• Request to modify approved with the final plat landscaping plan for
Paramount Subdivision No. 16 (FP-08-005), by Paramount Development,
Inc.
Staff has reviewed this submittal and offers the following comments:
APPLICATION SUMMARY & LOCATION
The applicant, Paramount Development, Inc., has applied for a final plat modification to modify the
approved Site Specific Condition Number 5, page 2 of the Paramount Subdivision No. 16 Final Plat Staff
Report. The applicant is requesting the last sentence be deleted and that the condition read:
All fencing installed on the site must be in cornpliance with UDC 11-3A-6 and 11-3A-7.
Temporary construction fencing to contain debris shall be installed at the subdivision boundary
where permanent fencing does not exist or construction debris shall be regularly removed in
accordance with an approved trash management agreement.

The preliminary plat approved by the Meridian City Council did not propose permanent fencing along
common Lot 16, Block 40. However, the approved final plat landscape plan did indicate permanent
fencing; therefore staff added Site Specific Condition No. 5 noted above.
Paramount Subdivision No. 16 is located on the west side of 1V. Meridian Road, north of W.
McMillan Road in the SE 1/4 of T. 4N., R.1W., Section 25. This property has not been
previously platted.
The final plat consisted of 33 single-family residential building lots and 1 common lot on 7.61 acres of
land; zoned R-8. The Meridian City Council approved the final plat for Paramount Subdivision No. 16 on
April 1, 2008.
STAFF ANALYSIS & RECOMMENDATION
As stated above, the applicant is requesting to modify the site specific condition to install fencing along
the common area (Lot 16, Block 40) before release of the first building for occupancy. The applicant
proposes permanent fencing around the common area be optional and shall be the responsibility of the
owner, builder or developer. The applicant has provided a revised landscape plan with a note to this effect

and qualifying any fence around common Lot 16, Block 40 shall be five (5) foot, open vision and
wrought iron.
The UDC does not require permanent fencing be erected around interior common areas. UDC 11-3A-
7A.7b does specify fencing that is erected be no more than six (6) feet in height if it is open vision, or no
more than four (4) faet in height if closed vision.
Staff recommends that the Council approve the applicant's request to modify the approved Site
Specific Condition Number 5 for Paramount Subdivision No. 16 (MFP-08-003), as proposed by the
applicant and attached in Exhibit C of this staff report.
