DEPARTMENT REPORTS: U MERIDIAN CITY COUNCIL n U MARCH 18, 1985 Regular Meeting of the Meridian City Council called to order by Mayor Grant Kingsford at 7:30 p.m. Members Present: Bill Brewer, Ron Tolsma, Bert Myers, Bob Giesler: Others Present: Bruce Stuart, Earl Ward, Gary Smith, Kenny Bowers, Kevin Robertson, Wayne Crookston, Gary Schaffer, Terry Smith, Bob Spencer, Phil Choates, Dale Ryan, Elouise Ryan, Dale Bates, Martha Berry, Elizabeth Ryan, Lloyd Howe, Tom Cole, Sandra Murphy, Dennis Murphy, Ronda Lowe, Bob Mitich Minutes of previous Meeting held March 4, 1985 approved as written: Item #1: Public Hearing: Community Block Grant for Senior Citizens: P~ir. Dale Ryan, President of the Senior Citizens was present to rep- resent this request: Mayor Kingsford announced these Public Hearings scheduled on the Agenda would be conducted under the rules and provisions of Ordinance #446 but would waive the swearing in of the speakers. Mr. Ryan, I am here tonite to request that the City of Meridian apply for a Community Block Grant for the Meridian Senior Citizens in the amount of $4,950.00. These funds will be used for air conditioning, insulation and covering the ramp. There were no other comments, Public Hearing closed. The Motion was made by Giesler and seconded by Brewer that the City apply for a Community Block Grant for the Meridian Senior Citizens in the amount of $4,950.00. Motion Carried: All Yea: Councilman Brewer,I would like to commend the Senior Citizens on what the have accor.lplished and the citizens and businessmen in Meridian who have helped them accomplish their goal. - Mayor Kingsford agreed. Item #2: Public Hearinq: Community Development Grant for Revolving Loan Fund. Mr. Phil Choates, Executive Director, Ida-Ore Planning & Development Association was present to represent this request. Mr. Choates explained the different Grant Programs and the Funds that were available for these Grants. The application we are talk- ing about here tonite is for a single year Grant project in the amount fo $250,000.00 for a Revolving Loan. Power Dynamics Corporation is to be the rec~:~?~~~~ of this Grant if approved. CITY COUNCI~ • MARCH 18, 1985 PAGE # 2 This Grant would be received by the City and then loaned to the Development Corporation who would in turn administer to the recipient. The repayment of this Revolving Loan Fund would be approximately $35,000.00 per year and as the fund`are repaid would be available for other projects. I would be happy to answer any questions of the Council. Brewer, does this address the Senior Citizens facility? Choates, it does not compete with the Seniors Center, there are sep- arate funds which the different Senior Citizens are eligible for. - -'There was~ no further question or testimony, Public Hearing was closed. The Motion was made by Brewer and seconded by Tolsma that the City apply for a Revolving Loan Fund Grant in the amount of $250,000.00. Motion Carried: Al1 Yea: Mayor, Mr. Choates you will proceed with the application? Choates, will try to have it completed by early next week. Item #3: Public Hearing: Conditional Use Permit for Sandra Murphy for Beauty Salon. Mrs. Murphy was present to represent this request. Mayor Kingsford opened the Public Hearing. Mrs. Murphy, I am requesting a two operator beauty salon located at 1418 west 2nd Street. We have had no objections from the neighbors within 300 feet. I have been a hairdresser for fifteen years and would now like to have my shop located at residence. There were no comments from the public, Public Hearing closed. Mayor Kingsford, any questions of the Council? Myers, I see by the Findings of Fact prepared for the Planning & Zoning the requirements of ACHD are being omitted. Crookston, that is the Planning & Zoning recommendation. Giesler, I have a question on parking. You only have a single width driveway, where are your customers going to park? Mrs. Murphy, there is a space on the other side of driveway and out by the mailbox as well as across the Street. Giesler, how many vehicles would be there at one time? Murphy, Three at the most, a lot of the neighbors would be walking I plan to only schedule one appointment at a time. CITY COUNCI~ • MARCH 18, 19 PAGE # 3 Gary Smith, City Engineer, the sewer line which serves this property is a problem line and has to be hydro-cleaned weekly. We are in the process of having an