NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY GIVEN that the City Council of the City of Meridian will hold a public
hearing for consideration of an amendment to the 93/94 fiscal year budget by appropriating
additional monies received by the City of Meridian, said hearing to be held at City Hall, 33
East Idaho Avenue, Meridian, Idaho, at 6:00 P.M. on the 7th day of September, 1994.

Notice of Public Hearing
Proposed Budget for Fiscal Year 1994-95 (FY 95)
City of Meridian, Ydaho
A public hearing, pursuant to Idaho Code 50-1002, will be held for consideration of the proposed budget for the fiscal year
from October 1, 1994 to September 30, 1995. The hearing will be held at Meridian City Hall, 33 East Idaho Avenue,
Meridian, Idaho at 6:00 p.m. on September 7, 1994. All interested persons are invited to appear and show canse, if any,
why such budget should or shoulci not be adopted. Copies of d-e proposed City budget in detail are available at the City Hall
during regular office hours (8:00 am to 5:00 pm, weekdays). City Hall is accessible to persons with disabilities. Anyone
desiring accommodation for disabilities related to the budget documents or to the hearing, please contact the City Clerk
Office, 888-4433 at least 48 hours prior to the pubfic hearing. The proposed FY 95 budget is shown below as FY 95
proposed expenditures and revenues.

The proposed expenditures and revenues for fiscal year 1994-95 have been tentatively approved bq the City Council and
entered in detail in the Journal of Proceedings. Publication dates for the notice of the public hearing ere August 25 and
September 1, 1994 in The Valley News.

NOTICE OF TAX INCREASE
The City of Meridian has proposed to increase its annual budget by an amount of
ad valorem tax revenues that exceeds one hundred five percent (145°~) of the ad
valorem #ax revenues certified for its annual budget during fhe previous year by
53.86% or its ad valorem property tax rate by 18.55°r6 which wifl increase its
property tax revenue by 61.56°~ . The following schedule is an estimate of what
this change may mean to a taxpayer:

CAUTION TO TAXPAYER: The amounts shown in this schedule do NOT
reflect tax charges that are made because of vote approved bond levies
override levies, supplemental levies, or levies applicable to newly annexed
property, or levies applicable to newly created taxing districts.

AN ORDINANCE O~ THE CITY OF MERIDIAN, IDAHO, AMENDING ORDINANCE NO.
621, THE APPROPRIATION ORDINANCE FOR THE FISCAL YEAR BEGINNING
OCTOBER 1, 1993 AND ENDING SEPTEMBER 30, 1994; APPROPRIATING
ADDITIONAL MONIES THAT ARE TO BE RECEIVED BY THE CITY OF MERIDIAN,
IDAHO, IN THE SUM OF $150,000; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF
MERIDIAN, IDAHO:
SECTION 1. That Ordinance No. 621, the appropriation ordinance for the City of
Meridian, Idaho, for the fiscal year commencing October 1, 1993, and ending September
30, 1994, be and the same is hereby amended as follows:
That the additional sum of $150,000 be appropriated out of the revenues from
additional Impact Fees and Gas Permits, to be used for authorized activities.
SECTION 2. This ordinance shall be in full force and effect from and after its
passage, approval and publication.
PASSED by the City Council and APPROVED by the Mayor of the City of Meridian,
Idaho, this 7th day of September, 1994.

AN ORDINANCE ENTITLED THE ANNUAL APPROPRIATION ORDINANCE FOR THE
FISCAL YEAR BEGINNING OCTOBER 1, 1994, APPROPRIATING THE SUM OF
$12,549,566 TO DEFRAY THE EXPENSE AND LIABILITIES OF THE CITY OF MERIDIAN
FOR SAID FISCAL YEAR, AUTHORIZING A LEVY OF SUFFICIENT TAX UPON THE
TAXABLE PROPERTY AND SPECIFYING THE OBJECTS AND PURPOSED FOR WHICH
SAID APPROPRIATION tS MADE.
BE IT ORDAINED by the Mayor and City Council of the City of Meridian, Ada
County, Idaho.
Section 1. That the sum of $12,549,566 be, and the same is appropriated to defray
the necessary expenses and liabilities of the City of Meridian, Ada County, Idaho for the
fiscal year beginning October 1, 1994.
Section 2. The objects and purposes for which such appropriation is made, and the
amount of each object and purpose is as follows:

Section 4. All ordinances and parts of ordinances in c~onflict with this ordinance are
hereby repealed.
Section 5. This ordinance shall take effect and be in full force upon its passage,
approvat and publication in one issue of the Valley News, a newspaper of general
circulation in the City of Meridian, and official newspaper of said City.

RESOLUTION NO. 159
•
RESOLUTION FOR PROPERTY TAX INCREASE OVER 5%
WHEREAS, proper public notice has been given and public hearing held pursuant
#o the provisions of section 63-2224 through and including 63-2226, Idaho Code; and
whereas the taxing districts governing board has determined a need to increase its ad
valorem budget or levy.
BE IT RESOLVED, that the City of Meridian requests an amount of ad valorem tax
revenues for its 1994/1995 annual budget that exceeds one hundred five per cent (105%)
of the amount of ad valorem tax revenues certified for its annual budget in the previous
year or increases the tax rate in excess of that certified in the previous year.

The Special meeting of the Meridian City Council was called to order by Mayor Grant
Kingsfiord at 6:00 P.M.
MEMBERS PRESENT: Max Yerrir~gton, Walt Morrow, Bob Corrie, Ron Tolsma:

ITEM #1: PUBLIC HEAFtfNG: AMENDED 93/94 FY BUDGET:
Kingsford: 1 will open the heafing on the amended 93/94 budget. Just in the way of
information the reason that we are amended it is because their were additional impact fees
because of growth (inaudible) through the Highway District Impact Fees which we collect
and likewise we went into the business of inechanical inspections. So those 2 line items
are the changes there. The additional Impact fees from the Highway District was
$100,000, basically it passed through that it would also the Highway District and the
Mechanical inspections fees of $50,000. At this time I will open that public hearing and
invite the public for anyone interested in making a comment. Seeing none I will close that
public Mearing. Council membefs you have the amended budget.
