The Regular Meeting of the Meridian City Council was called to order by Acting
mayor Ron Tolsm_pL at 7:30 P.M.:
Members Present: Bob Giesler, Max Yerrington► $ert Myers:

The Motion was made by Myers and seconded by Verrington to approve the Minutes of the
previous Meeting held Nbvember 20, 1990 as written:

ITM 01: PUBLIC HEARING: REQUEST FOR ANNEXATION & ZONING BY BRITTON.* SPENCER.*
AND FUL LER-SCOTT :
Tolsma: I will now open the Public Hearing■ is there anyone present to testify, if
so please come forward and be sworn.
Don Hubble, of Hubble Engineering was sworn by Attorney.
Hubble: The intention would be to include the southerly part of this parcel into the
Meridian Greens Subdivision.
Giesler: I have some concerns about the water pressure out there. If city Engineer
doesn't have any problem then okay. But maybe you could shed'some light on this/
has it been resolved.
Hubble: The owners of the property are aware of the water situation and are aware that
another well will have to be developed sometime in the future before the entire thing
will be developed.
Giesler: Before this project would be developed or later on down the road.
Hubble: Before the entire Meridian Greens project.
Oge'bsler: there is a number of acres out there and that's what your talking about
not just Meridian Greens now at the present and the one w0 are talking about
tonight, we are talking future.
Hubble: Yes, future phases. Sometime in the future there will have to be additional
P!Oer brought from some place. We have talked to the Engineer and there are several
to do that apd the owner§ of Meridian Greens have talked to and are willing to
get this done. _
Giesler: Throught this water line we have out there will there still be adequate,
the size of the pipe be adequate enough.

Hubble: Yes. We've got some flows, we're getting static pressures over there in
excess of 46 lbs. so we can deliver fire flow. We haven't done any design work
on water pressure but I don't think we're going to have any problems adding another
90 to loo lots on that same supply. over that may be questionable.

Tolsma: Didn't they flow the hydrants out there at about 675 or 625 gallons a minute■
or were you aware of that.
Hubble: Yes, I don't remember any flows but I know we had pressure testing that
should have at least equalled that.
Tolsma: Anyone else wish to offer testimony on this annexation? Being no response
I will close the iblic Hearing.
The Motion was made by Giesler and seconded by Myers trove the Findings
of Fact and Conclusions of Law for the request for annexation for Britton, Spencer,
and Fuller -Scott.

Is there anyone in the audience who wishes ordinance #544 read in its entity.
There was no response.
The Notion was made by Giesler and seconded by layers that the rules and provisions of
50-902 ad all rules and provisions Fequiring that ordinances be read on three
different days be dispensed with and that ordinance Number 546--- be passed and approved.
Roll Call Vote: Yerrington - Yea; Myers - Yea; Giesler - Yea;

ITEM V: PRE -TERMINATION HEARING: WATER/SLATER/TRASH DELINWENUIE*:
Tolsma: This is to inform �pu in writing► if you choose tot you have the right
to a pre -determination hearing at 7:30 p.m. before the Mayor and City Council, to
appear in person to be judged on facts and defend the claim mAde by the City that
your wLter► sewer, and trash bill is delinquent: You roay retail Counsel. This
service will be discontinued December 14■ 1390 unless paid in full. Is there anyone
who wishes to contest their water/sewer/trash bill?
Wilma Blair: Asking to be given until the first of next month to get this caught

Tolsma-: Okay.* good enough. Is there anyone else who wishes to contest their water
sewer/trashill? There was no response. They are heb� informed that they may
appeal or have the decision of the City reviewed by the Fourth Judicial District Court,
Pursuant to Idaho Code,.!Even though they ppeal, the liater will be shut off. f
The total amount for thig month is $7►454.27.

The Motion was made by Giesler and seconded by Myers to approve the renewal of the
Beer/Wine and Liquor Licenses subject to payment of fees.

ITEMP646: BID ON NEW POLICE CAR:
Gordon: The bids#were sent out and Ford Motor Company in 1991 i not going to
manufacture a police car or vehicle of any type. It will be 19991before they even
bid another car. Roundtree ;Chevroletgwas the only bid that we did receive back.
The bid came in at $15,426.77.
Tolsma: Is it your decision that we should purchasePW s?
Gordon: I would recorimnd that we do purchase this Chevrolet.
Yerrington: How does this compare in price to the last vehicle you purchased?
Gordon: Excluding the trade in that we had its approximately $1400 more than what
we had last year.
The Motion was made by Giesler and seconded by Myers to approve the bid frm Roundtree
Chevrolet in the amount of $15■1125.77o with the police Comifnissioners approval.

City Clerk. Nierpann: J have a request that did not gek on the agenda for trans fer of
a Beer & Wine License from Rock chuck Bar & Grill to Mesquite Mtn, Ale & Fdatery. .
The Motion was made by Dyers and seconded by Yerrington to approve of this transfeer
from 16k Chuck Bar & Grill to Mesquite Mtn. Ale & Eatery.

Tolsma: Would you Mr. Bowman like to give us a brief explanation of what the

air quality ordinance says.
Giesler: I have,, -',,to abstain from the voting. I will step down to address the
questions I have. I received a letter from Mr. Bowman today., we had been informed
that new testing equipment is being omitted from the new ordinance. In the letter
that I received today from Air Quality it states that you will be telling. s about
the new equipment that you are proposing.
C1a*re-!Bowkan► from Ada Planning Association. The Ordinance does not require any
new equipment for the air stations. What it does do is put in the hands of the
Air Quality Board which would include Meridian City Representatives on it the decision
to wake that adjustment down the pike sometime in the future.im& they need to.
The specific item I mentioned in that letter for next Monday evening is Charing some
of that information with the station owners.and also commenting on what I know
of what statiorwners, what direction station owners are taking for new equipment as
they are getting this information. We do have a nun -ter of stations seeking new
equipoent and we dbn't want them to go out spending alot of Mney if they don't have to.
The Air Quality Program has been run for its seven years of existence primiarily
by staff with very little input from the public. At the last Board Meeting I made a
proposal to the Air Quality Board, which they adopted and that A that we setr.ip an
Advisory Committee made up of owners of stations and include somehanics end that
we solicite on a regular basis directly to the Air Quality Board c%.

Tolsma: Have they elected ori-tecided on a new headreplacement.
Bowman: We do have a job announcement open right now for a Director for the Air
Quality Board.
The Motion was rmde by Myers and seconded by Yerrington to direct the City Attorney
to draw up a new ordinance for the Air Quality.to be ready for the next meeting.
