Kingsford at 7:00 P.M.: Members Present: Ron Tolsma, Bob Giesler, Bert Myers, Max Yerrington: Others Present: Tom Hammond, Terry P. Smith, Peter Michaelsen, Howard Foley, E. Faye Buchanan, Dennis Marshall, Gerald Flatz, James Shearer, Ida Sweet, Jack Sweet, Moe Alidjani, Helen Alidjani, Mark Smith, Bernise Tisdale, James Tisdale, Wayne Crookston, Wayne Forrey, K. Beumeler. Kingsford: This is a Special Meeting of the Meridian City Council to take testimony and consideration on a Community Development Block Grant for the City of Meridian. At this time I will open the Public Hearing on that issue. Wayne Forrey, 3045 Thayen Place, Boise, was sworn by the Attorney. Forrey: I am the Executive Director of the City Leaders Institute of Boise. The Mayor and City Council of the City of Meridian asked me to help the Community evaluate the potential of applying for a Block Grant to continue some of the improvements that are occuring in downtown Meridian. and that's the purpose of tonights meeting. About a year ago this community meet during this month and evaluated the possibility of a Block Grant and a Local Improvement District and participation from other agencies in completing improvements to East First Street and I think everyone here knows that that project is now a go, the engineering design is under way, the Highway District, the State of Idaho and the City and citizens are pulling together to that project started in about March or April of 1991. The .Block Grant tonight, the consideration is to continue that project and to take downtown Meridian and expand the improvements beyond East First Street but to look at other streets that might be candidates for improvement and to solve an additional need that has been identified in the Community and that is the lack of parking, lack of a community parking lot to serve the down- town. The proposed project for your consideration tonight would involve improving Broadway Avenue, portions of E. Idaho Avenue and also acquiring land and developing a downtown parking lot. That project would supplement the E. First Street Project, it could tie in very nicely. That would meet the criteria that the State.of Idaho has identified as a need in the Block Grant Program. Several Mayors including Mayor Kingsford petitioned the State of Idaho and indicated that downtowns in Idaho needed some financing assistance and so the State reoriented the Block Grant Program to get new priority to projects in downtown areas and so this project could fit nicely into that program. Also a project in downtown Meridian with Block Grant Funds does meet the Federal definition of grant eligibility in the Slum & Blight catagory. There are some blighted buildings in the downtown area that could be removed and replaced with nice parking lots and landscaping to make downtown look a little better. That's not a negative situation that just means that there are some impediments in downtown Meridian to continue commerce and growth and development, and the desire of the community is to acquire some land, demolish some buildings, remove gasoline tanks, remove those impediments such that new facilities could be constructed. The proposed elements in this handout you have are shown on the last page, the yellow sheet with the map and those are highlighted, those are before you tonight for discussion, this proposal has come about through discussion with community leaders, with citizens, with business and property owners in that area, the Chamber of Commerce and the Downtown Improvement Committee of the City. The two green sheets in your handout describe how we got here today, tonight, and the second green sheet presents a possible budget. The maximum block grant that the City can apply for is $400,000.00, so it is suggested that the item #2 in that list reconstruct Broadway and Idaho Avenues a possible budget there ~~ i • SPECIAL`:: MEETING OCTOBER 30, 1990 PAGE #2 of $105,000.00 and that would accomplish our curb, gutter, sidewalk and paving work on those areas shown on the map that are highlighted. It's hopeful that the Highway District would contribute $15,000.00 in the form of inkind engineering design and construction observation and supervision services. Proposed that about $20,000.00 would be raised in the form of a Local Improvement District from the property owners affected by those improvements, and then block grant of $70,000.00. You'll notice on the map there are three possible pieces of property that the city could acquire with this block grant, parcels T5A, T5B, and T5C, the T stands for old Meridian townsite, Block #5, Parcel A, B, & C. The A is commonly known as the Mower Shop, the B is the property around the Mower Shop and the C is where the old Chevron Station is. Now any of those properties could make a very nice downtown parking lot, perhaps two of those three properties would make a better parking lot and perhpas all three would make the best. So the City has got to decide which of the, one or all three properties maybe be candidates for development. If the City is successful in this project and received a $400,000.00 Block Grant it's conceivable that the