WRITTEN NARRATIVE
S GEwOOD SUBDIVISION
Sagewood Subdivision is a 35.6 -acre subdivision located approximately one -quarter -mile north of W.
Amity Road on the west side of %, Meridian Road. The applicant, M & H Development, LLC, is
proposing 115 single-family residential homes on the site. The net density is 4.22 dwelling units/acre,
with a gross density of 3.23 dwelling units/age. The usable common area in the project is 2.408 acres, or
6.8% of the site. Incorporated into the design are walking paths and a ten -foot -wide multi -use pathway
with area for a gazebo and concrete patio on a common area that exceeds one acre, as well as another
neighborhood park with playground equipment which is over 1.35 acres.
The applicant is requesting a variance to exceed the maximum block length. Access to Meridian Road is
limited due to its designation as a State Highway, and there is a large irrigation ditch adjacent to the
property. The granting of the variance would not grant a right or special privileMe that is not otherwise
allowed in the district, as the Meridian qty Council has recently granted similar variances. The variance
will relieve an undue hardship because of the characteristics of the site. The variance will not be
detrimental to the public health, safety and welfare.
This property adjoins properties to the northeast that have already been or are currently being developed
within the City of Meridian. The request for zoning is R-8, which is consistent with the Meridian
Comprehensive Plan Map designation of Medium Density Residential.

RE: Soil test holes on M & H Development site
On April 12'hwe described five test holes on the property located west of
Meridian Road about 1/ mile north of Amity Road. The purpose of the
investigation is to evaluate soil and groundwater conditions on the site and for
locating storm drainage facilities. Detailed soil profile descriptions and a map
showing test hole locations are attached.
In each test hole a strongly cemented, nearly impermeable hardpan was present
at a depth of 17 to 38 inches in all profiles. Beneath the hardpan layer is sand
or sand and gravel that extend to more than 15 feet below ground level. No free
water or evidence of wetness was observed in any soil profiles.
PVC pipes were installed in four of the test holes to allow for levels of potential
groundwater. These will be measured on a biweekly basis throughout the
irrigation season. You will be provided with amid-season report in July and a
final report on groundwater activity in October when irrigation activity has
ceased.

EXECUTIVE SUMMARY
The proposed Sagewood, Laidlaw, and Lambert subdivisions are residential deve lopmients located west of
Meridian Road State Highway 6) between Amity Road and Harris Street in Meridian, Idaho. The
project is expected to contain approximately 341 single-family residential units.
The following are the principle conclusions of the traffic analysis for the proposed development.
1) The PPropvsed development is projected to generate an average daily traffic SOT) volume of
3,263 vehicles of which the a.m. and p.m. peak hour traffic is only 256 and 344 vehicles,
respectively.
2) As a result of t* site build out, traffic on the area roadways is expocted to increase in the

lower than COMPASS' planning thresholds. The area's roadways do not require any capacity
improvements to accommodate site generated traffic volumes.
ia) All subdivision streets with front--on-housing have projected ADT volumes less than 1,000
vehicles per day. No problems with the internal street system have been identified in this study.
Following are the transportation -related improvements needed to accommodate the traffic volumes
generated by the three peoposed Sagewood, Laidlaw, and Lambert developments:
1. Install a traffle signal at the intersection of Harris Street and Meridian Read to
accommodate existing, background, and bund -out traffre volumes. The Harris Road and
Rumpel Lane approaches should provide separate right and left -turn lanes. The Meridian Road
approaches should peovide right -turn lanes in addition to existing left -turn lanes. with
improvements, the intersection is forecast to operate "below capacity" during both peak periods
for the background and build -out conditions. Approximately 10% of the peak hour traffic is due
to the Sagewood, Laidlaw, and Lambert subdivisions. t
2. Y m prove the infersection of Amity load and Meridiani load in order to accommodate
background and build -traffic conditior4. In order to accommodate projected traffic volumes,
dual left -turn lanes and exclusive right -turn lanes are needed on each approach. Two through
travel lanes are needed on the eastbound and westbound approaches. Three through travel lam
northbound and southbound are also necessary; with improvements, the intersection is forecast
to operate at LOS C during both peak hours for the background conditions. For 2011 Build -Out
condition, the intersection is forecast to operate at LOS C and LOS .D for the a.m. and p.m. peak
hours, respectively. Approximately I% of the peak hour traffic volume is due to the Sagewood,
Laidlaw, and Lambert subdivisions.
3. Provide left and right -turn lanes on Amity Road to accommodate site traf'flc entering at the
Amity Road access. These improvements are warranted base on ACkgts left�.turn 4aceleration—
lane and right -turn treatment nomographs shown in tke appendix. Amity Road is scheduled to be
widened to three lames from Linder Road to Meridian Road according to the ACHD Capital
YmMverhents flan (2007 Update).

