On April 16, 2008, the Ada County Highway District (ACHD) Commission acted on MAZ-08-001 for the
annexation and rezone of approximately 4.77 acres at the northeast corner of Eagle and Overland
Roads for the purpose comrnercial development. Rackham Way, a public street under the jurisdiction of
ACHD, is adjacent to the properties that were involved in the development application
As a result of this action, several site specific conditions of approval involving Rackham Way were
levied upon the applicant by fhe Commission. Site specific condition #4 required the applicant to, "Pay
a road trust deposit sufficient to cover the cost of installing a six inch raised median to restrict the
realigned Rackham Way to right-in/right-out in the future. Raekham Way will be restricted to right-
in/right-out either on a determination by ACHD staff of a substantial safety issue, or on the provision of
a connection from Rackham Way to a signalized intersection to the east, whichever occurs first."
The Meridian Fire Department has since indicated to ACHD staff that, until such time as there is a
connection between Rackham Way across Eight Mile.Creek to the Overland-Silverstone intersection, a
left-in access from Overland Road eastbound to Rackham Way northbound is essential to providing
adequate emergency services to all properties accessed via Rackham Way.
In order to ensure adequate emergency response to this area, ACHD staff will coordinate with the
Meridian Fire Department to ensure that any access restriction devices to be installed at the
intersection of Overland Road and Rackham Way will allow for emergency vehicles to turn left into
Rackham Way from Overland Road (such as a 3/4 access or a mountable median). This left-turn access
will be maintained at least until a public connection across Eight Mile Creek north of Overland Road is
achieved.
