I am writing a response to the Staff Report for the Harmony Preschool CUP for the July 17th Planning and Zoning Meeting. I am the applicant who is requesting to transfer the Conditional Use Permit for Conndra Steeves Day Care Center (CUP-04-029) to continue operating as Harmony Preschool. The facility's usage as a preschool would stay exactly the same, but I would take ownership of the facility. The property would not be altered in any way and no modifications to the conditions of approval are requested with this application. I would like to address a couple of issues in the Staff Report: 1) Drop-off area/Parking -Since the daycare began in 2004, the drop- off/parking area provided at the front of the school has always been adequate for drop-off and pick-ups. Three cars can park in the driveway and 2 cars can park on the public road in the front of the daycare. These spots are not employee parking. Employees park in the garage. Most of the children come in carpools, and we rarely see more than 2 or 3 cars at a time. Officer Tom Baker from Meridian City Code Enforcement visited the preschool and watched parents drop off their children. He mentioned that the drop-offs occurred in an orderly manner and he saw no concerns or violations with the parking. 2) North Fence -Staff is recommending the applicant replace the north portion of the fencing with anon-scalable type fence. In April, I spoke with Nampa and Meridian Irrigation District. They required us to write a formal request to them asking for a removal of the chain-.linked fence to be replaced by a wood fence. They wrote us a letter stating,: "Please be advised that the Nampa & Meridian Irrigation District has an 80 foot easement. The chain linked fence on the north side of the yard next to the canal was installed within this easement. The chain linked fence is in place with our approval therefore it would seem slats would be the most logical way to comply with this code requirement. A wooden fence in the easement area poses a challenge for the District when burning weeds.
