SPECIAL MEETING
Meridian City Council - Vote Canvass Nov. 10, 1983
Special Meeting of the Meridian City Council to canvass votes cast on November 8, 1983,
was called to order by Mayor Glaisyer on November 10, 1983 at 4:35 p.m.
Members Present: Grant Kingsford; Ronald Tolsma; Bill Brewer; Rick Orton Jr.;
Others Present: Wayne Crookston Jr.; Bert Meyer; Jack Niemann;
City Atto~ey Wayne Crookston explained that the purpose of the canvass was to determine
that all poll books and records were correct, and that ballots that were deemed as
spoiled were properly deemed so.
The Council proceed to examine the poll books, tally books, and records of the 2nd

It was the concensus of the Council Members and Mayor that the records of the 2nd
precinct were in order.
The Motion was made by Kingsford and seconded by Tolsma to approve the 2nd precinct's
pollbook, and records.
Motion Carried: Kingsford, yea; Tolsma, yea; Brewer yea;
(Councilman Rick Orton was not yet present at the meeting to participate in the voting)
Councilman Rick Orton arrived at 4:45 p.m. to attend the meeting.
Upon examing the records of the 1st precinct, it was determined that the vote count
was off 10 votes for Mr. Lee Knack, due to an error in tabulating the tally books.
It was determined that the Mayor and Council would count all votes cast.
Mr. Bill Brewer left the chambers while the Council proceeded to count the votes.

Mayor Glaisyer read the ballots as Councilman Kingsford, Tolsma, and Orton tabulated
the votes. The total number of votes as tabulated by each Councilman was as
follows:
Lee Knack 73
Bill Brewer 80
Bert Meyer 70
The Councilmen determined one ballot as spoiled, as all three persons running for
Council had been marked. (Tape on File - City Clerk's Office - Meridian City Hall)
Due to the difference in the tabulation by the Election Judge and Clerks and the
tabulation of the City Councilmen, it was decided that City Attorney would read again the
ballots one by one and that the tabulation would be done by Mayor Glaisyer, Councilman
Kingsford, Councilman Orton and Councilman Tolsma.

Councilman Kingsford ask that the record read that Councilman Orton was present for the
first counting of the 1st precinct and for the second counting. (Tape on File - City
Clerk's Office - Meridian City Hall)
The second counting of the 1st precinct was completed. The total number of votes
tabulated by Councilman Orton, Councilman Kingsford, and Councilman Tolsma, and Mayor
Glaisyer was:
Lee Knack 73
Bill Brewer 80
Bert Meyer 70
These totals agreed with the first recount of the 1st precinct. The total number of
ballots cast was then counted by the Mayor and Council. This total was 120, with one
ballot spoiled. This total - 120 - agreed with the ballot stubs returned by the
1st precinct.

Due to the errors discoved in the 1st precinct, it was decided that there should be
a recount of the 2nd precinct also.
City Attorney Wayne Crookston read the ballots from the 2nd precinct, with Mayor
Glaisyer, Councilman Kingsford, Councilman Orton, and Councilman Tolsma tabulating the
votes cast. (Tape on File - City Clerk's Office - Meridian City Hall)
The result of the tabulation by Mayor Glaisyer, Councilman Kingsford, Councilman Orton,
and Councilman Tolsma was as follows:
Bill Brewer 183
Lee Knack 187
Bert Meyer 250
This made the total number of votes:
Bert Meyer 320
Bill Brewer 263
Lee Knack 260
City Attorney Wayne Crookston called for a recess to research the next steps to be
taken.
Mayor Glaisyer: "The Council with the exception of Mr. Brewerhave canvassed the votes, we
find a discrepancy between the total amounts listed from the various precincts by the
total count by the City Council. By the lst precinct the Judges gave the following
numbers to the individuals: Mr. Brewer - 80; Mr. Knack - 85; Mr. Meyer - 72;. The
City Council has found in their count that Mr. Brewer received 80 votes, Mr. Knack
received 73 votes, Mr. Meyers received 70 votes. In the 2nd precinct there was also
a discrepancy. The Judges awarded Mr. Meyers 250 votes, Mr. Brewer 182 votes, Mr. Knack
186 votes. By the count of the City Council we found that Mr. Meyer had 250 votes,
Mr. Brewer had 183 votes, and Mr. Knack had 187 votes. Totaling these up we find that
Mr. Brewer has in fact won the election by three votes. The order being then -
Mr. Meyer received a total vote of 320, Mr. Brewer received a total vote of 263, and
Mr. Knack received a vote of 260. I therefore declare Mr. Meyers and Mr. Brewer as the
winners of the City Council election." Grant Kingsford was declared as winner for the
Mayor seat as he ran unopposed.
The Motion was made by Kingsford and seconded by Tolsma to approve of the counts of
the various individuals and of the vote canvass.
Motion Carried: Kingsford, yea; Orton, yea; Tolsma, yea;
It was. decided that the Poll Books, Ballots, and records would be locked up and given
to the Police Department for lock up.
The Motion was made by Kingsford and seconded by Tolsma to adjourn at 7:45 p.m.

Gentlemen:
I am requesting a variance in order to build a nex building at
Fuller Park. in accordance xith city code.
This building x111 be 20' x 24'. Pole and xood Exams. Aluminum
sides and galvanized roof. To be built by Action Steel Builders
on concrete flooring. The building x111 be 1/2 mile zest of Ten
Mile Road and 1/4 mile south of Chexxy Lane. It x111 be located
behind the pond and pumping station at the park. It x111 be used
only to store park equipment= txo lain moxera~ one tractor and a
golf cart. No water x111 be to the building. We x111 have 110
volt power only for lights.
I xould very much appreciate your acting on this as soon as
possible as xe xould like to get this built before bad xeather
if at all possible.
