SPECIAL MEETING -MERIDIAN CITY COUNCIL DECEMBER 12, 1989
The Special Meeting of the Meridian City Council was called to order by Mayor Grant
Kingsford at 5:30 p.m.:
Members Present: Ron Tolsma, Bert Myers, Bob Giesler, Walt Morrow:
Others Present: Jack & Ida Sweet, Faye Buchanan, Kay Buemeler, Terry Smith, Bill Brewer,
Moe Alidjani, Wayne Crookston:
Kingsford: The purpose of this special meeting is to receive and accept petitions from
the Committee to improve downtown Meridian pursuant to Idaho Code to form a Local
Improvement District (LID), and also to consider selection of naming an engineering firm
for the local improvement district and also to consider a grant administrator. At this
time we will recognize Mr. Terry Smith and hear his comments.
Smith: I reside at 145 Thornwood Drive, Meridian, I represent the efforts of a committee
of people that have been serving as the downtown development technical review committee,
and that group of folks have been diligently working circulating a petition. It's my
pleasure to present to the City Council these signatures that represent 62~ of the
property owners in the area that will included in the improvements for downtown
development. The 62~ exceeds that required. We will provide those signatures that we
don't have yet to the City Clerk as soon as we can get them.
Clerk Niemann: How many property owners are there.
Smith: According to the committee's calculation there are 79 property owners excluding
any duplicate ownerships.
Kingsford: Would that be your view of the LID Law, to count those properties only once.
It would seem to me that if the parcels are separate that the parcels would be a vote rather
than.
Crookston: It's the parcel.
Kingsford: So it's possible that there is an even greater percentage than 62~.
Crookston: How are they signing the petition.
Smith: They are only signing once even though they own multiple properties.
Kingsford: On behalf of the City Terry I want to thank you for all the time you have
put in.
The Motion was made by Morrow and seconded by Myers to accept the petitions.
Motion Carried: All Yea:
Smith: I also would like to report and make recommendation from a committee that was
assigned by Mayor Kingsford to select a grant administrator for grant administration
services and a project engineer. Taking project engineer first, the recommendation from
the coa¢nittee is for you the City Council to choose JUB Engineers, Inc., 250 S. Beechwood
Ave., Boise, Idaho for the project engineer. This recommendation based on review of all
the engineer proposals that were submitted and by weighing the project requirements.
Myers: How many engineering firms did you look at?

Smith: I don't have those copies here, but I think it was five (5).
Clerk Niemann: I think it was six (6).
The Motion was made by Morrow and seconded by Tolsma that JUB Engineers, Inc., 250 S.
Beechwood, Boise, as project engineer conditioned upon receiving the grant.
Motion Carried: All Yea:
Smith: We received further information regarding services that would be provided by
both of those applying for grant administrator that were on the short list. The short
list was narrowed down to two, and we started with four. It is the recommendation of
the committee with the additional information that was provided today that the City
Council select The City Leaders Institute, Wayne S. Forrey, 3045 Thayen Place, Boise, Idaho,
for the grant administration services for the project.
Clerk Niemann: Bob Jossis is going to submit a letter tomorrow on additional information.
Smith: Based upon this information that we are getting some additional information, it
would then be my suggestion to with hold making the final recommnendation to the City
Council on the grant administrator.
The Motion was made by Tolsma and seconded by Giesler to table the award of grant
administrator until the next City Council Meeting.

Smith: Definitely Council Members it is narrowed down to those two. I need to state
the firm that Mr. Jossis represents and it is James M. Montgomery Engineers, 161 Mallard
Drive, Boise, Idaho, and the letter was written by Robert Jossis, Vice President.
The Motion was made by Morrow and seconded by Myers to authorize the City Clerk and the
Mayor to submit letters to the Department of Commerce notifying them of our project
engineer and that we have made a choice between two for grant administrator, also that
we have received petitions in excess of 62~.
Motion Carried: All Yea:
Being no further business the Motion was made by Myers and seconded by Tolsma to adjourn
at 5:46 p.m.:

NOTICE OF SPECIAL MEETING
NOTICE IS HEREBY GIVEN that the City Council of the City of
Meridian will hold a special meeting at 5:30 o'clock p.m.,
Tuesday, December 12, 1989, at the Meridian City Hall, 33 East
Idaho Street, Meridian, Idaho. The purpose of said meeting is to
receive and accept petitions presented by the Committee to
Improve Downtown Meridian to have the City form a Local
Improvement District pursuant to Idaho Code, Title 50, Chapter
17, to consider any action necessary regarding the creation of a
Local Improvement District, to consider selecting and naming an
engineering firm for the Local Improvement District, if the
District is created, and to consider the selection and naming of
a grant administrator for an Idaho Department of Commerce Block
Grant, if given to the City, which grant has been applied for by
the City as part of the proposed local improvement project and
its funding. The Council may consider and take any and all
action regarding the above matters.
The public is welcome but no public comment will be taken.
A hearing on the City's intention to create a Local Improvement
District will be conducted at a later date pursuant to Idaho
Code, Section 50-1707 at which time public comment and testimony
will be heard and will be welcomed.
