MERIDtAN CITY COUNCIL AUGUST 22. 1994
The special rneeting of the Meridian City Council was called to order by Mayor Grant
Kingsford at 9:20 P.M.:
MEMBERS PRESENT: Walt Morrow, Max Yerrington, Bob Corrie, Ron Tolsma:
OTHERS PRESENT: Will Berg, Gary Smith, J~nice Gass, Wayne Crookston, Chief
Bowers, Chief Gordon, Jo Bolen, Terrilyn McCormick, Sheri Baker:
Kingsford: Firsf off I will open the meeting to adopt a tentative budget and likewise to
amend the 93/94 fiscal year budget. Jo Bolen the Auditor will be discussing the
amendment to the 93/94 Budget.
Bofen: The only one that laoks like it needs to be amended is the General Fund based
upon the e~enditures (inaudible). There were a cauple areas of the revenues that were
fairly high and what t suggested to Will tfiat in a couple of the areas to make sure there
was a Iittle bit of leeway (inaudible) $160,000 to give a little leeway in case there was
something to happen that we weren't aware of. One of them was in the area of the Impact
fees. So far $123,000 (inaudible) July over budget. Another area we also looked at was
the (inaudible). It is basically just a matter of which couple of line items (inaudible). I
suggested $150,000 (inaudible) looks tike in the neighborhood of $75,000 or $80,000.
So over in July expenses, in August and September (inaudible).
Kingsford: We need a motion to approve the amended budget (inaudible)$150,000
increase in revenue and $150,000 increase in expenditure. (Inaudible) We are talking
about (inaudible) building permits, we are talking about mechanical, we are talking about
Impact fees, we are talking about which are attached to the Highway District (inaudible)
development (inaudible) impact fees that have gone to the Highway District (inaudible).
We've got their last months Irnpact fees so I think (inaudible).
(Discussion Inaudible)
Kingsford: Largely we are talking about mechanicat and in the area of Impact fees.
Morrow: (Inaudible)
Kingsford: Right but it has to be done because we can't spend what we budgeted unless
we have it in the revenue.
Morrow: So moved
Corrie: Second
Kingsford: Moved by Walt, second by Bob Corrie to to amend fiscal 93/94 budget to

increase $150,000 in revenue and $150,000 in expenditures, all those in favor?
Opposed?
MOTION CARRIED: All Yea
Kingsford: The numbers for this year's budget, do we have those for (inaudible) total.
Bolen: (Inaudible)
Kingsford: t just need the totals (inaudible).the budget then that we are looking to adopt
for the General Fund is $5,667,443 and that (inaudible) park, talking about Five Mile and
all of those things that we discussed (inaudible). Any discussion? Entertain a motion ihen
to approve that.
Yerrington: So moved
Tolsma: Second
Kingsford: Moved by Max, second by Ron to approve the tentative budgef for fhe General
Fund of $5,667,443, all those in favor? Opposed?
MOTION CARR1ED: All Yea
Kingsford: And the now the Enterprise.
Bolen: Unless Gary has sorne projections (inaudible).
Kingsford: You are talking about something besides (inaudible) though Jo, Gary's salary
and Janice's and Will Berg's.
Bo(en: R'ight, but you also some areas down in the expenses that really give you a little
bit of leeway when you get down into the transfers and depreciation.
Kingsford: (lnaudible) Is that then $6,332,123 is that it?
Bolen: That would be strictly water, sewer and (inaudible).and there is a additional
$360,000.
Kingsford: So $6,682,123 for Enterprise which is Clerk, sewer, water and golf course and
sanitation, $6,682,123.

Morrow: So moved
Yerrington: Second
Kingsford: Moved by Walt, second by Max to approve the Enterprise fund for the tentative
budget in the amount of $6,682,123, all those in favor? Opposed?
MOTION CARRfED: All Yea
Kingsford: Limited to (inaudible) I want to thank everyone thaf participated particularly Jo
Bolen who went above and beyond the call of duty because she is a native of Meridian
(inaudible). I appreciate you coming in Sheri, it is always good to have at least a member
of the public and all of the department heads that you very much for your input. Entertain
a motion to adjourn.
Corrie: So moved
Tolsma: Second
Kingsford: Moved by Bob, second by Ron to adjourn, all those in favor? Opposed?
MOTIDN CARRIED: All Yea
