The Motion was made by Giesler and seconded by Myers that the rules and provisions of 54-942 and all rules and provisions requiring that ordinances be read on three different days be dispensed with and that Ordinance Number 545 be passed and approved. Crookston: That's the reference that I ride to in the agreement between the City of Meridian and Ada County where applications for Cc~tnprehensive Plan Amend~ents- Zoning Amendments- changes to the subdivision ordinances, private roads- what it amounts to is when they receive an application for a land use that's within the area of in~pact'~re will get notification of it and we will have the right to review it and submit~camrr~ents on it likewise when the City of Meridian has a land use application they will submit copies to the Ada County Development Services Director and will have the opportunity to respond. The I~btion was made by Myers and seconded by Tolsma to approve of Amended Resolution I1~p. 94. Motion Carried: All Yea: ITF~ ~2: NEW AIR QUALITY ORDINANCE: ^ Kingsford: Anyone have discussion on this. Giesler: Since `this is a part of my business I will be abstaining frq~n this item on the Agenda. Tolsma: What they are proposing in this ordinance for the bar ~-4 machines is a little far-fetched. We are only measuring one gas which is carbon monoxide. the bar ~ machine is capable of measuring four different gases, of which three of them are not tested for. ~'he approximate cost of a bar 94 machine is $12,ODO.Oa above anc~ beyond what you already have. The only basis they're using it for is a corrMputer to check the stations by computer and rwvnitor the stations. Ott of the 115 stations there are now probably all would be eliminated but about 44 stations. The load of vehicles to be tested will be increased to include frcxn the year 1965 and newer including all trucks with any weight on them.
