order by Mayor Grant Kingsford at 7:30 P. M..

Giesler: Did we get the agreement for Dixie Lane?
Clerk Niemann: I haven't seen anything.
Crookston: I had some discussion today with Mr. Shoemaker today
about some changes. I thought we were making was a designation
of Dixie Lane and same parts of the agreement it has N. Dixie
Lane which I think is correct and one of the changes that was
listed as East Dixie Lane, was changed to North Dixie Lane but
one of the other ones did not get changed. In paragraph 3 on the
second line on the very end of that line - I don't know what that
Lane is, I discussed this with the City Engineer and we both
thought it should be North Dixie Lane. In paragraph 3 there it
should read N. Dixie Lane not East Dixie Lane.

ITEM #11: PUBLIC HEARING: REZONE REQUEST W/CONDITIONAL USE
PERMIT FOR PUD HUNTERS GLEN:
Kingsford: I will open the public hearing, and welcome the
applicant to address the Council.

Fred Shoemaker, 815 W. Washington, was sworn by the attorney.
Shoemaker: We have reviewed the proposed Findings and
Conclusions and agree with all of them with one exception which
I'll get to in a minute. I think that relates to paragraph 60, I
understood there was a change that was made or to be made but I
don't know if the copy I have before me reflects the changes that
were made at the last work session. The project is a 3.5 acre
site, there are to be 40 units which works out to a little more
than 13 units to the acre. This particular zone is 15 units to
the acre. This is an up scale development for Meridian. The
rent in the range of X600 to $650 per unit per month. This will
be something similar to the project at Lake Harbor. Each unit
will have approximately 1100 sq. feet, with 2 1/2 bath and it
will also be professionally landscaped. What is before you is a
request for a zone change from R-8 to R-15. There is also a
request before you, we are seeking a PUD - a PUD is required
because the project calls for internal driveways and private
driveways. The major concern at the Planning and Zoning
Commission was additional traffic. The primary access is to the
south, Washington to Fifth Street and we have a traffic study
that was prepared by Hubble Engineering which I can make
available to the Mayor and Council if you are interested which
indicated that where they took the traffic study even with the
additional traffic generated by these forty units. The principal
intersection which is just south of the project which is
Washington and 5th would only be up to 30X of the traffic
capacity at that intersection. Again the primary concern that
the Planning and Zoning Commission had was providing an
additional access. We have now secured that additional access
which I can also make available for the Council. I have a
contract to purchase the 8 acres just to the north and extending
all the way to Fairview Ave. which is simply to say that the plan
is that this development would, subject to the Council's approval
would eventually grow to near if not all the way to Fairview
Avenue. The only condition that I have a question about is if
the proposed Findings that I have in front of me do reflect the
change that I'd understand the Planning and Zoning Commission to
want to make.
Crookston: If I remember correctly, they mentioned access from
the North I believe East - Northwest corner of the property.

Corrie: If the P & Z Commission wanted that on the NW corner of
the development, from the plans that I have here you have a unit
21-24 there in that NW corner.
Tolsma: What abuts up against that anything or is it empty?
What they were looking at is another form of access into that
other than just the one way in and out of that place.
Shoemaker: I think that's true. The Planning & Zoning Commission
wanted two accesses, they weren't really that concerned about
whether the second access was a public thorough-fair which is
exactly what we want. We are prepared as the old version if you
will of the proposed Findings suggested to make the rezone
conditionally upon providing a second access to the north with a
direct connection to a major arterial.
Yerrington: When would you propose connecting to Fairview? On
the next stage or the last stage?
Shoemaker: I understood the City's intention was to require that
access to be immediate and so that's why the applicant has
purchased the eight acres so that the access will be immediate.
I guess yet to be worked out is whether or not the private drive
had to be paved all the way to Fairview.
Yerrington: But if there is only 40 units going in that would
not take you all the way to Fairview, but you would go on at that
time to Fairview, right?
Donovan: Yes.
Giesler: Has it been approved by Ada County to have an access
off of Fairview Avenue?
Bob Donavon, 3504 Tulara, Boise, was sworn by the attorney.
Donavon: We proposed like is on the site plan here that this is
a future access that when we put the next phase in which will be
anywhere from forty to fifty units, will be half the rest of the
development that at that time we will go all the way out to
Fairview. The third phase will be the easterly part of the
development which is the wider part. Right now it will be a
future access. The other phase of the project, a lot of it is
going to depend on your water situation, when we can get the next
phase approved. As far as coming out on Fairview, there is right
a way spot to come on out.
Tolsma: But the road is in the second phase.