street work could be done and the City could acquire those three properties and those are estimated budgets amount, which include parking lot improvement and tank removal. As a caution here any time you deal with gasoline or petroleum storage tanks, estimating a cost for removal is one thing but if .you find there has been any leakage or any contamination of the soil why there is no budget amount we can set high enough probably to counter act those kind of problems. We are assuming that there is no environmental hazards today and that can only be known through a discovery process through an environmental audit or actually removing and taking soil samples. We are not assuming or hoping that there is any problems there but we've got a realistic budget and assuming there is no major problems. That's the project that's before the Public to discuss, I think.. it would have a pretty good opportunity for funding for several reasons. One, :.the State of Idaho did send a representative to meet with the City several weeks ago, toured the downtown area and they were generally came to the same conclusions that the Mayor and Council and the Chamber and that is .that Meridian needs parking. The second major feature is that most communities do not have a major street project in the hopper, like E. First, and you've got $850,000.00 to $900,000.00 of construction that's going to happen in Meridian, the State has agreed to allow the City of Meridian to use that as match. There may be other projects that the community might feel are as important or more important than this and that's the reason we are here tonight. The BLock Grant can accomplish a varity of improvements from landscaping to housing projects, to sewer and water, park improvements, animal shelters, senior citizens facility, all these types of things. The reading that I am getting as kind of an outside observer into this process and the implications and the reasoning that has been given to the City is that from the business people and owners in this area that this type of project should be a priority and would help downtown Meridian, and that would have overall community wide benefit. Smith: I just want to encourage the City Council to look favorably upon this project and look favorably to the point of having a pre-application submitted. It's part of what we'd hoped to do on the first project, the First Street Project, but un- .. ... • SPECIAL MEETING OCTOBER 30, 1990 PAGE #3 fortunately with the emphasis on HWY 55 being relocated from First Street to Eagle Road, it would seem that it was best not to work on the other streets or the parking in that project. I'm hoping very much that the community does apply and is successful in receiving a block grant that would help complete the project. Kingsford: Anyone else who would like to offer testimony? Bernice Tisdale, 9056 Desert Ave., Boise, was sworn by the Attorney. Tisdale: Basically, I'm the head of the Economic Development Corporation for the City of Meridian. In all the community surveys that we've completed in getting ready to do our five year plan on economic development the people of the City of Meridian are very much in favor of economic development. I really feel that what we've put together as far as this plan to help improve the downtown area that it's kind of going with what the community wants. It will definitely help us in the economic development of the area. I would hope that the City Council would go ahead with pre-application for the grant money. Kingsford: Anyone else to testify, being no response the Public Hearing is now closed. Going back to my original days on the City Council, it was in the Comprehensive Plan, it was struck as the major issue, that this City keep it's identity and I think that continuing to improve and develope the core of the City will continue to do that. Myers: Wayne, what is the reason that those fuel tanks have to be taken out? Couldn't we just fill them full of sand and just leave them? Forrey: There is a possibility that you could, it depends on the environmental protection agency and the permits that they have with those tanks. If they are in active use now, you have to comply with the EPA tank closure regulations, and that would be tested and removed and all types of things. If it's over fifteen years, it is my understanding that you can fill them with sand and there's different criteria. Those tanks underneath the mower shop may be able to stay once there is an environmental audit, a step one environmental checklist, and that's required as a condition of receiving Federal funds block grant or any other federal funds that pertain to these types of projects, you have to complete that environmental audit. That would tell you whether or not it has to be removed, filled with sand or any clean up that might occur. The tanks on the 'Ih?er~'~a~ property, I spoke with Mrs. Tha.erhause she felt that there were no tanks on the property, some work done by JUB Engineers leads us to believe that there may be a tank. This budget does include, assuming there is tanks and assuming they will have to come out so the budget is there for that.
