In conformance with the application cheek list, McMillen Engineering,LLC isproviding
the following;
The planned project was before the city council in February of 2006 and was presented as
a 91 acre single family residential development With a total of 255 building lots 27
common lots and 2 private streets all located Section o;ownshi 3 North; Range l
East; p
M. The current land use is agricultural and is zone RUQ'. There are several new
subdivisions that either have been constructed or are in the process of being built
immediately adjacent to this project.
This submittal is to construct the Phase I which consists of 73 residential lots 12
Common lots, 2 private streets and public roadways in the lower portion of thero ert

just south of the Ridenbau h Canal as shown on the included vicinity map and
construction drawings. The common lot areas will he used for recreation and storm dram.

As part of the preliminary plat review and apPro al process, the City of Meridian and

1.2 Background
The Reflection midge Subdivision project consists of developing approximately 91 acres of land In four
phases auto approirately 2residential dots and 2nn area los. Phase I consists developing
eo��
appro�ately 73 residential lots located west-northwest of the
West Wrig.trood entrance to the
subdivision.
2. DESIGN CRITERIA
The design criteria used in developing the storm drainage runoff calculations and disposal lyses are
presented in the following paragraphs. The following references were used in developing the storm
drainage design:
• ACHD Development Policy manual.
• City of Meridian Standard Specifications and Drawings.
• Geotechnical Report — Prepared by Materialsestin `
g and Inspection, dated July 19, 2005.

2.1 Road and Sidewalk Design Criteria

2.2 Storm Water Disposal Criteria
The project is designed to retain and infiltrate all storm water onsite up to the
1-
gear runoff' event, The
drainage facilities have been designed to ACHD standards including maintaining at least a 12 foot travel
lane at the 25 -year runoff event. The disposal locations were determined as
art of the preliminary plat
process based on the roadway locations and lot layout.
2,3 Storm Wader Facilities Criteria
The pipe velocities are maintained between 2 and 8 feet per second. Catch basins and storm mater
manholes all have sumps of one -foot. Each of .eis osal stems with
� patch basins includes sediment
and grease traps as treatment methods. The surface collection and disposal � sites use vegetated sales or
sheet flog across vegetated areas.
3. DRAINAGE ANALYSIS

The drainage areas were determined from the topographic map used to develop on sheet 29. the how

3.2 Flow Calculations
The storm drainage analysis was developed for pre -development andost-
developrrret conditions. The
analysis was completed using a spreadsheet model, The flow calculation on procedures used to develop the
spreadsheet model are presented Mn the following paragraphs.
3.2.1 Pre -Development Flows
,ire -development flows from undeveloped areas will be constrained on siteby the roadway and
embankments. The site grading and street profiles contain the undeveloped ped draixrage within the
undeveloped area footprint. As the lots are developed, ori -site storm water disposal measures will be
required for each lot.
3.2.2 Post -Development Flows
Post -development flogs are calculated using the Rational Method (equation 3-1 FHWA Urban
Drainage Design Manual Circular lo.22:

3.2.3 Storm Water Collection System
Velocities were calculated for both the gutter andic systems in the attached spreadsheets
(Appendix A: CB Spacing and Pipe Sizing worksheets) and the maximum velocity was used
(providing the shortest time of concentration) to compute the total l travel time dor the drainage area.
A minimum time of concentration of 5 minutes was used. Using
the calculated time o

The attached spreadsheet includes the calculations for each reach of pipe.
4.0 STORM WATER HANDLING AND DISPOSAL
All water is discharged to one of four areas as shown on Drawing 2
and the Roadway beets 7-14.
These areas are located to provide 3 feet of clearance between the
high water table and the invert of the
pond. The ponds are sized to provide I 00 -yr runoff capacity ty for the Phase 1 development as e] I as
future phases of the project. The g -technical report from Material Testing and Inspection gated July 19,
2005 includes a recommendation of 8 M- c s per hour for infiltration
of storm water. Our analysis sized
the ponds to provide storage for the 1 00 -year runoff event without considering the infiltration during the
runoff. This provides a more conservative pond sizing and will allow hover frequency pond
rehabilitation.