Hoover: My property abuts this property and we have plenty of
apartments in that area already. Explained traffic problems.
Maybe we should look for another area for more apartments.
Kingsford: Anyone else from the public to offer testimony? No
response. I will close the Public Hearing. Counselor what's
your opinion of the Findings given the testimony?
Crookston: With the suggestion by Councilman Giesler that we
obtain approval of the access as proposed by ACHD, it probably
would be appropriate to enter that approval as part of the
records and either attached that approval to the Findings or
include it in it.
Kingsford: What about the traffic study, it is my understanding
that wasn't provided for the last?
Crookston: No it wasn't.
Kingsford: It seems to me that should be at least an appendix to
it.
Crookston: That's true.
Shoemaker: We will make available the traffic study. I do have
one now written up an alternative to Paragraph 16 of the Findings
if I could be heard on that. Explained alternative as written -
(see tape)
Kingsford: I think it is probably appropriate to direct the City
Attorney to adjust those Findings and prepare an Ordinance.

ITEM #12: PRE-TERMINATIDN HEARING: WATER/SEWER/TRASH
DELINQUENCIES:
Kingsford: This is to inform you in writing, you have the right
to a pre-termination hearing at 7:30 P. M., March 3, 1992 before
the Mayor and City Council to appear in person to be judged on
the facts and the claim made by the City that your water, sewer,
and trash bill is delinquent. You may retain Counsel. This
service will be discontinued on March 11, 1992 unless payment is
received in full. Is there anyone from the public who would like
to contest their water, sewer and trash delinquency? No
response.
The Motion was made by Tolsma and seconded by Giesler to approve
the turn off list.

Kingsford: The amount of delinquencies is X6,938.30. They are
hereby informed that they may appeal or have the decision of the
City reviewed by the Fourth Judicial Court pursuant to Idaho
Code. Even though they appeal their water will be turned off.

Forrey: Mayor and Council, since your last Council Meeting I've
been working with Gary Smith, Boise Water Corporation, and US
Department of Housing and Urban Development to develop some water
planning criteria for the City of Meridian. Presented a brief
summary report to the Mayor and Council. Presented some overhead
transparency's of some key data and information for the public.
I would like to walk you through the report and give you some
recommendations and then answer any questions that you may have.
Let's turn to page 1, table 1 at the bottom of that page shows
the historical population in Meridian and if you look at the 1990
column based on census information, Meridian had a population of
9,596. Based on our estimate of the amount of growth, occupancy,
building permits, etc. we determined your population as of March
1, 1992 to be 11,265. That's a 17X increase since the 1990
population. On page 3 you'll note there that in 1980 Meridian
had 33X of all persons living in the City were renters, 56X were
homeowners. You also had the highest percentage of housing under
X50,000. You can see the other statistics for the other areas.
The rental information, you also had the highest percentage of
low rents in Ada County. So in 1980 you had a situation of a
high number of renters and extremely low rents. Page 6 - the
other pages in between talk about the summary of the 1990 census
data compared to 1980. Just some highlights here, the 1990
census shows that your having an increase in home ownership from
1980 and you are also showing an increase in household size from
2.5 people per household to the current 2.65, that's one of the
highest in Idaho. It also shows a reversal of that housing cost
trim. You now have 79X of your homes in excess of X50,000. In
1980 you had 79X below that figure. Your reversing that trend in
terms of housing costs. In the middle of that page you see the
age factors. Basically the age in Meridian is quite low at 29.8.
So families and people that are moving to Meridian are generally
quite young. At the bottom of that page you'll see some race
information. Generally about 4X of Meridian residents are
classified as minorities, that compares to 6X in Boise. Page 7 -
Just some quick information. You have a high percentage of
female head of household, it's about 15X. In table 8 you see
that Meridian has the lowest vacancy rate in Ada County. The
rental vacancy rate is 3. 4, the homeowner occupied vacancy rate
is 1. 4, that's extremely tight. Meridian also has the highest
percentage of duplex and four plea housing units in Ada County.
At the bottom there you'll see the financial characteristics,
your pretty close to Boise when you compare homes in the $50 to
$99,000 range. Page 8 - The rent in Meridian are still well
below Ada County and I think that in preparing land costs in
Boise and Eagle and Meridian, you have

