TO PLACE MOBILE HOME ON PROPERTY AT 1050 FRANKLIN ROAD FOR TEMPORARY OFFICE SPACE: (APPROVED) (b)REQUEST FOR LIQUOR LICENSE BY CHERRY LANE RECREATION DBA CHERRY LANE GOLF CLUB: (APPROVED) MERIDIAN CITY COUNCIL JULY 18, 1989 Regular Meeting of the Meridian City Council called to order by President of the Council Ron Tolsma at 7:30 p.m.: Members Present: Bob Giesler; Walt Morrow: Members Absent: Grant Kingsford; Bert Myers: Others Present: Dale Newberry, Rollie Sielaff, K. Beumeler, Paul Stutzman, Bill Gordon, Jim Johnson, Bill Schwartz Wally Lovan: The Motion was made by Giesler and seconded by Morrow to approve the minutes of the previous meeting held July 5, 1989 as written: Motion Carried: A11 Yea: Item #1: Resolution #125: Setting place of Council Meetings: Tolsma: A Resolution by the City of Meridian pursuant to Section 1-704 of the revised and compiled Ordinances of the City of Meridian design- ating the place of the regular meeting of the City Council of the City of Meridian and ratifying and affirming all Ordinances, Resolutions, Motions and all other official actions of .the City of Meridian that have taken place, occurred, been passed and adopted at such regular meeting place. Whereas, the City of Meridian has constructed a new City Hall at 33 East Idaho Street, Meridian, Idaho; Whereas, the City Council has been meeting at the City Hall located at 33 East Idaho Street, Meridian, Idaho and has been conducting City business at said location since September 25, 1987; Whereas, the City Council, pursuant to Section 1-704 of the Revised and Compiled Ordinances of the City of Meridian, may designate the place of the regular meetings of the City Council. Be it resolved that the Meridian City Hall, located at 33 East Idaho Street, Meridian, Idaho, is hereby designated at the offical meeting place of the City Council and that all actions taken since September 25, 1987 are ratified and affirmed: The Motion was made by Morrow and seconded by Giesler to approve Resolution #125: Motion Carried: All Yea: Item #2: Public Hearing: Industrial Bonds for Hi-Micro Tools: Tolsma: This Public Hearing is to consider a a facility for Newberry Enterprise that will by Hi-Micro Tool in the amount not to exceed now open the Public Hearing, is there anyone wishes to offer testimony on this issue? The Public Hearing was closed. plan for financing for be leased and operated $1,500,000.00. I will in the audience who re was no response, the Newberry: Due to the extent of this addition to the plant and the time of the year when we could get started this project probably will not be started until next spring, the one wall of the present building will be removed and with the cold weather coming on we could not operate our machinery. JULY 18, 1989 PAGE # 2 Item #3: Request for extension on Conditional Annexation by Michels: Giesler: Mr. Council President, this has come before us for extension prior, I would like to maybe table this issue and contact Michels and see if they would consider the City going ahead and annexing this property instead of having to grant an extension every year: The Motion was made by Giesler and seconded by Morrow to table this request and that the City Clerk contact the Michels and see if they have any objection to the City proceeding with annexation of this property: Motion Carried: All Yea: Council President Tolsma: There are a couple of items that are not on the agenda that the parties involved would like to have considered: Item #1: A request from Shekinah Industries, Inc. to move a 14" x 54" mobile home on their property at 1050 Franklin Road for preliminary office space while their building is being erected: Any questions of the Council? Morrow: There is no water & sewer and how long would this temporary office be there? Sielaff: Probalbly not over three months while the building is being built and at the present time we would not need water & sewer. Giesler: What would this be used for? To store material in while the building is in process. Sielaff: No, more as an office space to get things set up until the build- ing was completed. Giesler: You would not need any restrooms or this sort of thing at this mobile home? Sielaff: What we will do is use portables: City Clerk: I might explain to the Council, the sewer line has to come under the canal and that can not be completed until the water is out of the ditch: They will have sewer and water at the new building: The Motion was made by Morrow and seconded by Giesler to allow Shekinah Industries, Inc. to place a 14' x 54' mobile home on their property at 1050 Franklin Road to be used as a temporary office for a period of six months: Motion Carried: All Yea: Council President Tolsma: The other item that was not on the agenda, is we a have a request by Cherry Lane Recreation dba Cherry Lane Golf Club for a Liquor License and they are asking the Council to only charge the fee for a six months period, the bill that was passed by the Legislature was not effective until July 1, 1989. Lovan: We would appreciate the Council's favorable consideration of this MERIDIAN CITY COUNCIL • • JULY 18, 1989 PAGE # 3 request the County is only charging '~ year fees, we do have our State License. Council President Tolsma: Chief, do you have any problems with this? Police Chief: No: The Motion was made by Giesler and seconded by Morrow to approve the Liquor License for Cherry Lane Recreation dba Cherry Lane Golf Club and that the fee be one-half the normal fee of $562.50: Motion Carried: All Yea: Department Reports: Police Chief: We had a traffic fatality in the City today, it was a youg girl out at Black Cat and Cherry Lane, the cause of the accident is still under investigation at this time. Councilman Giesler and I visited today about the new Parking Ordinance and as we draw closer to being able to issue citations, the last week or so I have been .driving around the City Streets and I have noticed a great amount of violations and if we started writing citations on everything we found right now, I am sure we would not only cause a lot of angry residents but I do not think we would be fair to the residents of the City. What we would like to do is run an ad in the newspaper and let as many as possible that this is coming and see if we could get some voluntary compliance.What I see as the major problem is recreational vehicles and it is going to take some time for them to find a place to put them, so by running it in the paper before we start issuing verbal warning, I think it will save us a lot of work also. Morrow: I just want to remind everybody of the annual Salmon Barbeque Friday, August 4, we need your participation, also on that same subject since Kathyrn has helped us out a bunch in the past, the Fire Department we would like you to be our guest, you and your favorite guy, so we have a couple tickets here for you. Thanks for all your help.
