This is in response to the application CUP 08-014 of Michelle Hutchings.
We are absolutely, completely, totally opposed to having Michelle Hutchings operate this
business in our residential neighborhood. This preschool has caused terrible problems in
our neighborhood. Under the direction of Michelle Hutchings the problems have
significantly increased. When she- took over as director last summer she opened a
summer preschool program. We had several assurances that this business would never
operate during the summer. It was such a safety hazard for our children that we-had to
keep them inside because the terrible traffic created by this business threatened their
lives.
This past year the traffic problems became increasingly worse. Under Michelle's
direction the business traffic increased and the business customers were driving much,
much, much more aggressively. We had to drive our son to school because it was no
longer safe to walk him. At times it took several minutes to back out of our driveway
because of the high volume of business traffic generated by this preschool. We were
forced to keep our windows closed and curtains drawn because of the extreme traffic that
this business generates. This is a residential neighborhood, however, the actions of
Michele Hutchings clearly indicate-that she does not care about the destruction of the
quality of life in this neighborhood.
In addition, several safety problems have- been noted. In March a child was nearly hit by
a vehicle leaving the preschool. In March, April and May vehicles were rushing to the
preschool. These vehicles were traveling at excessive speed and driving on the wrong
side of the road to ease the angle of pulling into the driveway of the business. Although
we have complained and offered solutions to some of these problems we've seen no
evidence of any kind that Michelle Hutchings, as acting director, has done anything at all
to take care of any of these problems. In addition, we have witnessed Michelle
Hutchings speeding down our street on more than one occasion. It is also clear from the
problems created by this business, under the direction of Michelle Hutchings that she is
completely incapable of safely owning and operating a business in a residential
neighborhood. If this is how she manages the business as a director, we can only surmise
that things will quickly deteriorate when she becomes the business owner.
We strongly feel that it is imperative that this application for transfer of business
ownership is denied.
She can choose to open a preschool in her own home, or other commercial location. If
she chooses to stay on as director at the current business our solution would be that she
develop an aggressive plan for dealing with the serious problems this business causes in a
residential neighborhood. She needs to include plans for increasing the safety of the
residents of this neighborhood and reducing the traffic past our house by a minimum of
60%. The plan needs to be detailed and in writing. Then she needs to have a year as
director to demonstrate that she can follow through with the plan. She would be able to
reapply for transfer of ownership next year. VVe feel this solution is only fair to the
residents of our residential neighborhood.
Again, the application for transfer needs to be denied at this time. The health and safety
of our children and the other children in this neighborhood depend on it.

This is to follow up on our letter of July 7, 2008, a copy of which is attached. We will be
unable to attend the hearing of Michelle Hutchings on July 17, 2008.
However, we cannot stress enough how detrimental it will be to our neighborhood to
have Michelle Hutchings own and operate a preschool business.
Actions clearly speak louder than words and Michelle's actions during the past year
indicate that she does not caze al all about the damage-the preschool causes our
neighborhood.
We would like to have a calm, peaceful neighborhood and a safe place to raise our
children.