the lowest land cost from the development cost per unit. That's
one of the reasons that you've got in-expensive housing and
rental properties in Meridian. Table 11 shows that Meridian
generally follows the County Statistics in terms of home
occupancy and ownership by race. The bottom one described
density, basically Meridian is about 1/2 the density of Boise.
Page 10 - This is kind of a snap shot of building permit activity
that's occurred in the last 23 months. Explained. Total
potential dwelling units in Meridian is 4,466, units under
construction 720, out of that 630 have been occupied. There's
another 90 units under construction without occupancy. That
means that by September 1 of this year your population would be
at 11,504 residents. It's continuing at about an 8 to 9% growth
rate. Page 17 - This get's into the water situation in Meridian.
You have 3,886 units on the meter books that are connected, lots
under construction but no taps - 666, the amount of approved
final lots from January 1st to the last City Council meeting is
434. So you've got 4,986 potential water connections and they
would likely come on line by September of this year. When you
take that number of connections times the 1440 there which is a
planning number used by us and Boise Water Corporation you come
up with 7.1 million gallons per day maximum water demand on the
system. The lower table, let's look at what would happen by
September 1, 1993, this consider's the lots that you've already
approved and getting the absorption rates, getting those lots
onto the market with homes, here's some more numbers. Again
you've got the registered connections on the meter books and the
666 with no taps, the final platted lots at 434 but now we've got
preliminary plat lots that would convert to water connections
between March now and September 1993 and that's 590 lots so now
we have 5,576 potential connections. You run through the figures
there and you come up with 8 million twenty nine thousand gallons
of maximum daily demand. Page 19 - We'll put that into
prospective in terms of your current capacity to deliver water in
the City of Meridian. Current capacity is 8.2 million gallons,
that's the amount of water you can pump in a 24 hour period with
all of your pumps running. Based on these calculations for this
year 1992 the demand on this system given the lots that you've
already approved and the assumptions of lots being converted to
water connections you would be at 7,179,840 gallons. A year from
that in September 1993 looking at all those factors in terms of
connections to the system, you'd be just over eight million
gallons. (Explained capacity balance further - see tape) If you
were to loose a well now you'd have problems. If the City of

