The modification request is to allow a solid fence along the northern boundary shared with the Meridian School District} in lieu of an open vision fence as required in the final plat conditions of approval. A letter of support for the construction of a solid fence, written by the Meridian School District is attached. The reason for this request is the result of an on-site meeting held at the Reserve Subdivision with the School District to discuss property line and fencing issues. The School District has already constructed asix-foot tall chain link fence, six feet north of the shared property boundary between the school and the subdivision. Construction of another fence on the property line, six feet south of the existing fence, would have created a six foot wide no mans land, so we met with Wendel Bigham of the School District to discuss the fencing options. Wendel volunteered to take down his fence, six feet north of the property line, after a new fence went up on the actual property line. He asked what type of fence we would install and said that he would prefer that we install a solid six foot vinyl or Trex fence as opposed to an open vision or four foot wood fence along the property line. Please refer to the attached letter from Wendel Bigham concerning his concerns with chain link and other open vision fences adjacent to school sites. The owner and developer of the Reserve Subdivision would also prefer a solid fence in order to increase the privacy of the rear yards within the~Reserve Subdivision. Wendel noted at the on- sitemeeting that the property to the west of the school site has just recently installed a solid fence along the shared property line and was not restricted to open vision fencing. Revising the fencing requirements for this plat will not physically alter the shape of any lots or easements on the plat. The School District will be happier with the requested modif cation and it will improve the privacy of those lots located on the northern side of the Reserve Subdivision. At this time open fencing presents a nuisance situation for the school district. First, homeowner pets are regularly attracted to the school site for a variety of reasons. Second, the students and patrons of the school site regularly have balls and gash, etc onto the homeowner's property. The homeowners het tired of this and request that we fence them off. A 4 foot high fence, open or closed presents a rear fall hazard to athletic activities. In the end the "best neighbor" solution is a 6 foot high solid fence for individual private property owner's enjo ment~ I~apreciate the servis~on considerations for a lower or open fence. This is al~rnative high school with low use by students and will over time have increased patron use after hours and on weekends. The homeowner's calls for concern will be directed to the police ., department and will be difficult to deal with. It would be our recommendation that a 6 foot high solid fence be used as separation between the uses. Any other option will be problematic for policing and homeowners.
