DEPARTMENT REPORTS: . ~ • • MERIDIAN CITY COUNCIL DECEMBER 16, 1985 Regular Meeting of the Meridian City Council called to order by Mayor Grant Kingsford at 7:30 p.m.: Members Present: Bill Brewer, Ron Tolsma, Bert Myers, Bob Giesler: Others Present: Miriam Barr, Bill Barkell, Gary Schaffer, Wayne Crookston, Bob Spencer, Ronda Lowe; The Motion was made by Myers and seconded by Brewer to approve the Minutes of the previous Meeting held December 2, 1985 as written: Motion Carried: All Yea: Mayor Kingsford read a Proclamation declaring the Week of December 15-21, 1985 as "National Drunk and Drugged Driving Awareness Week". Item #1: Price/Claremont Settlement: Mayor Kingsford advised the Council that the recent payment made by the Price/Claremont Development Company was not in aggreement with the Development Agreernent they had signed and even the Council had approved this verbally it was necessary to approve for the record. Price/Claremont had submitted a letter of credit along with $25,000.00 instead of the $450,000.00 the agreement called for. This letter of credit expires on June 4, 1986: The Motion was made by Tolsma and seconded by Myers to approve the Letter of Credit and the $25,000.00 received from Price/Claremont Development Company in lieu of the $450,000.00 cash until June 4, 1986 at which time it has to be renewed or renegotiated. Motion Carried: All Yea: Item #2: Air Quality Ordinance: Myers, I have visited with one of our Board Members Mr. Michelson and he advised that the Ada County Commissioners do not have this on their Agenda until We~7.~~esday, December 18, 1985, therefore I would make a Motion to table ~~is item until our next meeting or until Ada County takes some action. The Motion was seconded by Tolsma. Motion Carried: All Yea: Department Reports: Mayor Kingsford, on the January 6, 1986 meeting the Faye Brewer Applic- ation for a re-zone comes up for a hearing, what is the Council desire to have a Hearing Officer or not? It was the consensus of the Council to have a Hearing Officer. Brewer abstained from this discussion. MERIDIAN CITY COUNCIL • • DECEMBER 16, 1985 PAGE # 2: Mayor Kingsford, on December 11, 1985 the Economic Development Corporation had a Special Meeting to consider the Application of Terteling Trust #7 for Industrial Revenue Bonds and passed Resolution #5 an Inducement Resolution for approval of this Application, counselor has advised that City Council should approve the action of the Economic Development Corp- ation. The Motion was made by Myers and seconded by Giesler that the City Council approve the actions of the Economic Development Corporation: Motion Carried: All Yea: Being no further business to come before the Council the Motion was made by Myers and seconded by Tolsma to adjourn at 7:40 p.m.: Motion Carried: All Yea: (TAPE ON FILE OF THESE PROCEEDINGS) APPROVED: G NT KINGSF RD, MAYOR ST: City Clerk Mayor & Council P&Z ommission A y, Eng, Fire Police, Ward, Stuart, Kiebert, Hallett Valley News, Statesman ACHD, ACC, ACZ, CDH NIMD, BRA, Mitich Mail (2) File ( 3 ) " brcember 15 - 21, ]9~5 WHEREAS • • Traffic crashes involving alcohol caused approximately 23,500 deaths in the United States in 1984; Traffic crashes also play a substantial role in serious injuries, causing most of the new cases of epilepsy and paraplegia in the United States each year; Between 45 and 55 percent of fatally injured drivers have alcohol concentrations in their blood above the legal limit, and this fig- ure rises to 55 to 65 percent in single-vehicle crashes; In Idaho in 1984, 73 persons died in alcohol related accidents. Costs of alcohol related accidents in Idaho were at least 28 mil- lion dollars; There are increasing reports of collisions involving drivers who have used prescription or illegal drugs; There has been a groundswell of national and local activity aimed at these problems through citizens' groups, task forces, and the Presidential Commission on Drunk Driving, and Idaho's new DUI Law; Increased public knowledge about the gravity of the problem of drunk and drugged driving may convince alcohol and drug users to refrain from driving, and may stimulate interest in research about effects of drugs on driving ability and the incidence of traffic crashes; National awareness of the problems of drunk and durgged driving may help to sustain current efforts to develop comprehensive solutions at the State and local levels; and The Christmas and New Year's holiday period is a particularly ap- propriate time to focus national attention on this critical prob- lem, because more drivers are on the roads, more social functions are attended, and more traffic collisions occur. NOW, THEREFORE, it is _ , ~_ RESOLVED, that _fis!_L~G~~'"J joins with the United States' Congress t President of the United States, legislatures, city and tow councils, governors, mayors, and other citizens across the Nation, in designating the week of December 15 - 21, 1985 as "National Drunk and Drugged Driving Awareness ~Veek" in supporting national and local observances thereof, and in reminding our fellow citizens that safety belts and child safety seats are our best defense against all the hazards of the road.