Meridian does not develop any new wells within the next 90 days
you will not meet either the Boise Water Corporation Planning
Criteria or the recommended criteria of the Department of Health
and Welfare. If you can get a well on line within the next 90
days or by June 3 of this year you may not need the moratorium
that your considering. That's assuming that up here in these
capacity balances that you don't take any action. Your going to
have a problem by September 1 of this year.
Kingsford: How much does it affect the statistics that we have
larger households?
Forrey: We used the west bench statistics from the Boise Water
Corporation which they felt were comparable to the City of
Meridian. We also looked at HUD information based on a community
of this size and those peak factors are based on volume. We also
did a comparison of Cherry Lane Village to verify what's being
consumed in Meridian in August in Cherry Lane Village, 205 lots
against HUD and Boise Water Corporation figures and it compares
very well. Here's out Findings. Your going to continue to
attract large young families with moderate income, builders will
primarily construct 1300 square foot homes, pressure for smaller
lots will increase, the rents will stay comparable low, you
likely grow an 8 to 10X annually over the next 3 to 5 years, 75%
housing will continue to be under X99,000. The vacancy rate will
remain low, duplex and female head of households will continue to
expand in the City. You'll continue to be less dense than Boise.
We found that your housing (in-audible) has been helped diversify
housing opportunities for all income levels in the City. There
has been an increase in home ownership in Meridian. Most City's
have not seen an increase in home ownership. A source of your
water system right now does not meet Boise Water Corporation or
Idaho Department of Health and Welfare Standards by September 1
of this year if you do not construct a new well. By September 1,
1993 you would exceed capacity without any reserve at all if you
don't construct any new wells. You can't meet maximum daily
demand today, but that's a risk we live with every day. Here's
some recommendations and we would say retain a firm and get them
to do a master plan on the water system post-haste, and at that
time re-evaluate the need for a moratorium. We recommend you
continue your current negotiations with land owners and
developers to secure well sites in growth areas. Areas in
Meridian that will have a near term residential development
impact, we looked at some areas that would have mixed
development, commercial, industrial, medium density residential

and multi-family and there's two sites that have a void in water
service which would be good candidates for a well. One would be
down here near Coco-Cola south of the Interstate and the other
one over by the High School. We recommend you develop a new well
as soon as possible with at least 800 gallons per minute to meet
the amount of lots you've approved expected to come on line by
September, 1993. You should consider implementing a extensive
City wide conservation program. Gary has been in contact with
American Waterworks Association, they've got a lot of good ideas
and programs that those City's have used to conserve water. We
recommend updating your comprehensive plan to address growth
issues. Implement an in-expensive computer tracking program to
keep tabs on the amount of subdivisions, the lots, the density of
the lots, locations all of that to provide reports to the Council
and the development community. Update zoning and related
Ordinances as needed based on the amount of growth your getting.
I'd be happy to answer any questions.
Kingsford: That certainly answers a lot of the questions that
we' ve had.
Crookston: I had an opportunity to review this before the
Council meeting. The thing that I noticed about the study which
is probably possibly out of the realm of the study. The flows
that you have don't take into consideration any fire flow needs.
Is that correct? Do you have any input on that?
Kingsford: If Boise and Health and Welfare use those numbers
they must consider fire flow needs in them. Don't they?

that the pump is going to burn out quicker than if it gets a
breather once and a while?
Forrey: Most City's and also Boise Water Corporation they count
on loosing a well, they factor that into their calculations.
You've been very fortunate with your wells. If well #10 went out
in the summer, you wouldn't have enough water to meet demand.
Tolsma: If a pump is not run continuously and is given a break
or alternated how much longer would it live?
Kingsford: Your real stress on anything is the start up. Any
other questions for Mr. Forrey? No response. Anyone else from
the public that would like to offer testimony?
Larry Bertetto, 665 Antigua, was sworn by the attorney.
Bertetto: I want to thank you for about 88 people that live out
at Meridian Greens where I from about putting a moratorium on new
building until we get the water situation corrected. We've heard
for a number of years that something will be done and now is the
time we need to take action on this. What we want is some dates
when action will be taken.
Kingsford: At this point the capacity at this point has not
been a problem, the water tower is not as high from your
prospective as it is for the rest of the City and so that booster
pump (in-audible) it's not capacity it's a pressure issue. We
are currently negotiating for a site for that booster pump and
for a well. It's our hope that if we can obtain that site we
will have that on line by the first of June. Anyone else from
the public who would like to offer testimony? No response. I
will close the Public Hearing. It would be my recommendation to
you that we direct the City Engineer to approve of CH2M Hill to
do that study the fastest.

approve of CH2M to perform the Water Facilities Study.

