting. Mayor Kingsford welcomed the members of Scout Troop #89 who were present to obtain Merit Badge credits. ITEM # 1: Decision on Upland Industries request for Comprehensive Plan Amendment. Councilman Erewer, as opposed to a motion ,I believe it is in the best interest and fairest to Upland Industries to pass a Resolution on this request. The Resolution has been drawn up by the City Attorney and the agreement signed by Upland Industries has been reviewed by the Attorney. The Motion was made by Brewer and seconded by Giesler to approve of Res- olution #98 pertaining to Upland Industries request for a Comprehensive Plan Amendment. (RESOLUTION # 98 ON FILE WITH THESE MINUTES) Motion Carried: All Yea: City Attorney advised the Mayor the Resolution required a roll call vote: Motion Carried: Brewer, Yea; Tolsma, Yea; Myers, Yea; Giesler, Yea; Item #2: Variance and Final Plat, Arnie Subdivision: Mayor Kingsford informed the Council the City had received a request to postpone action on this request until the March 4, 1985 Meeting. The Motion was made by Brewer and seconded by Tolsma to table until the March 4, 1985 meeting: Motion Carried: All Yea: Item #3: Request by Gerald Randolph to connect property located at 330 north Linder to City Sewer: Councilman Myers, Mr. Ward do you have any problems with this request? • MERIDIAN CITY COUNCIL PAGE # 2 FEBRUARY 19, 1985: Earl Ward, Wastewater Superintendent, no problems with this request Council recently approved connection for the property adjoining this parcel. The Motion was made by Myers and seconded by Tolsma to allow the property located at 330 North Linder to connect to the City Sewer System after the appropriate fees have been paid. Motion Carried: All Yea: ITEM # 4: Request by Larry Gray to connect to City Sewer System property located on North Ten Mile Road. Mr. Earl Ward stated he had no problems with allowing this property to connect to Sewer System. The Motion was made by Myers and seconded by Giesler to allow the request to connect to City Sewer System by Larry Gray upon payment of the applicable fees. Motion Carried: All Yea: Item #5: Ordinance #445: Mayor Kingsford read an Ordinance amending-the Meridian Comprehensive Plan; that said amendments pertain to revising the amendment provision and procedures to shorten the sequence of events in the amendment pro- cess and enable the Planning and Zoning Commission and the City Council to process Comprehensive Plan Amendments in a more timely manner: To the adoption of the Meridian Urban Limits and Functional Classification Transportation Map; To the changing of the Area of Impact as negotiated by the City of Meridian and the County of Ada; and to removing the Rural Residential Reserve portion of the North Curve Neighborhood from South of Fairview Avenue; and establishing an effective date. Is there anyone in the audience who wishes Ordinance #445 read in its entirety? There was no response. The Motion was made by Brewer and seconded by Tolsma that the rules and provisions of 50-902 and all rules and provisions requiring that Ord- inances be read on three different days be dispensed with and that Ordinance Number 445 as read be passed and approved. Motion Carried: Brewer, Yea: Tolsma, Yea: Myers, Yea: Giesler, Yea: Item #6: Ordiance # 446: Mayor Kingsford, An Ordinace establishing and fixing rules of proced- ure for Public Hearings before the City Council of the City of Merid- ian, State of Idaho: and providing an effective date hereof. The property is located outside the Meridian city limits on Ten Mile Road approx- imately 937 feet south of Ustick Road. It is bounded on the southeast side by Nine Mile Creek, and has a 20-foot easement for the main sewer line from Meridian City to the Meridian Sewer Plant on the southeastern boundary. I have enclosed a plat plan of the property for your convenience of loacating the area.
