Map quest map of the intersection at dispute is attached: • • POINT 1: I previously estimated an increase of appro~mately 650 vehicles at the intersection of Waltman Lane and the 75 foot section of West Central Drive. Please note that estimate was based upon a Meridian Police Department supplied counter over ten(10) years ago. Subsequent to that time the City has widened what is now main street; installed a traffic light and turn lanes at Main Street and central drive. Also the city extended Corporate drive from what is now main street to the east bank of the 10 mile lateral to approximately 10~' street. Meridian City also completed improved roadways at 3'~ street North and Sth street North from Franklin Road to Corporate drive with the result that the 650 car per day has already been exceeded by traffic using 5~' street and 3'~ street in order to shortcut tra.ffic on main street. I must increase any estimate of Waltman Lane to Central drive from 650 vehicles per daylight hours to well over 1000 vehicles per day at that intersection. • POINT 2: Last year the city renamed East 1~` street to Main Street. At that time it was published in the Meridian Newspaper that West Central Drive would be closed and traffic rerouted to Corporate Drive. As I recall, the person interviewed was none other than Ms. Deweerd. That statement is consistent with nearly 15 years of prior city planning. • POINT 3: I repeat that over ten years ago a retired judge developed what is now referred to as Mallards Landing who attempted to put a road from Loon Street to West Central Drive using Waltman Lane. The official who put a stop to that was none other than Ms Sherry Huber, Director of the Ada County Highway District. It is my understanding that the developer has hired an ACHD employee to support his contention of using Waltman Lane. I strongly suggest any Highway department employee attempting to subvert the official highway department position immediately discuss that issue with the Director and to remain silent until the person has written permission from her superiors. • POINT 4: It is reported that the developer made statement to the official committee that he had invited Waltman Lane residents to a neighborhood meeting, and that he was quite arrogant and obno~ous by his statement regazding no resident appearing at his "meeting". I can affirm that to my knowledge and questioning, NO Waltman Lane resident received such a document. It is indeed unfortunate that a self professed businessman would conduct himself in such a manner in the presence of those elected members of the committee. I guarantee you that had he in fact called such a meeting, Myself and Aldrich family would absolutely certainly have attended. . I respectfully request that the committee disregard the developers assertion, while keeping his conduct and attitude in mind. It is distressing when a self described businessman resorts to sophomoric theatrics to impress a professional goup such as yourselves. • POINT ~ 5: Although the mayor may have some validity in her claim to have some legal right to build her road; I reiterate that the city annexed the east half of Waltman Lane 24 years ago and has provided absolutely no services in the subsequent two plus decades. Mrs Aldrich and I both had our wells re-drilled in the late 1980s, and I had my well reinstalled by SOS well drilling 12 months ago at considerable personal expense since the city refuses to provide water, sewer, police and trash service to city residents on this street. If the developer attempts to widen Waltman Lane he will destroy several private wells, nullify several private septic fields and destroy '/z mile of irrigation ditch. Needless to say he WII.,L be sued accordingly. If I had any idea that a city official would do a complete reversal top a prior published statement I certainly wouldn't have risked loss of thousands by re-drilling where the original wells were located • POINT 6: The city clerk advises some degree of "give and take"; certainly the developer has clearly demonstrated TAKE ... However I recommend a degree of GIVE, by suggesting your anne~ng the west half of Waltman Lane so that the city tax coffers can receive nearly $1000 per acre per year and not have to provide any service to support that windfall profits as has happened for the past 24 years on Waltman and Johnson Lanes. Of course that section of roadway will have to forgo their service by Browning Ferris Trash company but even so yow SS trash business will profit by such annexation. • POINT 7: Such annexation will NOT commit your committee to either rezoning nor any use of Waltman Lane which is clearly contrary to City of Meridian Planning and Ada County Highway Department planning. Simply direct the developer to pay for the bridge and roadway as I previously suggested. In fact that action will save the city considerable money by not having to spend t~payers dollars to go forward with that previously existing plan. I suspect he will soon be sued for sums fa.r greater than his paying for a bridge and roadway • Information only. The existing Waltman/Central Drive intersection (75 feet) is undoubtedly the worst section of roadway for ROAD RAGE in the entire state. I am ALWAYS armed and have become tired of defending myself from pistols and tire irons wielded by morons who become offended when they obstruct the intersection. The constant middle fingers are not a concern, but idiots like one who displayed a.22 revolver, and then removed the fence there by the light pole to avoid a.45 auto is a huge concern which will escalate considerably if you a11ow the developer to turn that intersection into a constant rage gallery by allowing vastly too many vehicles on a 70 year old horse and buggy intersection.