Kingsford: It would be my recommendation that we set aside the
moratorium and proceed post-haste with obtaining that well site.

Wayne Forrey: I'd like to ask the Council to authorize the City
to retain Roto-Rooter to auger the irrigation line on 11th
Street.

Crookston: Holly Hauford asked for a temporary waiver on putting
sidewalk around Artech's new structure and the Council approved
that subject to a deed restriction, they have signed it and I've

Tolsma: I'd like to ask the Council to read that recommendation
for part time help for the Engineer.

PROPERTY WHICH IS DESCRIBED AS LOTS 11, 12, 13, 14 AND 15 IN BLOCK
2 OF F.A. NOURSE'S THIRD ADDITION, B.M., ADA COUNTY, IDAHO; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Council and the Mayor of the City of
Meridian, Idaho, have concluded that it is in the best interest
of said City to rezone in the said City real property which is
hereinbelow described:
Lots 11, 12, 13, 14 and 15 in Block 2 of F.A. Nourse's
Third Addition, according to the plat thereof recorded
in Book 7 of Plats at page 299, records of Ada County,
State of Idaho.
NOW, THEREFORE, BE IT ORDAINED by the Mayor and City Council
of the City of Meridian, Ada County, Idaho:
Section 1. That the above referenced real property
described as:
Lots 11, 12, 13, 14 and 15 in Block 2 of F.A. Nourse's
Third Addition, according to the plat thereof recorded
in Book 7 of Plats at page 299, records of Ada County,
State of Idaho.

is hereby rezoned in the City of Meridian, and shall be zoned (C-
C) Community Business District; that the reason for the (G-C)
zoning is to allow for a karate school, which would be allowed in
the (C-C) Community Business District zone; that the rezoning is
subject to the conditions referenced in the Findings of Fact and
Conclusions of Law as adopted by the Meridian Council on the
request for rezoning.
Section 2. That the property shall be subject to re-

zoning back to R-15 Residential if the owner or his assigns,
heirs, or successors do not meet the conditions contained in the
Findings of Fact and Conclusions of Law and the Ordinances of the

of the legal description, and map, which shall plainly and clearly
designate the boundaries of said property, to be filed with the
Ada County Recorder, Ada County Assessor, and the State Tax
Commission within ten (10) days following the effective date of
this Ordinance.
Section 4. EFFECTIVE DATE: There being an emergency,
which emergency is hereby declared to exist, this Ordinance shall
be in full force and effect from and after its passage and
approval as required by law.

City of Meridian, Ada County, Idaho, this 3rd day of March, 1992.

Revised and Compiled Ordinances of the City of Meridian is hereby
amended by the addition thereto of a new section to be known as
5-108 (C), which shall read as follows:
"5-144 (C): No subdivision, or building, lot, or parcel
of land located within that subdivision, which subdivision,
building, .lot, or parcel of land, has a common lands-cape
sprinkler irrigation system being supplied landscape
irrigation water from a source other than the City of
Meridian's domestic water system, shall be allowed to also
connect its landscape sprinkler irrigation system to the City
of Meridian's domestic water system. PROVIDED HOWEVER, all
buildings, lots, or parcels of land, within the subdivision
connected to the common landscape sprinkler irrigation system
may be allowed one (1) joint-use point of connection to the
City of Meridian's domestic water system which connection
shall have an approved backflow prevention device. This
joint-use connection shall only be to provide irrigation
water during the tirne when the common landscape irrigation
system has no supply of water. The off-on control valve of

The economic stability of Meridian is well known and documented. Throughout
the 100 year history of the Meridian Community, residents have noted the city's steady
' growth and reliable prosperity. Even during the depression and subsequent war years,
Meridian was described as an independent community of hard workers that keep the
economy alive.
Idaho's growth surge in the mid 70's and early 80's added new residential
subdivisions well outside of the Meridian urbanized area, about 3 miles away from town
' center. Most people felt that of the city was expanding too far away from the
downtown area. Today, these subdivisions are within the Meridian corporate boundary
and fully integrated into the community.
' During the late 1970's the growth rate in Meridian was about ten ercent 10% .

