Variance Application
for
Building Bridges Child Development Center
The reasons that this facility is respectfully requesting a parking variance are
separated below. They are delineated by number according to the sheet
"Contents of variance application". Thank you in advance for your time and
consideration in this matter.
Item 5: The ordinance that we cannot comply with:

Item 6: What prevents compliance with the ordinance?
Space Building Bridges Child Development Center was founded by parents
who were not satisfied with the quality and care currently available in
this area. It is a part of our mission to "set the standard for the care
and development of children in an environment which promotes
education and safety". The current parking ordinance for the city of
Meridian impedes us from doing this. The current ordinance as
written, penalizes childcare facilities as outlined later in item #9. As
the chosen location is ideal for a first rate child development center it
does not have the space required for us to do what is in the best
interest of the children in our care. The facility is a first rate center
and unlike any other in the state. Our slightly larger building allows
us to educate and care for the children in a comfortable environment
while keeping child to teacher ratios low. If we have to consume too
much of the property-with unneeded parking we either must reduce
the building size or short change the children in the outdoor activity
areas that they desperately need. Our cdncept in child development
includes a structured play area that will promote physical activity as
well as hands on learning of the environment and climates. As born
and raised natives to the area, one thing that has always kept us
here has been the four very distinct seasons. The clean Idaho air,
climate, and natural surrounding beauty affords us the opportunity to
teach our children and those in our care, the values #hat we were
blessed at their age.
Summary 1. Mass quantity of parking is unneeded, as the facility is a drop_off
and pick-up facility only.
2. Cannot reduce building or outdoor activity area in size and provide
the learning environment that supports our mission.
Item 7: What are the minimum requirements of this ordinance that need to be
reduced to permit the proposed use?
We believe that a reduction of approximately 30 percent of required
parking spaces would accommodate our needs and provide the
desired learning environment.
Item 8: What is the difficulty or hardship that would result if requirements of this
ordinance were applied to the subject property?
Failure
If this ordinance was applied to this piece of property we would not
be able to fulfill our mission statement. We would have to
significantly reduce the size of either our building or outdoor activity
area, which in turn would compromise the teaming environment of
those in our care. As stated earlier, we undertook this venture to
provide the learning environment not currently found in this area. If
the parking arrangement cannot be amicably solved we will be forced
to sell the property and build elsewhere, as it is not an option for us to
build a substandard facility.
Item 9: Any unusual or peculiar circumstances that indicate regulations of this
ordinance that should no be strictly complied with?
Need This is a business that has parking needs much lower than a different
business of same size. For instance, with the 24 provided parking
spaces we would be able to build a 9,600 SQ. ft. office building. Like
wise the ordinance would allow only a 3,900 SQ. ft. child care facility
-That's 60% less square feet than an office space that we believe
has a higher potential parking use. In addition, this facility is a drop
off and pick up type facility with a portion of the studehts being bused
in and out. Parking needs are for staff and short terms throughout
the day. It is common, in surrounding areas that like businesses
have significantly lower amounts of available parking as compared to
those being required of us with this ordinance.
Item 70: Special conditions and circumstances exist which are peculiar to the
land, structure or buildings involved which are not applicable to other
lands, structures or buildings in the same district.
Potential With the absence of need of the required parking as defined by this
ordinance we feel that there is little to no comparison to other
businesses in this district. With the land set aside for outdoor activity
area, this property could add parking if the building's use were
changed.
Ifem 11: A literal interpretation of the provisions of this ordinance shall deprive
the applicant of rights commonly enjoyed by other properties in the
same district under terms of this ordinance.
If the ordinance were applied, this property would be non-useable by
us for its intended purpose. We would be forced to sell this property
and delay the opening of our business.
Ifem 12: Special conditions or circumstances exist that was not a result of the
applicant's action.
Not applicable.
Item 13: Granting the variance requested shall not confer on the applicant any
special privilege that is denied 6y this ordinance to other lands,
structures or buildings in the same district.
We believe that there will be no special privilege by allowing a
variance to this ordinahce, as the parking needs are significantly
lower than those requested. As stated earlier, parking could be
added at a later date if building use was ever to change from original
design intentions.
Item 14: How the granting of the variance would convenience the applicant and
how the applicant would profit therefrom, which statement shall also
represent whether profit and convenience is the sole reason why the
variance is requested.
The requested variance allows us to fulfill our mission statement by
providing a safe, well-rounded learning environment. As stated
before, it is our intention to set the standard in the childcare industry.
It is our goal to have a facility that will broaden the horizons of our
children and those in our care while supporting itself and making a
profit. Unlike our competitors, it is our goal to change the industry
and build a mare functional childcare and development center. We
want the absolute best for our children, and those in our care, it
simply is not available at this time so we have decided to undertake
this endeavor. While profit it a major concern, it is not the basis by
which we intend to operate, develop, and implement our learning
programs.
Item 15: Provide a written statement regarding the relationship of the proposed
variance to the Meridian Comprehensive Plan.
If approvet~is variance will not adversely affe~e Meridian
Comprehensive Plan. In addition we believe this ordinance should
be reviewed and rewritten for these types of facilities.