INTRODUCTION
Washington Croup International (Washington Croup) has been retained to prepare a traffic impact study
for the proposed Sagewood, Laidlaw, and Lambert residential developments. The project site is lwated
west of Meridian Road between Amity Road and Harris Street in Meridian, Idaho. The project is expected
to contain approximately 341 single-family residential units. Figure I shows the location of the project
and its vicinity. The purpose of this report is to evaluate the traffic impacts resulting from the proposed
development in the vicinity of the project. This study will make recommendations for improvements to
the transportation system, which will mitigate any adverse impacts of the development. This report is
prepared in conformance with the requirements of a major traffic impact study. In particular, t1W scope of
the study includes the following:
• Trip'generation of the proposed & velopment;
• Trip distribution and traffic assignment of the site generated traffic;
+ Roadway capacity impacts on Meridian Road, Victory Road and Amity Road in the project
vicinity;
• Impacts of site generated traffic at SH -49" s intersection with Victory Road, Harris Street and
Amity Road;
• Impacts of the site generated traffic on the neva site access intersections on Amity Road and
Harris Street;
• Any lotential transportation mitigation measures.
PROPOSED DEVELOPMENT
The Sagewood, Laidlaw, and Lambert projects are proposed residential developments with approximately
341 single-family residential units. The proposed preliminary site plans for the projects are shown in
Figures 2 through 2C. This transportation study assumes the development will lw completed by the year
2011.
STUDY ARBA CONDITIONS
Study Area
The area of influence will be south Meridian. The area of primary impact will be along Meridian Road,
Victory Road, Amity Road and Harris Street in the project vicinity. The intersections considered for
impacts are SH -69's intersections with Amity Road, Harris Street and Victory Road. The site approaches
on Amity Road and Harris Street are also considered for impacts.
L.. nd Use
The project area is currently used for agriculture activities. The site is proposed for residential uses in
accordance with the Meridian Comprehensive plan.

EXISTING CONDITIONS
Traffic Volumes
Existing average daily traffic (ADT) volumes were obtained from traffic counts conducted by the Ada
County Highway District (ACHD). Peak hour turning movement volumes were obtained through
available data from other recent traffic studies in the area Xrformied by Washington Group. The existing
daily and paak hour traffic counts near the site are summarized in Figure 3.
Road System
The road system in the site vicinity is described below:
• Meridian Road (SH -69) is a north -south, five -lane facility classified as a principal arterial by
COMPASS. The posted speed limit is 55 mph.
• 'victory Road is an east -west, two-lane facility classified as a minor arterial by COMPASS.
The posted speed limit is 45 mph.
• Amity Road is an east -west, two-lane facility classified as a minor arterial by COMPASS.
The posted speed limit is 50 mph.
s Harris Street is an east --west, two-lane facility not functionally classified by COMPASS but
will be treated as a collector for this study.
The intersections in the site vicinity are described below:
• The Victory Road and Meridian Road intersection is a two-way, stop -controlled intersection
with the stop signs on Victory Road. Each Victory Road approach provides an exclusive left --
turn lane. The northbound Meridian Road approach provides two through lanes of travel with
an exclusive left -turn lane. The southbound approach provides two through travel lanes with
exclusive left and right -turn lanes. However, the intersection is currently un*r construction
for signal installation and widenix.
• The Harris Street (i�rom the west) and Rumpel Lane (from the east) approaches intep, ect
Meridian Road as a two-way, stop -controlled intersection with the stop signs on the Harris
Street and Rumpel Lane approaches. The minor street approaches provide one lane of travel
with no additional turn lanes. The Meridian Road approaches provide two travel lanes and a
center left -turn lane.
• The Amity Road and Meridian Road intersection is signalized. Each Amity Road approach
provides one through travel lane with arL-.g,xclusive left -turn lane. The Meridian Road
approaches provide two travel lanes each direction with exclusive left -turn lanes.
STUDY PERIOD
The build -out year for this study will be 2011. This date was selected to allow for project approval,
engineering, construction, and full developnrnt of the site. The weekday a.m. and p.m. peak hour
periods were analyzed for site impacts. Typically, the a.m. peak hour occurs between 6:00 a.m. and 8:0o
a.m. Typically, the p.m. peak hour occurs between 4:00 p.m. and 6:00 p.m.

the roadway netwcrk and turning movement percentages were based on existing traffic movement data
and entneering judgment. The distribution of the site traffic along the roadway network is given in
rl'gure 4 in the form of percentages of total generated traffic for the site. Figure 5 illustrates the rounded
internal site traffic distribution. Figure 6 presents the forecast site traffic on the. extemal network.
The Background (No -Build) traffic volumes are calculated to account for the increase in traffic on the
vicinity roadways due to development and the nature growth in traffic. This study assumes the Tanana
Valley, Blackrock and Compania developments will be completely built out before the final build out of
this development. Therefore, Tanana Valley, Blapkr&k and Compania build out volumes were used for
this study7s 2011 Background condition.
The site traffic is added to the background trafffic to obtain the total build -out traffic for the year 201 L
The combined values for the 2011 background peak hour*, were added to the fore -cast peak hour traffit
volumes- crenerated%y the project site and are shown in Figure 7.

Capacity Analysis and Lavelo-of-Service
A capacity analysis was performed using the latest edition of Highway Capacity Software (HCS 4.1P,
based on the 2WO edition of the Highway Capacity N%nual.
An intersection capacity analysis for the existing, 2011 Background, and 2011 Build -out conditions was
performed. For tk background conditions, the existing traffic control was assumed to bpe in place for
Year 2011 conditions except for the Meridian Road at Victory Road intersection, which assumed the
signal undtr construction was complete. The results of the area's cap4pity analysis are summarized in
Table 2.

The capacity thresholds determined by COMPASS for arterial and collector streets are as follows:
• A 5 -lane pfirsiple arterial (Meridian Road) is 37,000 vehicles per day at LOS E.
• A 2-lans minor arterial (Victory Road) 'is 14,000 vehicles per day at LOS D.
Table 3 summarizes current and projected traffic volumes on roadways near the project site. Existing
ADT traffic volumes were obtained from ACHD traffic counts.

CONCLUSIONS
The following are the principle conclusions of the traffic analysis for the proposed development.
1) The proposed drvelopmEent is projected to jenerate an average daily traffic (ADT) volurne of
3,263 vehicles of which the a.m. and p.m. peau hour traffic is only 256 and 344 vehicles,
respectively.
2) As a result of the site build out, traffic on the area roRdways is expected to increase in the