From 1980 to 1990 the rate of growth eased from the previous pace to about 4%
' annually. The current snap-shot estimate of urban expansion in Meridian is 8% annual
increase based on census data, occupancy permits and subdivision activity. Meridian is
consistently among the three fastest growing commutes in Idaho. Forecasts prepared by
r the City Leaders Institute, (CLi), JUB Engineers, Inc, Boise State University, Idaho
Power Co. and Ada Planning Association (APA) all indicate that an urban expansion
growth trend in Meridian will continue during the next 5 years, (1997). Meridian is
certainly in positive urban transition.

citizens favored restrictions on residential lot and house sizes to encourage a variety of
housing sizes within Meridian. In the 1980 census of Idaho housing, the cost of dwelling
units in Meridian below $50,000 comprised ~ of the total community housing. In
comparison, this same statistic in Boise and Eagle was ~ and 4~ respectively.

one thousand three hundred (1,300) square feet of living space (garage not to be
included in determining living space) unless there is dispersed among the new residential
development houses of varying sizes, and the following schedule shall set the percentages
' and accompanying sizes that shall exist in all new residential developments, except for
those containing houses, a'1 of which will contain one thousand three hundred (1,300)
square feet or more, it being understood that the below schedule is a minimum schedule
and houses of larger sizes may occupy a larger percentage than as set forth below:
1. No houses may be constructed which are less that 999 square feet;
2. 10% of the houses in a residential development may be between 1,000 and 1,099
' square feet;
3. 20% of the houses in a residential development may be between 1,000 and 1,199
' square feet:
4. 40% of the houses in a residential development may be between 1,200 and 1,299
' square feet;
5. 30% of the houses in a residential development may be larger than 1,300 square
' feet.
All houses below the 1,300 square foot size shall be interspersed uniformly throughout
the entire development.

During mid to late 1970's and throughout the 1980's Meridian expanded because of available land
at low development costs which attributed to lower housing construction costs. Housing rental rates during
this same period were also low compared to other cities. Rental housing costs are shown below. The rental
vacancy rate (V.R.) was also among the lowest in Idaho in 1980.

3. 1990 Housing Inventory and Local Conditions
The best opportunity for evaluating population and .housing data is reviewing
current census information. Fortunately, the 1990 census is now fully tabulated and
available to the City of Meridian for review. The following tables have been condensed
from the 107 page, ~~Fulation and Housing Characteristics report for the
State of Idaho. Data contained in these tables include population and housing
' information pertaining to Meridian City, and in some cases, Ada County, Boise City, and
the Eagle census division which is a large area surrounding the community of Eagle plus
portions of West Boise and Garden City. All housing data reflects April 1, 1990
' conditions.
Table 4 on the following page provides a summary of population and housing data
' specifically for the City of Meridian only. Tables 5 through 12 provide additional data
in comparison to other areas in Ada County.

Based on records research and fieldwork, and the need to evaluate current/future
' municipal water demand in Meridian, the current housing information is divided into two
components, a) constructed/under construction units, b) and proposed units.
' A. Constructed Units
Constructed/under construction housing units are dwelling units that have been
built since April 1, 1990 or are units currently being constructed. These units have a
96.6% probability of being occupied within 90 days of completion. Vacancy rates in
' Meridian are extremely low. (Rental = 3.4%, Owner = 1.6%) Because of these low
vacancy rates, builders report that most units are pre-sold. If a unit is not sold prior to
construction, most sales occur during construction or within 90 days of completion.
' .Meridian builders can generally have a typical 1500 square foot home completed
within 90 days. With a 90 day after construction carry time, this housing unit will
usually be occupied within 180 days of building permit date. A review of current real
estate trends indicate that most Meridian homes are sold within 160 days of the building
permit.

