On behalf of Paramount, LLC, I submit to you Paramount, a planned development. This is a
unique project from the standpoint of overall design, mix of uses and ownership. We are
confident that the City of Meridian will be extremely pleased with Paramount as it progresses
through the development process
As you will note from the application, Paramount has a variety of uses. With this letter I bring to
your attention a single item, which is the Mixed -Use Designations and the projected land uses.
Within four mixed-use areas, we estimate there to be approximately 577,606 square feet of office
and retail space. Because this is a conceptual approval for these mixed use areas, and they will
be required to submit subsequent conditional use permits for detailed approvals, we have not
included any fees for the office and retail space. We request your involvement in determining an
appropriate fee, if any, for these items. Please contact me at your earliest to discuss this issue.
With that we look forward to an expedited review process and the opportunity to discuss
Paramount with both the Planning & Zoning Commission and the Meridian City Council.

8. Planned Development.
Paramount is a planned development located within Section 25, T4N, Rl W, bounded by
Chinden, Meridian, McMillan, and Linder. Paramount will have a diverse housing mix of
single-family residences, medium to higher density residential, public schools (elementary
and high school), churches, retail & commercial uses, offices, public and private services,
and recreation facilities.
The purpose of the Planned Development application is four -fold:
1. Identify, set and establish a mix of land uses and zones.
2. Establish setback and dimensional standards for all detailed single-family residences, and
for the future Single Family Residential Area identified as Lot 1, Block 43.
3. Permit, as allowed uses upon recordation of final plats, all detailed single-family
residences, the community center, the elementary school, the high school, LDS church
and LDS seminary. The future single-family residential phase identified as Lot 1, Block
43, will require a preliminary plat, but is not required to go through the another planned
development process.
4. Provide the framework and development plan for which all -future detailed conditional
use permits, and plats, if applicable, may proceed for Paramount, specifically for the
townhouses, apartments, Village Mixed -Use Centers, and Community Mixed -Use
Centers.

Mixed -Use Areas. These four areas (two Village Mixed -Use Centers and two Community
Mixed -Use Centers) are proposed to have a total of 577,606 square feet of office / retail
space. These areas are each identified as a lot and block within the preliminary plat, as well
as identified with specific zones through the annexation / zoning applications. Detailed plans
will be submitted for approval through the conditional use process at a latter date as demand
warrants, and as future office and retail tenants are identified. It is important that the Planned
Development process conceptually approve these uses so that the land use pattern is clearly
and unequivocally identified for both the City of Meridian, and residents that will live within
and / or near Paramount.
Comprehensive Plan. Paramount complies with the 2002 Comprehensive Plan's residential
land use map, goals, objectives and actions:
CHAPTER VI
Goal I, Objective A, Action 2: Support the location of school sites within every square
mile in undeveloped areas.
Goal I, Objective B, Action 1: Actively involve Joint School District No. 2 in
subdivision site selection before plat processing (pre -
platting schedule meetings).
Goal 1, Objective B, Action 2: Require elementary schools to be sited in locations that
are safe for the children, easily accessible by the public
and provide a visual and "user-friendly" benefit to the
neighborhood. Elementary schools should not be
"hidden" within subdivisions or otherwise made
inaccessible to the public. The City encourages all
schools to have public street frontage.
Goal II, Objective A, Action 5: Require pedestrian access connectors in all new
development to link subdivisions together to promote
neighborhood connectivity as part of a community
pathway system.
Goal Ir, Objective A, Action 8: Develop alternative modes of transportation through
pedestrian improvements, bicycle lanes, off-street
pathways, and transit oriented development as
appropriate.
Goal II, Objective A, Action 16: Require continuous, grid -like collectors around the
north -south and east -west half -mile lines within the
undeveloped sections of Meridian's Area of Impact at
the time of new development. Such collectors should be
the primary designated bike lane routes in lieu of
Arterial streets, whenever possible.

affordable housing opportunities.

• A 10 -foot paved regional pathway system as identified in the Meridian Comp Plan.
The pathway begins at Linder Road and follows along the north side of Paramount
Drive and Chaplin Drive, continues along the east side of Cinema Way up to Director
Way, and then along the north side of Director Way to Meridian Road. The pathway
will traverse the entire section.
• Additional homeowner parks and open space, Lot 1, Block 24 (33 acres), Lot 1,
Block 29 (1.7 acres), and Lot 1, Block 38 (1.5 acres).
• Micropath connections to the High School, Lot 9, Block 3, and Lot 44, Block 3.

E. Special Requests:
1. Block Length. Paramount has five (5) blocks, that exceed the allowable block length.
We ask that the block length be exceeded in the following locations:
Block 1, Block 3, Block 7, Block 11, and Block 24.
Sales Trailer. As an allowed use with the planned development, we propose the use
of sales and information trailers. At this preliminary phase, no specific site is
identified. However, at the fust final plat, we will identify a location, and submit a
site plan to staff for review. It will comply with the underlying setbacks applicable to
the selected site.
Since Paramount is a multi -phase, multi -use development, it is appropriate to have
sales and information offices on site, at all times. We ask for the opportunity to move
the trailer or site multiple trailers at various sites within Paramount. At that point, we
will submit site plans and locations for staff review and approval.
This specific request should be applied to the entire Paramount planned unit
development, and should be valid for the duration of the project.
