Boulder Creek Ave 672 East Baldwin Street Meridian, Idaho 83642 L� Meridian, Idaho, 83642 Dear Board of Commissioners, We are currently seeking a conditional use prmifonvert an existing single- family residential dwelling into a non -owner occupied chi care facility for up to 12 children. We are proposing to have this childcare facility within an existing single-family residential neighborhood. Based on the current zoning ordinance the childcare facility is an allowed use in this zone with conditional use approval. We understand that in order to issue a conditional use permit, the City must make the finding that the child care facility is compatible with the surrounding area, that the site is large enough to accommodate for the child care facility and the child care facility will not place a burden on the existing infrastructure. That is why we have provided you with additional information. Although our request is for 7-12 children it may be atypical to have 12 children at one time. Parents drop their children off at the daycare between 7:ooam and S:ooam and will pick up their children between 4:00pm and 5:00 pm. Normally, the parents stay at the site no longer than 5 minutes. The staggering of drop-off and pick-up times will help assure that the daycare will not create traffic congestion in the neighborhood. It is also important to note that some children are from the same household, which reduces the vehicle trip generation number. We did have an opportunity to speak to the neighbors and the concern that arose from those conversations was in regard to the appearance of the facility. We understand the neighbors concerns and are willing to limit the hours of operation and we are also willing to maintain the residential appearance and ensure that the landscaping be maintained in a healthy and attractive manner. Acceptable hours of operation may be between 6:30 am to 5:oopm. By restricting the hours of operation and maintaining the property to a high standard, we believe that the neighbors will be impacted minimally by the childcare facility if they are impacted at all. We say this because the play area will be screened from public view, the children will arrive at various tunes throughout the day, the children will have gone home with their parents by the time that most of the residences return from work and the facility will be kept maintained and manicured in order to preserve the integrity of the neighborhood. The Daycare will be closed on weekends and all major holidays. We have an outdoor play area in the rear yard that consists of a 6 -foot high solid fence. This will ensure the safety of the children as well as screen the activities of the childcare center in order to preserve the privacy of the adjacent neighbors. We recommend that the City of Meridian approve our request due to the fact we believe that that the child care facility is compatible with the existing neighborhood because the child care facility will maintain the appearance of a single-family residence and the activities that take place at the proposed child care facility will he similar to what occurs at the surrounding single-family dwellings. Pam #A i nshew has been taking care of our children for the past 3 years. Not only is she an excellent grandmother to my children, she is also an excellent caregiver. Pam left an established and well paying position at Idaho Power to take care of her grandchildren so they would not have to be taken to a large day care facility. With the demand of in --home daycare, our friends and neighbors have gone to Pam as well for daycare for their children. That is the main reason for her desire to provide an in-home daycare for them as well. We are so grateful to have the opportunity to bring our children to a comfortable in-home environment, where they get a lot of one on one attention and affection. Studies show that home daycare is an excellent choice for many families because groups are small, the homelike environment is comforting and reassuring, children have a single, consistent qualified caregiver, and children may be exposed to fewer illnesses. These are just some of the reasons why we believe that in-home childcare will benefit not only our family but the families of our friends and neighbors as well. W husband and I are public school teachers and parents leave their children in our care and trust on a daily basis. We know how important it is to have a consistent, caring, and unarm environment for growing children.