Generally, most residential building permits issued up to March 1, 1992 will connect
to City utility services within 180 days or by September 1, 1992. Recent building permit

' B. Provosed Units
' For final plat subdivisions that were approved prior to the February 19, 1992
moratorium, the development process is moving forward without delay. Developers
report that Meridian final plat subdivisions approved prior to the moratorium will
' generally have lots on the market within the next six months or by September 1, 1992.
Using the 180 day lot to sale/occupancy period, it is reasonable to expect that any final
plat subdivision currently being processed by the City of Meridian .(pre-moratorium and
' recorded by September 1992, will require connection to the City utilities by March 1,
1993, or about one year from now. Table 14 (on the following page) lists -each of the
preliminary and final plats that are currently being processed by the City of Meridian
(pre-moratorium).

In a month and a half, between Janua 1, 1992 and Februa 18, 1992 the Meridian

Planning and Zoning Commission and the Meridian City Council approved 434 final and
' 2009 preliminary plat single family residential lots and 40 multi family dwelling units.
These recent land development approvals are the subdivisions preceded by and asterisk
(*) listed in Tabie 14.

residents or a 10% increase in population.
' In recent years, the number of final plat lots converted to constructed, occupied
dwelling units has been between 375 and 400, it is reasonable to expect 434 new
Meridian homes by March 1, 1993.
With an 8 to 10% annual growth rate, the already approved preliminary plat lots
may require up to four years for full market absorption. If the growth rate increases
' to around 12% (similar to 80's in Meridian) the market absorption could be 2.5 to 3
years.
Meridian developers indicate that the major need in the Meridian housing market
is to get a quality three bedroom unit on the market under $90,000. Because of large
family size, two bedroom units are inappropriate. Most Meridian home buyers are
' outpriced above $90,000. To meet market demand, builders are proposing more units
in the 1300 to 1450 square foot size, with three bedrooms, or the three bed/one studio
option for larger families.

5. Current Water System Conditions
The current Meridian municipal water system includes elevated storage for system
pressure and seven wells. The location of the wells are shown in figure 1 on the
following page. Water rights and pumping capacities are listed in Table 15.

' In order to determine im acts to the Meridian water s stem resultin from recent
P Y g
subdivision approvals, Boise Water Corporation, {BWC), U.S. Department of Housing and
' Urban Development, (HUD), and Idaho Department of Health and Welfare, (H&W)
were consulted.
Information provided by each of these agencies helped determine reasonable water
planning factors which could be applied to Meridians situation. Because of the
development similarity between Meridian and Boise's West Bench area, (served by
BWC), the water planning factors of BWC were applied to the residential growth
situation m Mendian.
' Based on historical water use in the Boise Water Corp. West Bench service area,
the BWC engineering department uses a water planning value of 1.0 gallons per minute
' (gpm) per hook-up to calculate an average maximum day of water demand. This value
= 1440.
Boise Water Corporation engineers indicate that the maximum service peak occurs
any where within these windows:*
' 4:00 a.m. to 9:00 a.m. morning peak
7:00 p.m. to 9:00 p.m. evening peak
' *Note: There used to be a definite evening peak but automatic sprinklers are now
creating an a.m. peak similar to the evening peak.
Table 16 (on the following page) presents water planning information in Meridian
using existing hood-ups, BWC planning factors and forecast development activity based
on recent construction permits. This information is provided to help determine maximum
' day demand on the Meridian water system with current and proposed building activity.

By comparing tables 16 and 18, it is evident that the water planning figure of 1
gallon per minute to determine maximum day demand is applicable to Meridian. A
comparison of forecast maximum day water demand with current system capacity is
shown in Table 19.