obstruction removed out by Cherry Lane so that a T.V. Camera can be put into the line to discover just what the problem is. This line has an adverse grade. This is the line that has backed up several times and flooded peoples houses. There has been three claims on one house. Mr. Ward and myself are very hesit- ant about allowing additonal useage until this problem is eliminated. We hope to have the obstruction on Cherry Lane repaired in short order and will proceed post haste on solving the balance of the problem. Mrs. Murphy , am I to understand this is the only objection we have? Mayor Kingsford, certainly the only one I have heard voiced. We have not talked about the hookup fees, were you aware of those? M~phy, well you might go over them again. Mayor KIngsford, what he is talking about here, are you talking about two operators? Murphy, not at the present but in the future I p~an to hire somebody, at the present time it would just be myself. Mayor Kingsford, based on two operators, they are showing additional hookup fee tor sewer and one for water, which would be $750.00 for sewer and $380.00 for water. The Motion was made by Brewer and seconded by Tolsma that the request for a Conditional Use Permit by Dennis and Sandra Murphy for a two station beauty salon at 1418 West 2nd Street be tabled for sixty (60) days, giving them the opportunity that should the problem with the sewer line be cleared up prior to this time they have the opportunity to come back and we will bring request off the table. Motion Carried; All Yea: Mayor Kingsford, I would appreciate if you, Mr. Ward and Mr. Smith would proceed post haste at solving the problem. Item #4: Transfer of Beer & Wine License: Whitewater Saloon from Lyle Tuller to Larry Hendrix: Mayor Kingsford, Acting Chief Robertson do you have any objections to this transfer? Robertson, Police Department has no problems or objections. The Motion was made by Tolsma and seconded by Giesler to approve the transfer of the beer and wine li~ense of the Whitewater Saloon from Lyle Tuller to Larry Hendrix. Motion Carried; Al1 Yea: CITY COUNCI~ • i~IARCH 18 , 1 PAGE # 4 Mayor Kingsford, One item that is not on the agenda, we have a request from UPRR for Termination of Water Line Crossing Agreement #LD 22563. The Council needs to make a motion to authorize me to sign this termin- ation. ~ Gary Smith, City Enqineer, I have contacted UPRR and there was two crossing agreementsfor this crossing Agreement #~ 22544 issued July 9, 1973 and this Agreement # 22563 issued June 20, 1977. It appears this is housecleaning request by UPRR., as we still have the crossing under the first agreement. There was more discussion. The Motion was made by Myers and seconded by Tolsma to authorize the Mayor to execute the termination agreement #LD 22563. Motion Carried: Al1 Yea: Department Reports: Gary Smith, I have received a letter from ACHD where they are not going to make adjustments for utilities when redoing streets. It will be the responsibility of the owner of the utility to make these adjustments. (Letter on file with these minutes). There was discuss- ion on this matter as to costs to City and budget problems. Councilman Tolsma inquired as to the status of the business being conducted at the old Ron's Tire location and Steve Nesmith conducting business on Bower Street. Councilman Brewer, I was asked by Walt Morrow who was unable to attend to night to publically thank the Fire Department for the their help and assistance during the fire at my home. Mr. Morrow will be here at a later date to express his gratitude. The railroad crossing on East First was discussed and Acting Chief Robertson advised he had been in contact with UPRR regarding this crossing. Mr. Lloyd Howe of Upland Industries advised he would attempt to assist in this matter. These overlays are scheduled to begin during the month of April, 1985. Utility adjustments such as manhole frames and covers, and valves will be the responsibility of the owner of the facility. Those adjustments not completed prior to the placement of the pavement will be paved over and no provisions will be made by ACHD to reference those facilities. ACHD will incorporate a bid item in each of its overlay contracts for "manhole adjustments to grade." Affected utilities can, in writing, request the ACHD perform these adjustments and reimburse the ACNO at the unit bid price.
