DEPARTMENT REPORTS: ~ ~ LJ • MERIDIAN CITY COUNCIL APRIL 15,1985 Regular Meeting of the Meridian City Council called to order at 7:30 p.m. by Mayor Grant Kingsford: Members Present: Bill Brewer; Ron Tolsma; Bert Myers; Bob Giesler; Others Present: Kevin Robertson, Bruce Stuart, Kenny Bowers, Bob Mitich, Lynne Houghton, Laura Hobbs, Lloyd Howe, Earl Ward, Gary Smith, Gary Schaffer, George Wendt, Bill Barkell, Moe Alidjani, LeeRoy Nelson, Bob Spencer, Sandra Murphy, Dennis Murphy, Wayne Crookston. Minutes of the previous meeting held April 1, 1985 were approved as writtenc Lynne Houghton from the Idaho Thoughbred Breeders Association asked the community support of the horse racing in the State of Idaho, advised that a track was opening in Evanston, Wyoming and they were offering higher purses which could greatly effect racing in the State of Idaho. There would be a Meridian Community Days held May 11, 1985 and would appreciate the Mayor giving away the winning blanket. There would be buses from Meridian that day at no charge to the riders. Mayor Kingsford read a Proclamation declaring the week of April 14-20, 1985 as S.A.D.D. and Safety Week. Miss Laura Hobbs, Meridian FFA was present to accept the signed Proclamation. (Copy on file with these minutes) Mayor Kingsford, read a Proclamation declaring the week of April 21-27, 1985 as Reading is Fun Week. (Copy on file with these minutes) Item #2: From the Table, Request for Conditional Use Permit by Sandra Murphy for 2 Operator Beauty Salon. The Motion was made by Brewer and seconded by Tolsma to bring this request from the table as the sewer line in question had been repaired and to approve the Findings of Facts and Conclusions as prepared by the City Attorney for the Planning & Zoning Commission: Motion Carried: All Yea: The Motion was made by Giesler and seconded by Brewer to approve the Conditional Use Permit for Dennis and Sandra Murphy for a two operator Beauty Salon at 1418 West Second~with the stipulation they pay the additionalhookup fees. ` Motion Carried: All Yea: Item #3: Lawrence Rackham, Mr. Rooter Service, Mr. Rackham called the City Clerk and postponed to a later date. ---__._ Item #4. W.D.& Ken Thompson, The TYiumpsons~were not in attendance at the meeting. ~ , ~ MERIDIAN CITY •UNCIL • APRIL 15, 1985 PAGE # 2: Item #5: Appoint Additional Member to Air Quality Board: Mayor Kingsford , I have contacted Mr. Pete Michaelson and he has agreed to serve on the Air Quality Board with Councilman Ron Tolsma, I am at this time asking the City Council,apnrove his appointment to the Air Quality Board. The Motion was made by Brewer and seconded by Myers to approve the appointment of Pete Michaelson to the Air Quality Board. Motion Carried: All Yea: Item #6: Appoint New Police Chief: Mayor Kingsford, I would like to publically thank all the applicants we had for the Police Chief position, we had twenty-five applications and believe we had some very qualified persons apply. The Police Commissioner ,Bob Giesler and myself have decided on Mr. Roy Porter who is unable to attend tonite as he is being married and I ask the Council to approve this appointment. Commissioner Giesler, gave a brief summary of Mr. Porter's background and qualifications. The Motion was made by Myers and seconded by Tolsma to approve the appointment of Mr. Roy Porter as the new Meridian City Police Chief. Motion Carried: Al1 Yea: N~y~r Kingsford, I would publically like to thank Mr. Kevin Robertson ~for the job he has done for theCity.o~ Meridian as Acting Police Chief since the resignation of Doug Nichols and for his help and time spent in the selection of a new chief. C~uncilman Giesler, also publically thanked Mr. Robertson for a job well done. Item #7: May l, 1985 through May 7, 1985 Cleanup Week: Mayor Kingsford, Mr. Alidjani has advised the City that during the week of May 1, 1985, through May 7, 1985, Sanitary Service would pickup any item free of charge which the residents of Meridian needed to dispose of. These items would be picked up on the regular trash day or if needed they would make a special trip upon being notified. Councilman Brewer suggested this be limited to items within reason. Department Reports: Robertson, the Police Department has been swamped with calls about illegal parking in subdivisions. Main complaints are about people parking on the sidewalk and parking facing the wrong way. I would appreciate'if the Press could run something in the paper to warn residents to try to comply with the law when they park. If the complaints continue the only recourse we the Police Department has . ~, MERIDIAN CITY UNCIL • APRIL 15, 198~ PAGE # 3 is to go on an enforcement action. I would hope the residents would start complying on their own. We are also getting complaints about people parking to close to intersections. Mayor Kingsford, Mr. Smith do you have the item we discussed, do you want to talk about that tonite, I would consider it for an Executive Session if you so desire. Smith, that is fine, I have one other thing, I would like to thank Bruce and your crew for the work they did out at the Golf Course for putting in that overflow line, they worked dilgently at it and got it put in Friday evening in time for water coming in. Mayor Kingsford expressed his thanks also. Mayor Kingsford expressed thanks for the repairs to the railroad track to Mr. Lloyd Howe. Councilman Brewer commended Kevin Robertson for a job well done. The Motion was made by Brewer and seconded by Tolsma to go into exe- cutive session at 7:50 p.m. to discuss personell. Motion Carried: All Yea. AND SAFETY WEEK APRIL 14-20 WHEREAS, injury from alcohol-related accidents is teenagers #1 health problem today; and tn'HEREAS, teenagers who drink and drive cause the death of them- selves and others; and WHEREAS, teenage passengers show a high rate of death starting at age thirteen; and WHEREAS, in 1980 more than 7,000 teenagers lost their lives in alcohol-related auto fatalities; and WHEREAS, S.P..D.D. Students Against Driving Drunk, is a group of st~dents organized tc ~elp sav~ their own Iives and the lives of others: to educate students about the problem of drinking: and to increase public awareness and prevention of this problem everywhere; and WHEREAS, many deaths and injuries result from careless accidents due to fire, chemicals, machinery, wood c,~tting, home appliances, electricity, farm operation, and outdoor recreation such as hunting and boating, T~3EREFORE, I do hereby designate the week of April 14-20, 1985 as S.A.D.D. and SAFETY WEEK. BERT MYERS ROBERT GIESLER BOBSPENCER Chairman Zoning & Planning wHEREAS, yqung people in o-ur city and throughout America should be motivated to read and acquire the basic skills necessary for responsible citizenship; and WHEREAS, NATIONAL READING IS FUN WEEK, April 21-27, is the high point of a project to promote reading, sponsored by Reading Is Fundamental, Inc., a nonprofit organization that helps local communities motivate their young people to read; and WHEREAS, National Reading Is Fun Week will be a nationwide event in which millions of children are participating: NOW, THEREFORE, I, THE MAYOR OF THE CITY OF MERIDIAN do hereby pro- claim April 21-27, 1985, RET~DING IS FUN WEEK in the city of Meridian, and urge the parents, teachers, local officials, business people and citizens of our city to celebrate this week by working to promote reading for all our nation's young people.
