5. Characteristics which make a zoning amendment desirable.

The 397.11 -acre site is located within Section 25, T4N, RI W, bounded by Chinden,
Meridian, McMillan and Linder. The site is contiguous to Meridian City limits on the west.
The site as proposed will have a variety of single-family residences, medium to higher
density residential, public schools (elementary and high school), churches, retail &
commercial uses, public and private services, and recreation facilities. Paramount provides a
diverse housing product mix, which is very desirable for this area of Meridian.
6. Necessity and desirability of development pertaining to the zoning amendment and
harmony with adjacent development.
Paramount will provide a lifestyle choice to current and future residents of Meridian. There
are a variety of proposed housing types, as well as usable open space and private amenities.
7. How the proposed zoning amendment relates to the City of Meridian Comprehensive
Plan.
Paramount complies with the 2002 Comprehensive Plan's residential land use map, goals,
objectives and actions:
CHAPTER VI
Goal I, Objective A, Action 2: Support the location of school sites within every square
mile in undeveloped areas.
Goal I, Objective B, Action 1: Actively involve Joint School District No. 2 in
subdivision site selection before plat processing (pre -
platting schedule meetings).
Goal I, Objective B, Action 2: Require elementary schools to be sited in locations that
are safe for the children, easily accessible by the public
and provide a visual and "user-friendly" benefit to the
neighborhood. Elementary schools should not be
"hidden" within subdivisions or otherwise made
inaccessible to the public. The City encourages all
schools to have public street frontage.
Goal II, Objective A, Action 5: Require pedestrian access connectors in all new
development to link subdivisions together to promote
neighborhood connectivity as part of a community
pathway system.

Develop alternative modes of transportation through
pedestrian improvements, bicycle lanes, off-street
pathways, and transitoriented development as
appropriate.
Goal II, Objective A, Action 16:
Require continuous, grid-like collectors around the
north-south and east-west half-mile lines within the
undeveloped sections of Meridian's Area of Impact at
the time of new development. Such collectors should be
the primary designated bike lane routes in lieu of
Arterial streets, whenever possible.