The State of Idaho Department of Health and Welfare recommends that communities
develop water systems that have reserve capacity which meet or exceed the capacity of
the average well within the system. The City of Meridian does not meet either the
Boise Water Corporation or Idaho Department of Health and Welfare water system

6. Findings and Recommendations
A. Moor Findings/Conclusions
• Meridian will continue to attract large young families with moderate incomes.
Housing will remain cost effective in Meridian.
• Builders will primarily construct 1300 sq. ft. homes, 3 - 3 1/2 bedroom units.
Pressure for smaller lots will increase.
• Meridian rents will remain comparatively low.
• Meridian will likely grow at 8 - 10% annually during next 3 to 5 years.
• Approximately 75% of housing will continue to be under $99,000.
• Vacancy rate will remain below 5% (nearly closed rental market)
• Duplex development and female headed households will continue to expand
in Meridian.
• Meridian will continue to be less dense than Boise with average gross density
at .80 DU/AC compared to Boise at 1.80 DU/AC.
• The Meridian Housing Ordinance has helped diversify and provide housing
opportunities for all income levels.
• There has been an increase in home ownership in Meridian due to progressive
City development policies to lower construction costs.
• Current water system (source) does not meet Boise Water Corporation or
Idaho Department of Health and Welfare recommended reserve capacity
standards given the number of lots expected to connect by September 1, 1992.
• By September 1, 1993 the system could exceed system capacity without any
reserve.
• If Well # 10 (1,350 gpm) is shut down for repairs, the City of Meridian cannot
meet maximun daily demand of the existing registered connections.

B. Recommendations
• Retain a professional engineering firm to prepare a Water System Master Plan.
• Continue current negotiations with land owners and developers to secure well
sites in the growth areas shown in Figure 2 on the following page.
• Develop a new well(s) as soon as possible. (800 gpm or greater needed to
meet 1993 expected, approved connections)
• Implement an extensive City wide water conservation program during summer
peak months to retain reserve capacity. Recommend AWWA program
including alternate day sprinkling and school awareness programs.
• Update Comprehensive Plan to address growth issues and provide guidance
to City leaders and citizens.
• Implement inexpensive computer tracking program to monitor all development
permits and approvals.
• Update zoning and related ordinances after Comprehensive Plan update to
help City leaders address growth and related development issues.

HUNTERS GLEN APARTMENTS
EXISTING CONDITIONS
This proposed project consists of 40 apartments to be constructed on East 5th Street
about one block north of Washington Avenue. The site contains approximately 3 acres.
The buildings will contain four apartments per building. Each apartment will have a
single car garage with additional off-street parking for a total of almost two spaces per
apartment.

The principal accesses to this property will be south via East 5th Street to Pine Avenue
' and south one block to Washington Avenue, then west approximately four blocks to East
1st Street.
The current average daily traffic on both streets, East 5th Street and Washington Avenue,
is minimal. Washington Avenue ends approximately 1/2 block east of East 5th Street.
The only traffic generated near this intersection would be an existing apartment complex
on East 5th Street just north of Washington Street and the single family residences along
Washington Avenue. Average daily traffic for East 5th Street and Washington Avenue at
this intersection must be less than 200 vpd (vehicles per day). This traffic volume is
around 10% of the maximum capacity of either of these streets at this location.
Table 1 describes the existing conditions of East 5th Street and Washington Avenue to
their intersection with the connector streets. Both streets should have capacity equal to
a standard residential street according to Ada County Highway District criteria.

IMPACTS
The traffic from the proposed Hunters Glen Apartment Project should amount to no more
than 400 vehicle trips per day. Either access street can accommodate the addition of
this. entire amount of traffic with no additional improvements. ,However, the likely
distribution will be that neither street will carry the full amount of the additional traffic.
The existing transportation system will, adequately handle the increased traffic from this
proposed project.
