WATER MASTER PLAN ADDENDUM
ASSOCIATED WITH SWITCffiNG WELL 14 TO ZONE 4
CITY OF MERIDIAN
This Scope of Services is for Professional Services between Murray, Smith & Associates
Inc. (MSA) and the City of Meridian. Services authorized by this Task Order No.3 shall
be for professional engineering services in support of the City's Water System. The terms
of this Task Order shall be in accordance with the MSA Master Agreement for
Professional Services dated June 18, 2007.
Background
A Water Master Plan Update (WMP) was completed for the City of Meridian in May of
2006 and was subsequently approved by the Idaho Department of Environmental Quality
(IDEQ). Many of the requirements listed in the updated IDAPA 58.01.08.502 were
addressed in that plan; however, a comprehensive evaluation of the City's water
infrastructure in terms of redundancy and storage was subsequently required by IDEQ. A
redundancy analysis was prepared by MSA in January of 2008 and was subsequently
approved by the City and IDEQ. .
The City is now preparing to switch Well 14 from Zone 3 to Zone 4. IDEQ has notified
the City that an addendum to their master plan will be required for this change. The
addendum is required to document that the City will still have adequate supply to all
areas of the system in particular Zone 3. Documentation of adequate backup power and
distribution capacity will also be required.
SCOPE OF SERVICES
Task -1
Provide an addendum to the 2006 WMP that evaluates the adequacy of the system to
supply and distribute water under average, peak, and fire flow conditions after Well 14
has been switched to Zone 4. This will include an evaluation of the standby power
available in each zone and system-wide. It will also provide a description of how the
distribution system will transfer water between zones as needed to meet peak or fire flow
demands. The addendum will be prepared in technical memorandum format that can be
attached to the existing WMP document.
Up to two (2) iterations to address IDEQ comments have been included in the budget,
which includes time for face to face and phone meetings.
Assumptions: Demand information available in the 2006 WMP will be used for the
evaluation. The "Redundancy" evalua.tion provided to IDEQ in early 2008 will be used

as a basis for this addendum. 2007 total production numbers will be provided by the City
to validate projections provided in the 2006 WMP. No time to redistribute demand
between pressure zones is included in this scope. If demand distribution information can
be provided by the City it will be utilized to update the zonal demands. City Staff will
provide hydraulic modeling validations on providing peak and fire flows if required by
IDEQ. Water production numbers will be verified for each well and booster station.
Deliverables: A draft addendum to the 2006 WMP will be prepared for IDEQ that will
address the Facility Plan Requirements of the "Idaho Rules for Public Drinking Water
Systems" per IDAPA 58.01.08.502, specifically in regards to supplying and distributing
water in the system once Well 14 is switched to Zone 4. After City review and
comments, a final technical memorandum will be submitted to the IDEQ.

BUDGET
The overall Not-to-Exceed Budget for this task is shown in Table 1. The work will be
billed on a time and expenses basis under the terms of the MSA Master Agreement for
Professional Services. The total budget shall not be exceeded without written
authorization.

TIME OF PERFORMANCE
The completion date for this Task Order is 60 calendar days from Authorization to
Proceed. MSA will make every effort to complete the work in a timely manner;
however, it is agreed that MSA cannot be responsible for delays occasioned by factors
beyond its control, nor by factors that could not reasonably have been foreseen at the time
this Task Order was executed.
