Time for canvassing votes set Nov. 7 Regular Meeting of the Meridian City Council called to order by Mayor Joseph Glaisyer at 7:30 p.m. Council Members Present: Grant Kingsford; Ron Tolsma; Rick Orton Jr.; Bill Brewer; Others Present: Jim Lassetor; Earl Ward; Doug Nichols; Vern Schoen; Bruce Stuart; Harriet Guthertz; Kenny W. Bowers; Robert Giesler; Bob Spencer; Wayne Crookston Jr; Gary Smith; Jack Niemann; Minutes of the previous meeting held October 17, 1983 were approved as written. Mayor Glaisyer welcomed Harriet Guthertz from the Idaho Statesman who will be reporting on the Meridian Council and Planning & Zoning meetings. Item 1 Transfer of Beer License from Calico Pizza to Spaghetti Showtime Police Chief Doug Nichols reported that there were no problems. The Motion Was made by Kingsford and seconded by Tolsma that the transfer of Beer License from Calico Pizza to Spaghetti Showtime be approved. Motion Carried: Kingsford, yea; Tolsma, yea; Orton, yea; Brewer, yea; Item 2 Approve Renewal of Existing Beer/Wine/Liquor License for 1984 A list of renewals was presented. Mayor Glaisyer made reference to the Motion that the license of Calico Pizza was transfered to Spaghetti Showtime. Chief Nichols reported no problems. The Motion was made by Kingsford and seconded by Tolsma to approve of the renewal of existing seer/Wine/Liquor Licenses for the year of 1984, as presented. (List on file with these minutes) Motion Carried: Kingsford, yea; Tolsma, yea; Orton, yea; Brewer, yea; Item 3 Bills The bills were read. The Motion was made by Kingsford and seconded by Tolsma to approve of the Bills. Motion Carried: Kingsford, yea; Tolsma, yea; Orton, yea; Brewer, yea; Item 4 Request for Extension of Conditional Use Permit - Corn Dryer & Storage - Del Bolen Mayor Glaisyer explained that Mr. Bolen had requested that the Conditional Use Permit granted for Corn Dryer & Storage at the Creamery Building be extended for an additional year. Building Inspector Vern Schoen stated that with the same conditions, there were no problems. All other Department Heads voiced that they had no problem with the extension. The Motion was made by Kingsford and seconded by Brewer to approve of the extension of 1 year for a corn dryer & storage by Mr. Del Bolen and that owner adivse the Council if there are any changes in use in that area. Motion Carried: Kingsford, yea; Tolsma, yea; Orton, yea; Brewer, yea; r•. Meridian City Council Nov 7 1983 Item 5 Pre -Termination Hearing Water/Sewer/Trash Delinquencies Mayor Glaisyer Read: "This is to inform you, if you choose to, you have the right to a pre -termination hearing, at 7:30 p.m., November 7, 1983, before the Mayor and Council, to appear in person to be judged on facts and defend the claim made by the City that your water, sewer and trash bill is delinquent. You may retain counsel. This service will be discontinued November 15, 1983 unless payment is received in full, Mayor Glaisyer: "Is there anyone present that wishes a pre -termination hearing before the Mayor & Council." There was no response. Mayor Glaisyer: "Being there no response, Pre -Termination Hearing Closed." "Due to their failure to pay their water bill or to present any valid reason why the bill has not been paid, their water shall be turned off on November 15, 1983. In order to have their water turned back on, there will be an additional fee of $10.00. They are hereby informed that they may appeal or have the decision of the City reviewed by the Fourth Judicial District Court, pursuant to Idaho Code. Even though they appeal, the water will be shut off." The Motion was made by Kingsford and seconded by Orton to approve of the turn-offs in the amount of $2,708.71. (Turn-offs on file with these minutes) Motion Carried: Kingsford, yea; Tolsma, yea; Orton, yea; Brewer, yea; Item 6 Department Reports City Attorney Ways Crookston reported that in researching City Ordinance regarding Wrecking Yards and Used Car Lots (i.e. Steve Nesmith) he found that City Ordinance concerning these were very inadequate. The Motion was made by Brewer and seconded by Kingsford to instruct the City Attorney to draft an Ordinance regarding Used Car Lots and Wrecking yards. Motion. Carried: Kingsford, yea; Tolsma, yea; Orton, yea; Brewer, yea; The Mayor and Council set Thursday November 10, 1983 at 4:30 p.m. to canvass the votes. City Clerk Jack Niemann was instructed to post notice of the meeting. Being there no other business to come before the Council . . . . .
